PUBLIC SAFETY CIVIL SERVICE COMMISSION
July 17, 2003
1. Introductions: The Public Safety Civil Service Commission opened its monthly
meeting on July 17, called to order by Chair Noreen Skagen at 11:16 a.m., at 700 Third
Avenue, Room 340, Seattle, Washington.
Also present were Commissioner David Bown; Commissioner Joel Nark, Mary E.
Effertz, Acting Executive Director; Fritz Wollett, Assistant City Attorney; and Mary
Denzel, Office of City Auditor.
2. Adjourn to Executive Session: Chair Skagen announced they would go into
Executive Session for approximately 30 minutes to discuss litigation with counsel.
3. Return to the Record at 11:45: Commissioner Nark moved to grant the Executive
Director Family Medical Leave, retroactive to June 9, 2003, the date of the beginning of
her unpaid leave, seconded by Commissioner Bown, all in favor.
4. Approval of minutes: The minutes from the meetings held 5/28/03, 12/19/02; and
1/23/03 were reviewed by the Commission. Commissioner Bown moved to approve the
5/28/03 minutes, seconded by Commissioner Nark, all in favor and the minutes were
signed. Commissioner Bown moved to approve the minutes from 12/19/02 and 1/23/03,
seconded by Commissioner Skagen, both in favor and the minutes were signed.
Commissioner Nark abstained from voting as he was not a Commissioner until May of
5. Follow-up to 2001 PSCSC audit: Mary Denzel, assistant City Auditor, provided
copies of the audit protocol setting forth the procedure for follow-up revisiting the
findings and recommendations “to determine whether program management has
successfully resolved the significant issues raised in the report.” (See attachment).
5. Status of Pending Appeals: The Commission reviewed the Case Status Report as of
07/16/03. Ms. Effertz provided information about the following pending appeals:
Case # 02-001 (Schmidt): The prehearing on the pending Motion to Make Clear will be

held Monday, July 21. The hearing has been rescheduled for August 25-27.
Case # 03-001 (Roberson): The hearing has been rescheduled for July 28 and 29th.
6. Budget: The Summit Report for July was reviewed by the Commission. Ms. Effertz
noted that the lag period in the system was approximately one month, so the percentage
totals for expenditures is not actual, and that the Commission’s spending to date is about
10 percent higher. She also reminded the Commission that the wages paid to her as
Acting Executive Director since February (on a part-time basis) were $6,342. The report
for July does not include her wages since the last time funds were transferred, which was
with the payperiod ending April 22, 2003. She will seek another transfer for May, June
and July so it will show in the Summit Report for the August meeting to enable the
Commissioners to better assess its budget.
Ms. Effertz also noted she consulted with Budget Analyst Karl Stickel regarding
registration of Commissioners Bown and Nark for the Civil Service Conference set for
September 24 and 25 in Yakima. Funds are available within the accounts subcategorized
as “Other Charges” separate from the “Personnel Services” subcategory.
7. New Business/Old Business. A letter from Glenda Graham-Walton, Executive
Director of the Civil Service Commission was reviewed by the Commission regarding a
more formal action to fill the indefinite vacancy left by the PSCSC’s Executive Director.
After discussion, Commissioner Nark moved to appoint Mary Effertz as part-time Interim
Executive Director (20-30 hours per week) in an out-of-class position. Second by
Commissioner Bown, all in favor, the motion passed.
8. Other: Ms. Effertz noted that Chair Skagen was recently honored by the Mayor at an
awards ceremony for 35 years of service to the City of Seattle. A reception for citywide
honorees for their service for 35 years or more was held June 25, 2003 in the Dome
Room of the Arctic Building.
9. Adjournment: All business before the Commission having been considered the
Chair adjourned the meeting at 12:55 p.m. The next regular meeting of the PSCSC will
be held on August 21, beginning at 11:00 a.m.
