                    Hilltop Strategic Growth Area Vision Drafted
              City Invites Input on Phase Three – Deciding the Future

On Tuesday, May 22 at 6:30 p.m. the public is invited to Linkhorn Park Elementary School
Cafeteria, 977 First Colonial Road, for the third and final phase of the Hilltop Strategic Growth
Area (SGA) planning process. This phase, Deciding the Future, presents the initial draft,
preferred development alternatives and the long-range vision for the Hilltop SGA. Please join us
for this important occasion. Weigh-in on development alternatives, offer input and ideas, and
help create a plan that contributes to community’s lasting value.


The City’s Comprehensive Plan designates eight SGAs to be planned to accommodate and
absorb the City’s future urban type growth. Beginning in January, the City held the first round of
public meetings for input on the Hilltop SGA Plan. During these meetings, civic leaders, business
owners, property owners, residents and student leaders participated in exercises that identified
positive features of the Hilltop SGA and clarified what should be improved in the future. This
resulted in a set of community-derived design principles for the SGA. Based on those principles,
a week-long design workshop was held in mid-March to sketch initial future concepts for the SGA
and to obtain more specific public input. The result is a proposed new vision for the Hilltop SGA.
