Finance Committee Meeting
Held Thursday 7 June 2012
at the rising of the General Purposes Committee
Present: Councillor J Ball (Chairman), Councillors Horridge, Whiteley, Miles,
McKnight, Bridge and Clerk (Pilkington).
Three members of the public.
2. Declaration of Interests
Cllr Ball declared a personal interest w.r.t. Item 12 (Shevington Luncheon Club).

3. Minutes of the Last Finance Committee Meeting (1 March 2012)
The minutes had been circulated previously.
Resolved: That the Minutes of the Finance Committee Meeting held on
1 March 2012 be approved as a true and correct record.
4. Funding Arrangements Consultation
The Clerk gave a brief overview in relation to the previously circulated document.
The item was deferred to the June Council meeting.
5. Risk Assessments
The risk assessments were reviewed.
Resolved: The amended risk assessments were approved.
6. Quarterly Budget Monitoring
Expenditure from most costs centres was fully committed and all were on line.

7. New Equipment for the Play Area in Memorial Park
Dist Cllr Crosby had been given permission by the Council to seek funding and install
new equipment in the play area in Memorial Park should he be successful in securing
it. Match funding would be considered by the Committee, if necessary, once more
information was available.
8. Car Park Border Watering Arrangements
The Clerk reported that Mossbank Nurseries would water the plants along the car
park border when they watered the railing planters nearby. The cost to the Council
would be £50 at the most and was agreed under delegated authority. However, this
would only begin in two or three weeks time, after the railing planters had been
returned to their usual location.
10. Internal Audit Report & Action Plan
The internal audit report and action plan were received, discussed and accepted.

11. Consultation on the Appointment of the External Auditor for 2012/13
and Future Years
The Audit Commission had written to the Council to advise that BDO had been re-
appointed as the Council’s external auditor for the ensuing five years with effect from
1 September and had asked that any objections to the appointment be submitted by
29 June. There were no objections to the appointment.
12. Financial Aid Applications
Shevington Methodist Church
Cllr Miles withdrew from the meeting.
The Committee discussed the application for a grant towards repairs to the Highfield
Avenue car park at Shevington Methodist Church, which is available for use by all
residents at times other than church service times.
Cllr Miles was invited to return for a few moments to the meeting to clarify one or two
points and then withdrew again.
Resolved: The Committee approved a s137 grant of £300 to Shevington Methodist
Church towards the cost of repairs to the Highfield Avenue car park.

Shevington Luncheon Club
An application from the Luncheon Club for a grant towards rent and insurance was
Resolved: The Committee approved a s137 grant of £250 to Shevington Luncheon
Club towards the cost of rent and insurance.
A councillor requested a recorded vote.

13. Dates of Meetings
