Under general direction performs responsible office and field economic development/research work
related to City economic development and research activities.

    Supervises seven staff members and all general administration of the Finance Department
    Monitors Responsible for monitoring and approve approving city payroll in compliance with all
     city policies, procedures, state and federal regulations
    Coordinates budget process for the cCity
    Approve ACH and wire transfers in on-line banking system
    Performs the function of the City’s Collector of Revenue
    Manages accounts receivable
    Manages utility billing services for the City
    Prepares audit schedules and acts as City’s Coordinator for Annual Audit
    Backs-up all department positions including Finance Director
    Completes special projects as assigned
    Tracks grant revenues and expenses
    Tracks bond issue related projects
    Analyzes and recommends water and sewer rates
    Performs a variety of confidential and sensitive assignments
    Selects, trains, supervises and directs the work of employees and consistently applies policies
     and procedures in an equitable manner
    Cooperates, assists, and communicates timely, accurately and effectively with all departments,
     maintaining a positive environment and positive communications with fellow employees and the
     public to achieve mutual goals
    Responsible for enhancing employee performance through establishing and communicating clear
     expectations and evaluating performance in a fair and professional manner
    Prepares and monitors division budget seeking continuous improvement and maintain fiscal
    Committed to creating a positive learning environment by identifying the needs of individual
     employees and developing skills though training, coaching, and counseling
    Develop bid specs, evaluate and write justifications for selection of vendor to be awarded,
     generate and approve purchase requisitions, monitor department purchases for compliance to
     purchasing policy, approve department purchases, monitor products and services received for
     compliance to contract
    Works with an elected Board and operates at times in a sensitive political environment
    Prepares well thought out clear reports for the City Administrator, Elected Official, or the public
    Other duties as assigned

     BS in accounting or related field
     5 to 7 years of accounting experience in progressively more responsible positionsaccounting
     MBA / CPA preferred
     Ability to communicate effectively both verbally and in writing
     5+ years of Ssupervisory experience preferred
     Current and valid motor vehicle operators license
     DMV check
     Positive employment verification and reference check
