Committee of the Whole members present (8 of 9): Mayor Bill Bialecki, Alderman Chris
Malm (First District), Alderman Steve Hass (Second District), Alderman Ryan

Fire Chief Bob Odegard, Police Chief Ken Neff, Park and Recreation Director Dan
Wendorf, Gene Bebal, Judy Woller, Eric Malm, Don Heyel, Kurt Helmstadter, Duane
Pfister, Collin Lueck (Merrill Foto News), Carolyn Tiry (Wausau Daily Herald) and City
Clerk Bill Heideman.

Call to order

Mayor Bialecki called the meeting to order at 5:33 P.M.

Consider options on pending vacancy in Sixth District Alderperson vacancy

Information was in the meeting packet. Due to his relocation, Sixth District Alderperson
Mark Peterson has submitted a letter of resignation, effective immediately after the
September 11th, 2012 Common Council meeting.

By Wisconsin State Statutes, a candidate to fill the position will be elected as part of the
April 2nd, 2013 election. That person will serve in the position until April of 2014.

The Common Council can either leave the aldermanic district unrepresented or appoint
a Sixth District resident to serve until someone is elected at the April 2nd, 2013 election.

City Attorney Hayden recommends that, if applications are accepted for the position, all
candidates be given an opportunity to address the Common Council at the September
11th, 2012 Common Council meeting.

              Motion (Caylor/Hass) to advertise for candidates to fill the position, accept
              applications, research the qualifications of applicants, interview applicants
              and then elect someone to the position via a vote by the Common Council.

River District Foundation presentation-River Bend trail plan and grant status

Park and Recreation Director Wendorf reported that the River Front Foundation applied
for a 2012 Wisconsin Department of Natural Resources Stewardship grant, but was not
selected to receive a grant. However, reapplication can be made for 2013 grants.

Park and Recreation Director Wendorf then gave a presentation on the River Bend trail
plan. At this time, the River District Foundation is attempting to purchase abandoned
railroad property in the plan area. The property being sought for purchase is not the
entire plan area, but only a portion of it. The River District Foundation is currently
awaiting preparation of a legal description of the abandoned railroad land. When the
legal description is finished, the next step will be to submit it to an appraiser.

Mayor Bialecki raised the questions of who is going to own the property and who is
going to maintain it. He stated that some of the information related to the project is
misleading and confuses the public. He urged the River District Foundation to keep the
public informed on the status of the project. He also noted that the City has pending
financial obligations related to the upgrades to the Wastewater Treatment Plant, a
potential new fire station, as well as potential costs associated with the new Wal-Mart.

Gene Bebel stated that, at this time, the project contains many variables. In his opinion,
the project is necessary for the sake of progress.


Park and Recreation Director Wendorf repeated his earlier statement that consideration
of the resolution should be delayed, because the River District Foundation would not be
eligible for a grant until 2013.

No action was necessary, requested or taken.
