Minutes of the Planning committee held on 9th January 2012 at St Helens Community Centre.
Present: Mrs Parker, Mrs Parsons, Mrs Shaw, Mr Campbell.

Minutes of the full council meeting held at St Helens Community Centre at 7.30pm on the 9th January 2012.
In attendance:
Chairman: Cllr Bacon
Councillors: Mr Anderson, Mr Campbell, Mrs Parker, Mrs Parsons and Mrs Shaw.
Clerk: Lisa Dyer
9 members of the public and Councillor Joyce.
02/2012 Apologies for absence.
None received.
03/2012 Declarations of interest.
Cllr Bacon declared a personal interest in item 6 regarding the IW Council Improvement Grant.
04/2012 To confirm the minutes of the December 2011 meeting.
Correction to the minutes 156/11 instead of applications of that size would be decided by
committee it should read Cllr Bacon ensured him that this application would be called in by ward
Councillors.
Cllr Bacon proposed that error be noted and that the minutes be signed as true and correct.

05/2012 Public Forum.
Question: Am I correct in saying that applications such as the Marsh farm application go before
Officers for a decision?
Answer: Officers can seek a delegated decision or put applications before committee. Ward
Councillors can demand it be put before committee.
Mr Wade then stated some concerns he has over the development of a Neighbourhood plan.
Concerns included:
The village won’t gain anything.
A lot of land in the village is already protected.
Cllr Bacon said comments would be allowed during the item later in the agenda.
Question: Is there any news on the Queens Jubilee Celebrations?
Answer: The Parish Council is not responsible for organising the event, however some Parish
Councillors are on the committee. It was confirmed that a celebration would be going ahead.
06/2012 Chairman’s report.
Nothing to report.
07/2012 To Discuss the IW Council’s Economic Improvement Grant.
The clerk ran through the details of the Economic Improvement Grant and explained that any
grant received would need to be “match” funded by the Parish Council. She asked Councillors to
details any proposals they had for the grant application.
Ideas included:
A heritage Trail
Improving the toilets.
Replacing the damaged boat on the Old Church Green.
Improvements to the footpath network including improved signage.
Improvements to the Horseshoe trail.
Sign explaining about the wild lower area on the Green.
It was agreed that the Clerk research the cost of the work needed in the toilets and do plans for the
heritage trail.
08/2012 To discuss the issues arising from the Car Boot sales.
A complaint had been received about the early starts on a Sunday morning during the car boot season.
It was agreed that the clerk should compile the complaints received and put them to Mr Minns as soon
as possible as the license was up for renewal shortly.
09/2012 To confirm meeting dates for the year.
The Clerk explained that traditionally meetings had been held on the second Monday of the month,
however, the hall was unavailable for some of the dates for later in the year. Cllr Bacon proposed that
these dates be booked for meetings in 2012.

10/2012 To receive updates on the queries regarding the Neighbourhood plan.
Following the last meeting the Clerk had contacted IWALC, other Town and Parish Councils and Eric
Pickles MP enquiring about the formulation of Neighbourhood plans the related costs and benefits.
The Clerk reported the reponses:
Responses had been received from many Council’s on the Island with most having budgeted for
the development of a Neighbourhood plan.
Most had budgeted between £10000 and £15000.
No response had been received from the Government or the MP responsible about what
financial help would be available for smaller Councils.
IWALC had responded stating the importance of formulating a Neighbourhood plan and stating
that they would provide extra training sessions for Councillor’s, to allow them to make an
informed decision.
11/2012 To discuss and agree the budget for 2012/13 and the Precept request.
Item delayed until February meeting.
12/2012 Clerks report.
The Clerk reported that:
The vacancy on the Parish Council will be posted tomorrow.
Field Lane closed Mon 23rd & Tue 24th Jan for road works. Temporary traffic lights will be in
operation.
The Parish notice board will be moving very shortly, it will be relocated on the side of the Sports
Pavillion.
13/2012 Financial report.
The Clerk explained that the Bank statements hadn’t been received yet.
Accounts to be paid.
Chq 591 SLCC SLCC membership fees £110
Chq 592 St Helens Community centre Hall rental £231
Chq 593 Lisa Dyer Stationary £5.98
Chq 594 St Helens Church Contribution towards graveyard maintenance. £250
Mrs Parsons proposed that all accounts be paid as per report.

14/2012 Councillor’s reports and items to be included on future agenda.
Mr Anderson reported that the some cutting back and clearing needs to be undertaken at the
Green spaces at the top of Latimer Rd and at the top of Duver Hill.
The Clerk will check with Martin Rivers about what work had been done.
Mrs Parker reported that a big hole had appeared in the Seawall and needed attention as a
small child or dog could fall into it. Clerk to report to the IW Council.
Mrs Parsons reported concerns over the temporary traffic lights planned for Field Lane, Upper
Green and the Diggings. How will residents of the Diggings know whether the lights are red or
green? Clerk to follow up with the Officer at IW Council.
What it happening about the footpath along Carpenters Rd? Clerk to chase.
Mrs Parsons also reported that she would be standing down from the planning committee and
as Vice Chair as she was short of time to attend meetings.
