Job Title: Monitoring and Evaluation Officer
One Health Central and Eastern Africa is a network of fourteen Public Health and Veterinary
Higher Education Institutions that are located in six countries namely; Democratic Republic of
Congo, Ethiopia, Kenya, Rwanda, Tanzania, and Uganda. The region includes the Congo Basin
that is considered to be a “Hot Spot” for emerging and re-emerging infectious diseases. The
network is due to implement a USAID funded project. The objectives of project are; to expand
the human resource base needed to detect and respond to potential pandemic disease outbreaks,
and to strengthen integration of animal, wildlife, and human disease surveillance and outbreak
response systems. The network is seeking to recruit a dynamic, self motivated and a hardworking
individual to take up the position of a Monitoring and Evaluation officer based at the network’s
headquarters in Kampala, Uganda.
The individual should be ready to work under minimum supervision and will be required to
make national and international travels as he/she executes his/her work. The project runs from
July 2012 to 30th June 2014.
To develop and sustain an efficient and effective Monitoring and Evaluation system for the
Project- “Strengthening and expansion of One Health Central and Eastern Africa Network”
Up-to-date Monitoring and Evaluation and Management Information Systems for the Project
Performance monitoring plan developed
Ensure all six Project Country offices correctly use the approved tools for monitoring
Develop evaluation tools
Periodic monitoring and evaluation reports produced
Information for decision making on program improvement regularly provided
Key duties and responsibilities
Take lead in developing a Monitoring and Evaluation system for the Project
Designing and implementing performance monitoring plan for the Project.
Take lead in conducting program evaluations for the Project
Developing periodic Monitoring and Evaluation plans and budgets
Ensure that realistic intermediate and end of Project targets are well defined
Support planning, coordination and monitoring Project assessment studies.
Carry out Monitoring and Evaluation of program activities
Guiding the development and maintainance of databases for M&E
Build capacity and provide technical assistance for program staff to carry out efficient and
effective Monitoring and Evaluation.
Preparing periodic Monitoring and Evaluation reports
Advising the project on ways of improving performance using information obtained from the
monitoring and evaluation activities
Providing relevant information to the OHCEA Webmaster for posting on the network’s
Document and disseminate best practices and lessons learnt
Support the Project Team prepare and submit project reports in line with set schedules
PERSON SPECIFICATIONS – Monitoring and Evaluation Officer
Minimum Education Qualifications:
A masters’ degree in a related field.
Must be comfortable with database design, MS Access, Excel, Epi-info, SPSS and STATA
Training in Program Monitoring and Evaluation.
Minimum Experience and Exposure
2 years in program Monitoring and Evaluation.
Principles of program Monitoring and Evaluation.
Impact assessment techniques
Data management and analysis.
Ethics related to data management, monitoring and evaluation
Key skills required
Skills in monitoring and Evaluation.
Skills in data management
Computer skills relevant to program monitoring and evaluation.
