Planning and is reaching capacity. Region 5 now has a fiber connection so data access should be
much faster. We are investigating if perhaps the new connection is fast enough in
combination with SDE to scale down the Region 5 NAS. Options for Region 3 are still
being explored. 1/26/09: No resources. 7/8/09: A team has been assembled which
includes Information Security (IS) and Business to assess ODOT’s computer network
infrastructure. This team is using network tools to analyze and diagnose congestion and
utilization. This includes looking at PC switching incompatibilities, insufficient bandwidth,
topology (how the network is configured), the mapping to non-local servers, business
processes, back-ups and applications that may not be using the network efficiently. A
survey in under development right now for release on July 13 to gain more insight into local
experience with ODOT networks. The project team is working in collaboration with State
Data Center (SDC) on potential improvements and options for higher network speeds.
9/15/09 Dennis is working with Dan Handy to
develop options including State Data Center tape back-up for non-essencial
GIS data. Interum solution is to purchase additional external drives for LiDAR
data. Laura Wipper reports that the team evaluating network speeds and
optimization continues to meet. At last report, some improvements to
network topology are being undertaken by the State Data Center; an
automated option was being evaluated for efficient corrections to PC switch
incompatibilities; and a survey to the regions was delayed until this fall.

Conversion program from MGE to ArcInfo. Created Measured Shapefile that can be used in ArcView 3.1. Common
alignments, equations and z mileages all displayed correctly. Minor problems uncovered, approx. 150 points did not
plot. Documenting process, resolving problem areas. Testing by GISU is needed to determine if the file should be
made available to others throughout ODOT. Two measured shapefiles of the highway network were created in
January 2002 (1:24,000 network, production road network) with modified processes to improve accuracy. Testing by
GISU continues. Complete 2/28/02

Software reviews complete, demo for Chuck complete, considering re-make of the Maryland model. City of
Portland's negative experience with the newest version of Intersection Magic and our crash data has discouraged its
use. Traffic Engineers requested that we create our own package. The decision was made to design a new
package using the Maryland system as a model. Complete
Prototype in place and will make it similar to the in-house application (Visual Basic). Possible software to use for the
actual drawing (Visio, MapObjects, MS Paint, etc.). 10/23/01 resources identified. Re-writing software. Working on
symbols to depict data. Should have prototype in May, first release in June and final release in September. Demo
for Traffic Managers meeting scheduled for June. Setting up two employees in Region 2 to test the application.

Phase 4 - The data (TVTbl) has been reformated for standard spreadsheet use and no longer maintained in FoxPro. Sue Mead
Additional data review complete (FC update). Data cleaning done. Data updates for 2003 will be input by the end of
May. Volume tables are being drafted. Resources are limited but efforts will resume in May. The GIS database has
been updated with 2003 figures and the TVT draft prints are in review. Data is processed through GIS mapping
software before Flow Map is created. TVT's in final review 6/15/04. Testing for overlaps and gaps. Constructed two
standard queries, TVT report and Flow Map Data for Dynamic Segmentation. Documented business processes.
Report for Traffic Volume Table publication is complete 9/10/04. Flow map complete. Standard queries to create
volume table and flow map publication complete, output was used to create this years publications. Complete
Phase 2 - Phase 1 of the Bridge project located approx. 9000 of the 10,000 bridges that are in the Bridge Mgmt. Sys.
database. The 917 or so remaining bridges were not part of of the original data set because they didn't have a
lat/long. Phase 2 of this project is focused on placing those 917 bridges using only desc. contained in the data.
Work is complete on 590 (64%) of the 917 bridge records as of 9/9/2004. The remaining bridges are primarily local
and culverts (over 6') that, based on the desc. and avail. info., are increasingly more difficult to assign definition
locations. These may be candidates to go to the counties for accurate location. The remaining 327 structures will be
researched by Bridge with field visits or by contacting the agencies with jurisdiction over the structure. Passed
database back to Bridge for incorp. into Bridge Databases. This project was successful in cleaning up coord. values
and other related data such as whether the structure is on the NB or SB side of the hwy. New coordinates were
incorporated into the Bridge Log Database. Complete 12/31/04.
Approximately 500 STIP projects need to be mapped with 900 different locations. Some STIP Projects have multiple
locations. Many of the projects are not on the state system. (Completed 12/30/04)
A meeting was held with Mike Sniezak and Marcia Malstrom to assess the needs of the project. Darlene Gowen
An initial scope of the project was outlined. Next meeting to be held January 21st, 2005 will
include individuals from IS, Incident Management, RICS and GIS. Project needs to be redefined
and brought back to the GIS Steering Comm. due to scope change. Revised project request will

COMPLETED PROJECTS
Phase 3 - ODOT has committed to develop 4 counties worth of road centerline data by June
30, 2005 under a grant from OGIC for $100,000. The work is divided between three
contractors: UofO, Central Oregon Community College and BLM. ODOT has received a grant
from the Traffic Safety Division for $80,000 to develop 5 additional counties of data (Morrow,
Malheur, Harney, Lake and Klamath). Under these two grants a total of 9 counties worth of
road centerline will be developed. BLM contract signed. Meeting with Central OR Comm.
College (COCC) to finalize details of the contract on 2/28. The All Roads db is rebuilt and
existing GIS data is being loading. We are also acquiring updated data from USFS, BLM and
counties. UofO is 80% done w/ Union Co. Loading of GIS data continues. IGA is being
developed with Curry county for road centerline development. COCC contract signed (See
status map).

Phase 1 - The Open GeoSpatial Consortium has been contacted. Greh Beuhler forwarded
ODOT's request for a demo of the GeoSpatial One Stop (GOS) to Sam Bacharach. He stated
that OGIC is in negotiations with USDOT for outreach work and that a demonstration on the
West Coast might be a good addition to that. He asked if ODOT was interested in hosting such
a demonstration. We are interested. Attempting to contact project staff to determine status of
project. We have contacted Cy Smith to see if he can help obtain information about the project.
We have contacted Intergraph for assistance. I have sent multiple emails to David Kingsburry
about his contact with GOS and I have not had any response from him or Pamela Siminitz of
GOS. 7/05: Waiting for a response. Cy Smith is researching status of project. 9/08/05:
Waiting to hear back from Cy. 11/10: Received approval from Cy to redeploy server.

workstations. Metadata data entry can now begin. 9/08/05: Bridge staff has received training
to create Metadata. Metadata created and awaiting validation and publishing. This will
complete the project. 11/10: Metadata is in final correction phase.

GIS worked with Motor Carrier IS on query result transfer from web application. Results
passed via Python, opening ArcGIS software, sending data to GeoDatabase (MS Access),
dynamically segmented and zoom to query area. Waiting for refinement instructions and
working out security/permissions issues 9/08/05: Phase 1 nearing completion. GIS Unit has
conduct 6 training sessions for customer. Phase 2 project proposals under development.

Staff from GIS Unit, Contractor and Geo-Env met 1/5/05 for initial project kickoff and user
needs assessment (UNA). Contractor will continue dialog and development in coordination with
Geo-Env staff. Second UNA for Regional Environmental Coordinators (RECs) conducted
2/1/05. Contractor, GIS Unit staff and Geo-Env staff will continue coordination and
development. 7/05: Contractor's principal staff managing project have left project, new staff on
board. Despite the changes the project remains on schedule. 9/08/05: Initial field trials with
ODOT Geo-Env staff and consultants are scheduled for 9/9-9/22 time frame. Results will be
reported to Geo-Env GIS Committee via their Data Collection Process Review Template. 11/10:
Data Collection Process Review Template complete and submitted. Preparation for second set
of field trials underway. Final report and training sessions are under development. 1/12:
Deliverables received, project complete. Report will be distributed to GIS Steering Committee
prior to 3/9/06 meeting.
7/05: Enhancements underway, communication and training outline complete. Coordinating
with OBPD on transfer of parametrix TransGIS to ODOT. Purchased additional software to
support phase 2. 9/08/05: Due to competing priorities project is delayed. 11/10:
Enhancements are under way again. The new legend now has the ability to turn on labels from
the legend. Currently the only Generic page has the folder and labeling features at this point.
The other pages have been modified and are awaiting updates to the HELP feature and the
changes noted in "What's New". The hardware purchase to facilitate the transfer of Parametrix.
TransGIS to ODOT has been approved and is now awaiting DAS approval. A demonstration to
the Project Leader Quarterly Meeting is scheduled for 10/27 to determine what GIS data could
assist PL's on project scoping. 1/12: Phase 1 complete.
7/05: Coordination underway - target dates will be identified. 9/08/05: The TOC replacement
project is still in the planning and architecture scoping stage. GIS Unit staff have met with
project team and consultants to discuss options for GIS interface. A test application has been
successfully tested to determine if the GIS software can handle the anticipated load. No target
end date has been established. 11/10: Waiting for TAD to provide data for GIS display. 1/12:
Project will include proof of concept to determine interoperability of MapObjects (MO) and
SDE/SQL using GDT data. It's anticipated this activity will be complete 2/1/06. 3/9: Phase 1 -
Pilot proof of concept completed on schedule. Project now exploring software, data, and
interface options with TOC Project staff.

In June we assumed the task of developing three additional county datasets. Census was
scheduled to complete this work but was unable to meet tour timeline. We were unable to
complete the three, Tillamook, Coos and Grant counties by 12/31/05. The estimated time for
delivery of the data is the end of January 06. There will be a couple weeks of QA/QC and
question resolution and those datasets, along with Columbia county, which is being done by the
county should be loaded in the database by 3/31/06. 3/9: U of O - Tillamook completed by mid-
March. BLM - Coos completed by mid-March. GeoSolve - Grant and Columbia completed by
mid-March with Hood River delivered late March. *Note* GeoSolve contract under the authority
of OEM and GEO, completion times are estimates. 5/11/06: Phase 3 Complete.
11/10: Actively working on the project and is on schedule for completion date. 1/12: The
database structure for GIS36 is nearing completion. The process of populating the database
with emergency contact information will begin. 3/9: Phase 2 was intended to be focused at
Marion County as a pilot, As we received data from other regions it became apparent that we
could not build a database limited by the needs of the pilot. A prototype database is currently
being tested in Regions 2, 4 and 5. Region 3. ITS is managing the distribution of the database
application to the regions and the collection of feedback by March 3rd. 5/11/06: Prototype has
been revised and is being deployed and used for data collection. Data collection will occur until
Alternate Route Mapping Porject is rolled into the TMOC Project. ~ '07. Phase complete
7/13: GIS Unit processed GPS data from 'conditions report' data collection effort, identifying all
access points on selected highways. GPS mapping compared to Permit Specialist location data
(CHAMPS). Quality, validity, record matching needs under analysis. Region 1, Access

Phase 2 - The All Roads database was changed as a result of issues while loading the 5
county/US 97 corridor data. The five counties that were loaded for this phase were Wasco,
Jefferson, Deschutes, Klamath and Lane counties along with the ODOT highway data. ODOT
has submitted a project proposal to OGIC for continuation of data development on other
counties. Work for 2004 complete. We have a signed project proposal to work on creating
data for 4 additional counties over the next year. The additional counties will be worked on by
U of O or BLM under contract with ODOT. Working to load data currently available from local
road authorities into All Roads database. These local authorities include up to 13 road
authorities that have GIS road data available in some form. Complete
03/06 Continue development of state-wide addressing for 911 center needs. Work will be
coordinated with OEM and its contractors. Additionally work will continue on assigning
and/or improving the county road numbering system for the county owned roads. This
work will include a pilot coordinated thought AOC and Wasco County Road master.
1/12: Work continues to be done on a software solution to allow road authorities the
ability to "check in" and "check out" data through a web interface for a pilot project with
King and Pierce County. The source code for this ability is being developed through an
existing contract between WashDOT and ESRI. The goal of this pilot project is to
develop code that uses data translation technology so that the source code can be
slightly modified to work with various GIS data and GIS database formats. 3/9: Will
provide update after the GIS-T meeting to be held later this month in Ohio.

Phase 1 - ArcView 3.3 upgrades or installs have occurred on most computers in Env.
Section. Workshops are being held. Some Env. Section staff are beginning to use
ArcView to produce reports. GIS Unit staff gathering necessary data and making it
available on the ODOT Intranet. More than a dozen brown bag workshops complete.
Future workshops on hold because of the SRSAM project. Work continues on
modifying ArcView to enable easy access to environmental data. Processes that can be
accomplished w/TransGIS will be identified, TransGIS development will be emphasized.

1/3/07: Meeting in Wasco resulted in interest of crash coding program and developing
additional data needed for crash coding and sharing existing data. Meeting in Pendleton to
develop web site for data users and contributors resulted in designs that addressed needs of
participants. Code will be written to create what was designed and testing will be preformed on
resulting web page. Upon successful loading of OR-Trans staging database into production
working database QA/QC will begin. Looking to move production working database to newer
version of SQL to insure continued support. Checking on software compatibility w/ SQL 2005.
3/8/207: Some of the first QC work will begin on the state hwy system and where it intersects w/
local roads. This will include matching the hwy network to the Upper Functionally Classed
roads through Task Order. QC work will also begin to identify where jurisdiction cannot be
determined and data contributors will be asked to identify those roads that lack a jurisdiction
designation.

Phase 1 - The Bridge Section and GIS unit entered into an agreement whereby the GIS unit
would geolocate each of the approx 10,000 bridges (including sign bridges and large culverts)
throughout the state using USGS digital ortho photo quads, digital raster graphs and ODOT
salmon color infrared imagery as necessary to accurately locate these bridges. The latitude
and longitude would be calculated using GIS software and lat/long values would be returned to
the Bridge section for review. Locations for all bridges statewide has been completed and
delivered to ODOT. We have forwarded data to the Bridge group for review and comment,
when accepted we will use the GIS software to generate a new latitude and longitude and
deliver coordinates that they will use to update their current coordinates. The adjusted end date
was met for delivery for Phase 1 however, the work being done was well beyond the scope of
Phase 1 and is actually part of Phase 2.

9/14/06: DMV utilized 'Code 1' address cleaning software to improve location information.
Duplicate data was discovered and removed. DMV is matching previously encoded
latitude/longitude derivation and adding it to their new 'location' table. DMV is defining new
queries for simple extracts which will be provided to the GIS Unit for geocoding. DMV is
delighted with the quality of the refined database and confident in the new process. 11/01/06:
Data provider is defining appropriate display fields. Data expected to be received by 11/15/06.

This project will create a TransGIS tool which will locate crash sites and collect codes for 25
attributes from ODOT’s GIS system. 03/06/07: Project Kick-off meeting complete, necessary
data identified, TransGIS application under development. 5/10/07: Completed - A stand alone
application of the Crash Locator Tool is currently in the ICARE process. (Complete). A
secondary web version of the tool is in development and will be implemented this month.

research and mapping. Field work and site decisions planned for completion by
customer, end of June 2008. 06/30/08: Maps completed (by customer) and database in
use for various tasks. Project Complete.
1/3/08 - Project approved. 2/25/08 - Data provided to consultant. 3/7/08 - Project due to be
delivered week of 3/10/08. Software delivered, working on software version issue. 4/18/08:
Software out of iCARE. Working with contractor to fine tune bugs with program. 6/25/08: Tech's
have program installed on their laptops and are testing program. 7/14/08: Sending issue log to
contractor on 7-14-08. 9/1/08: Waiting on contractor to complete changes. 11/14/08 -
Contractor is correcting bugs in programming and will be sending out package week of
11/17/08. 12/5/08: New version of software is in ICARe, scheduled for install next week.
12/29/08: Project complete.

1/9/08: Image migration complete but have not been able to create pyramids; progress halted
since 8/2007; waiting on support. 4/2/08: It has been decided that since some imagery is the
same as that provided by the portal that there is no longer a need to host this imagery
ourselves. 6/18/08: GIS Unit has requested creation of two new databases through IS DBA
staff . 'ODOT' will host standard data tables, replacing shapefiles posted to 'NAS' server.
'PROJECTS' will contain project based file groupings. 9/2/08: The databases have been
created and are in use. 02/01/09: Complete. Now in maintenance mode.

validated. Insufficient resources to address 'instant-update' to main database. Other report
capability not distributed until resources available. 9/14/06: Continued GIS and data support
delivered by GIS Unit. Data is received by GIS Unit as needed.11/01/06: Counting season
complete. Data being received by GIS Unit as it becomes available. 01/03/07: Data received
and in review. 2007 Hose Counts Sheets being prepared. Work with consultants continues.
3/8/07: 2007 count year application and data provided to field staff. Refresher training
provided. TSM staff trained to support field staff. GIS will assist in copying datasets during
collection season. GIS unit will append data to main database once approved by TSM staff.

ODOT Construction Plans and GIS22 On Hold - Intranet application to create a spacial index (map) of
Right-of-Way Map Index ODOT Construction projects and Right-of-Way files data stored in
ITIS. Resources need to be assigned. Data from ITIS for Map
information has been obtained. Basic intranet application has been
developed in ArcIMS but does not include the Construction Projects
or Right-of-Way Maps, reports or additional queries. Project
approved by Cathy Nelson. Project delayed due to other project
priorities and lack of resources.
