WORK SESSION MINUTES
Friday, January 14, 2005
The Wayne County Board of Education met in a Work Session on Friday, January 14, 2005, at
8:30 AM in the conference room of the Board of Education office located at 555 South Sunset
Boulevard, Jesup, Georgia. The following members were present: Chairman Jennifer Mann-
Mackey and Vice-Chairman Paul Drawdy; Members Marlene Dukes, Wayne Flowers and John
Swingle; and Superintendent Kendall Keith.
Jennifer Mann-Mackey called the meeting to order. Superintendent Keith gave the invocation
and led the Pledge of Allegiance.
SPLOST Referendum Resolution
Superintendent Keith provided copies of correspondence from Cory Kirby of Harben and
Hartley. The letter, dated January 6, 2005, is a pre-certification letter sent to the Department of
Justice from our legal counsel with regards to the SPLOST referendum.
Mr. Keith also provided copies of the Notice of Election that was signed by Ms. Mann-Mackey
and sent to the Wayne County Probate Court Judge, Christine Burch. Ms. Burch is responsible
for providing the notice of election to the qualified voters of Wayne County. The Wayne County
Board of Education is responsible for costs associated with the notice of the referendum
published in The Press-Sentinel and the general election.
Paul Drawdy discussed the meeting held with the group of citizens that voiced their concerns
regarding the demolition of the Screven School at the December 13th Board meeting. The group
met at the Screven Elementary Media Center and was given a tour by Maintenance Director Ray
Thornton. Mr. Drawdy felt the meeting went extremely well and the group seemed to have a
better understanding of the plans for building a new school versus renovation.
Superintendent Keith met with Dr. Schuber in Dublin on December 30, 2005. Mr. Keith
provided information from Dr. Schuber regarding the special appropriation money and the need
to have a building of new construction under contract by June 30, 2005, in order to qualify for
the funding. He also provided Mr. Schuber’s proposed organization of elementary schools in
Wayne County as information to be considered at the monthly meeting on January 28th.

Dress Code Clarification: Wayne County High School
Superintendent Keith and Mike Rowland have been discussing the dress code with regards to the
Junior-Senior Prom. Mr. Rowland has received calls from retailers expressing the difficulty their
clients are going to have trying to find a formal dress that would meet the school dress code.
John Swingle stated that this is more of a parental issue and parents have a responsibility to take
care of this issue.
Paul Drawdy felt that because we have an everyday dress code at our schools, we have an
obligation to set a standard.
Marlene Dukes also felt it is a parent’s responsibility to determine what their children wear on
these occasions. She did not want to put our high school administration in the position where
they have to stand at the door and make a judgment call of this nature.
The Board tabled this issue for further discussion with high school administrators.
B.R.A.G. (Bicycle Ride Across Georgia)
Superintendent Keith had received a request for use of the Wayne County High School on June
17, 2005 for the 2005 Bicycle Ride Across Georgia (B.R.A.G.) event. The organization offered a
$1,500.00 usage fee.
John Swingle made a motion to allow the B.R.A.G. organization use of our high school facility.
Wayne Flowers seconded the motion. Approved: 5-0
Superintendent Keith made the following personnel recommendations:

A motion to accept the Superintendent’s personnel recommendations was made by John Swingle
and seconded by Wayne Flowers. Approved: 5-0
Superintendent Keith provided information on the following:
GSBA Summer Conference and Delegate Assembly – June 24th-25th
Letter of Resignation from Sex Education Coordinator Lynn Jones
Southern Association of Colleges and Schools (SACS) review at WCHS
Sunday, February 13th at 6:00 PM
Community Conversations: Governor Sonny Perdue and Superintendent
Kathy Cox on January 27th
Hospice of South Georgia requested use of gym A on March 19th for the second annual Jesup
Arch Run in connection with the Hospice Health Challenge. The organization will pay the
required custodial fee, but requested the rental fee be waived.
Marlene Dukes made a motion to allow use of the facility by Hospice of South Georgia as
requested. Paul Drawdy seconded the motion. Approved: 5-0
The Georgia Women’s Intersport Network has selected Barbara Struckhoff and Jessica Parks as
finalists for High School Coach of the Year Award and High School Female Athlete of the Year
Award, respectfully. Coach Struckhoff requested financial assistance with expenses associated
with their attendance to the Awards Banquet on February 9-10, 2005.
Wayne Flowers made a motion to pay the expenses for Jessica Parks and Barbara Struckhoff.
Marlene Dukes seconded the motion. Approved: 5-0
Marlene Dukes made a motion to go into executive session to discuss employment and
compensation of personnel. Jennifer Mann-Mackey seconded the motion.

John Swingle made a motion to return to open session and Wayne Flowers seconded the motion.
Superintendent Keith made a recommendation to hire James Erickson as a Mechanic II at the
Transportation Department with placement on the salary scale at Grade 8 with eleven years of
experience at the rate of $13.10 per hour pending work experience verification.
Wayne Flowers made a motion to accept the Superintendent’s recommendation regarding
employment of James Erickson. Paul Drawdy seconded the motion. Approved: 5-0
A motion to approve the December Okefenokee Occasion on January 12th in Atlanta as an
official meeting for Marlene Dukes and Paul Drawdy was made by Wayne Flowers. John
Swingle seconded the motion. Approved: 5-0
The meeting adjourned at 10:25 AM on a motion by Paul Drawdy and a second by Wayne
Flowers. Approved: 5-0
