Notice of Meeting
You are summoned to attend the meeting of the Parish Council on Tuesday 17th January 2012
at 7.30pm, at Broughton & District Club.
There is an opportunity before the meeting for members of the public, police or community
groups to bring matters to the attention of the Council or seek advice. Matters requiring a
Council decision or support must be included as a specific Agenda item.
Agenda
1. Apologies for absence.
2. Declarations of Interests-
Members are reminded of the requirement to disclose any interest in any matter to be
discussed at this meeting.
3. Confirm the minutes of the Parish Council meeting held on 22nd November 2011-
(already circulated)
4. To receive and consider reports from Councillors who have attended meetings
on behalf of the Parish Council. This is for information only.
5. Items for consideration
i) Election of Vice Chair
To elect a Vice Chair for the Parish Council.
ii) Bank Mandate
To consider changing the bank mandate for new members to sign cheques.
iii) Donation to village Guild event 2012
To consider making a donation to the proposed village event.
iv) Air quality management area
To consider any further action that is to be taken by the Parish Council
regarding the above, after the update from Chris Hodson PCC.
v) Farm watch scheme in rural areas
To consider making a donation of £40 to the above scheme.
vi) Better working between LCC and Parish & Town Councils
To consider and comment on the above document produced by LCC.
vii) To consider and approve the following enclosed documents:
The Councils Risk Management Policy Statement 2012
The Councils Risk Management Register 2012
The Councils Asset Register 2012
The Review of the Effectiveness of Internal Audit and Internal Control 2012.
viii) Retirement of PC John McCartney
To consider making a gift to PC McCartney in recognition for his service in
the parish.
ix) Winter grit provision
To consider if the Parish Council should provide and make provision for a
winter gritting service in the village.
x) Noticeboards
To consider the condition of the noticeboards.
xi) Flooding on the A6
To consider urgent action to counteract flooding on the A6.
xii) Finance workshop – 8th February 2012
To consider if Cllrs would like to attend the above training event at LALC -
£25 each delegate.
xiii) Flowertubs
To consider the report produced by Cllr Pye and the distribution of the
flowertubs.
xiv) Benches
To consider the report produced by Cllr Pye and the replacement of the
benches.
6. Planning applications received– To consider the following applications:
06/2011/0899 – erection of 1.1m high railings to front of dwelling (retrospective
application) – 98 Woodplumpton Lane, Broughton.
06/2011/0935 – conversion, alterations and extensions to exisiting dwelling and
outbuildings to create a total of 3no. dwellings and erection of 3no. detached double
garages – The Grange Durton Lane, Broughton.
06/2011/0936 – erection of 2no. dwellings (outline proposal) – The Grange Durton
Lane, Broughton.
06/2011/0974 – installation of solar panels to roof of school building – Broughton
Business and Enterprise College, Woodplumpton Lane, Broughton.
7. To consider and approve the Management accounts and bank reconciliation for
m/e 31st December 2011.
8. To approve the following payments/receipts:
Integrate – Flowertubs planting Spring & Autumn 2011 £918.00
Integrate – replanting at War Memorial £115.00
C. Worswick – salary £636.24
C. Worswick – internet £20.00
