ALTERNATIVE GOVERNANCE BOARD
MEMBERSHIP AND ROLES
Purpose Statement
The charge and the mandate of the Chino Valley Unified School District Alternative Governance
Board is to evaluate and monitor the instructional programs for schools in No Child Left Behind,
Program Improvement Years 3, 4 and 5. The Alternative Governance Board responsibilities
include planning, monitoring, and overseeing the implementation of the restructuring plans
developed by each school according to NCLB regulations. Included within the scope of this
oversight is regular school and classroom visitations and meeting with site leadership members
to discuss findings and recommendations.
The Alternative Governance Board will report to the Board of Education in October and in April.
The report will highlight school academic progress and recommendations for improving student
achievement at Years 3, 4, and 5 Program Improvement sites.
Alternative Governance Board Membership and Roles
Membership to the Alternative Governance Board shall include stakeholders with expertise in
policy, curriculum and instruction. Members and their roles and responsibilities shall include:
1) Board Representatives, CVUSD Board of Education: Maintain ongoing
communication with the Chino Valley Unified School Board of Education and the District
Superintendent regarding Alternative Governance Board progress and process.
2) Superintendent or designee: Maintain ongoing communication with the Board of
Education and propose policy changes deemed essential for the Alternative Governance
Board to remove barriers to student achievement.
3) Assistant Superintendent, Curriculum and Instruction: Provide expertise and
coordination of District curriculum and instruction, school improvement strategies, and
other activities proven to be effective in raising student achievement based on sound
research. Supervise, coordinate, and direct all actions and recommendations of the
Alternative Governance Board through the instructional division, including the directors
and principals of the restructuring schools.
4) Assistant Superintendent or designee, Business Services: Assist the Alternative
Governance Board with fiscal considerations including resource allocations to ensure
that Program Improvement sites are able to implement the activities written into the site
plans. Provide technical assistance to the sites to maximize the allocations and
resources available.
5) Director, Program Improvement Office: The Director of Program Improvement will
work with site leadership teams to expand and/or enhance the learning opportunities
provided to students. He/She will help the sites address instructional obstacles to
student achievement.

6) Principals: Principals will work with teachers to expand and/or enhance the learning
opportunities provided to students. They will help the teachers address instructional
obstacles to student achievement.
7) San Bernardino County Superintendent of Schools Consultant: Will serve as the
Alternative Governance Board Liaison and works directly for the Alternative Governance
Board and the Chino Valley Unified School District Assistant Superintendent, Curriculum
and Instruction; will maintain communication with the regional system of district and
school support, the California Department of Education and the Chino Valley Unified
School District regarding accountability requirements and resources available to
effectively improve student achievement. This will include funding and professional
development opportunities. Research and technical assistance will be provided to the
Alternative Governance Board either directly or through other outside agencies.
8) President, Association of Chino Teachers (ACT): Maintain ongoing communication
with the Alternative Governance Board regarding contract issues that may impact the
delivery of instructional services at Year 3, 4 or Year 5 Program Improvement sites.
Serve as a liaison between the teachers’ association, restructuring sites, and the
Alternative Governance Board.
9) Associate Superintendent or designee, Human Resources: Assist the Alternative
Governance Board with contract issues including hiring practices, transfer of personnel,
and employee supervision and evaluation. Serve as a liaison between the teachers’
association, restructuring sites, and the Alternative Governance Board.
10) Community Members (2): Assist in developing strategies for addressing the needs of
the Year 3, 4, or 5 Program Improvement schools. The members are adult residents of
the city of Chino, Ontario, and/or Chino Hills interested in the educational programs of
the Chino Valley Unified School District.
District Support Services
The successful writing and implementation of the Program Improvement Site Plans will require
that district support personnel work closely with the Alternative Governance Board. District
support personnel who will assist the Alternative Governance Board include the following
individuals:
Director, Assessment & Evaluation: The Director of Assessment and Evaluation will
provide timely student achievement data to each school and the Alternative Governance Board.
He/She will assist with the interpretation of the data. The data will be analyzed and
recommendations about the instructional program will be made to the site leadership team
and/or the Alternative Governance Board.
English Learner Coordinator: The Coordinator of English Learners will work with site
leadership teams to expand and/or enhance the learning opportunities for English language
learners. He/She will help the sites address the specific needs of English learners.
Assistant Superintendent, Educational Services: Will provide expertise relating to
the various district’s Educational Services Programs to the Alternative Governance Board.

Director of Special Education: The Director of Special Education will work with site
leadership teams to expand and/or enhance the learning opportunities for Students with
Disabilities. He/She will help the sites address the specific needs of students with disabilities.
Business Services: Business Services may be called upon to assist Program
Improvement schools with the development of an aligned site budget. The Business Services
Department may need to provide additional technical support and training to schools as they
modify the instructional program to meet the student academic achievement goals.
Human Resources: In the event that staffing and/or contract issues arise, personnel
services will be sought. Human Resources will work closely with Curriculum and Instruction to
provide professional development training aligned to the District curriculum and identified site
professional development needs.
Curriculum, Instruction and Assessment: Curriculum, Instruction and Assessment is
a partner in providing data, curriculum, and instructional support to the schools. This
department will work closely with sites to monitor student achievement activities, provide
technical support in the areas of curriculum and instruction, and to facilitate research-based
professional development training in content areas.
Teachers on Assignment (PI Instructional Coaches) from the Program Improvement Office are
assigned to Program Improvement Schools to provide support through on-going coaching,
technical assistance, and program implementation and design.
No Child Left Behind (NCLB) regulations are very specific about the extensive support the
District must provide schools identified as program improvement schools. If a school does not
make adequate yearly progress (AYP) after a Program Improvement Plan is implemented,
districts must identify it for corrective action. “Identifying a school for corrective action signals
the LEA’s intention to take greater control of the school’s management and to have a more
direct hand in its decision-making”; (NCLB LEA and School Improvement, January 2004, p. 21).
There are three required technical assistance areas of focus: 1) data analysis; 2) identification
and implementation strategies: “the LEA must help the school choose effective instructional
strategies and methods and ensure that the school staff receives high quality professional
development relevant to their implementation, and 3) budget analysis (NCLB, LEA and School
Improvement, p. 14)
Curriculum, Instruction and Assessment partners with schools to provide effective strategies
and methods that are instrumental in identifying and coordinating high quality professional
development. The Curriculum, Instruction and Assessment Department will facilitate curricular
and instructional changes that are identified as necessary to improve student achievement.
Alternative Governance Board Liaison: The Alternative Governance Board (AGB)
Liaison (SBCSS Consultant) will work directly for the Alternative Governance Board and the
Chino Valley Unified School District Assistant Superintendent of Curriculum, Instruction and
Assessment. The Alternative Governance Board Liaison will provide support for principals in
ongoing program review and improvement processes. Additionally, the Alternative Governance
Board Liaison will coordinate with the Curriculum, Instruction and Assessment Department and
other district support services. The AGB Liaison will communicate with and function under the
direction of the Alternative Governance Board.
No Child Left Behind (NCLB) encourages the use of outside “technical assistance providers”
when developing school support teams. “Typically, support teams will include some or all of the

following: (1) highly qualified or distinguished teachers and principals; (Individuals
with)...extensive knowledge base, wide-ranging experience, and credibility...1117(a)(5)(a)
(NCLB: LEA and School Improvement, January 2004, p. 17-18). The Alternative Governance
Board must meet the above qualifications and will be retained as a consultant on a part-time
basis for this specific purpose.
Superintendent and Chino Valley Unified School District Board of Education
The Chino Valley Unified School District Board of Education and the Superintendent will
continue as the final authority in the Alternative Governance Board structure. The Alternative
Governance Board will make recommendations to Superintendent’s Cabinet and the Board of
Education. The Board of Education maintains authority over and must approve any action
and/or recommendation of the Alternative Governance Board.
Employee Representatives
The Alternative Governance Board will work cooperatively with employee groups to provide
information and gain input regarding the alternative governance, school improvement and
planning process.
Alternative Governance Board – Meeting Schedule – Time Commitment
Serving on the Alternative Governance Board will require a time commitment. The basic
commitment is to attend four meetings per year and to be available for scheduled school walk-
through visitations at least five times during the year. The Alternative Governance Board will
meet at a mutually agreed upon time. For 2010-2011, the meeting schedule will be:

The guidance and regulatory background for the Program Improvement process is identified in
NCLB LEA and School Improvement, Non-Regulatory Guidance. Sections D through K address
the support structure that is required for schools identified as Program Improvement sites. This
document is located in Appendix A.
