SUBJECT: QBT-05-48/TBT-05-015: CITA Directive Canceling Visa,
Quota Reporting, and Staged Entry Requirements for WTO
Member Countries
REFERENCE: QBT-04-034/TBT-04-036 dated December 17, 2004
COMMODITY:
Cotton, wool, man-made fiber, silk blend, and non-cotton vegetable fiber textile and
textile products previously subject to the Agreement on Textiles and Clothing.
BACKGROUND:
Per CITA Directive dated June 29, 2005 CBP has been instructed to terminate effective
July 1, 2005 all requirements for visas, ELVIS transmissions, exempt certifications,
guaranteed access level certifications, quota reporting, and staged entry for textile and
apparel goods exported from WTO member countries prior to January 1, 2005.
For countries that are not members of the WTO that have continuing textile quotas and
visa (and ELVIS) arrangements under bilateral agreements, applicable requirements for
quotas and visas (ELVIS) will remain in effect.
ACTION:
Effective July 1, 2005 textile and apparel goods exported from a WTO member country
listed below prior to January 1, 2005 will no longer be subject to visa, ELVIS
transmission, exempt certification, guaranteed access level certification, quota
reporting, or staged entry requirements.
Cotton, wool, and man-made fiber socks from China exported during the period
October 29, 2004 through October 28, 2005 are an exception to this directive. Current
quota requirements for this merchandise remain in effect.
NO PROGRAMMING CHANGES WILL BE MADE TO ACS, THEREFORE FILERS
MUST SUBMIT NON-ABI ENTRIES FOR SUBJECT MERCHANDISE EXPORTED
PRIOR TO JANUARY 1, 2005.
