              KEY LEADER ENGAGEMENT ASSESSMENT ANALYST
                                Post Number: AF COMAMM 0080

Post Description:
The activities are carried out in the Deputy Chief of Staff Communications (DCOS COMM) Assessment
Branch of HQ ISAF, directly in support of ISAF engagements. The post will report to Chief, Strategic
Communications Assessments while directly supporting engagement activities.

Principle Duties:
Primarily responsible towards achieving overall successful Stratcom Key Leader Engagement (KLE)
activities;
Responsible to advise the Chief Stratcom Assessment on KLE opportunities between selected Afghan
Key Leaders and HQ ISAF Command Group Personnel and other friendly leadership advocates at all
levels of command;
Responsible to provide analytical input towards the KLE Cycle in support of Stratcom Information
Operations (IO) activities and objectives;
Responsible for drafting and publishing an intelligence collection plan in support of the critical
information requirements (CIR) of the Stratcom IO KLE Cell;
Responsible for transmitting current and future CIR to CJ2 Manager in order to coordinate KLE
collection efforts with various sources and agencies throughout ISAF HQ and Regional Commands
within the Afghan theatre of operation;
Responsible for processing raw data and information into assessments based on the Areas of Effect
Emphasis utilizing appropriate analytical techniques, in order to prepare assessments for senior
leader’s decision making.
Responsible to provide HQ ISAF Command Group Personnel and other friendly leadership advocates
at all levels of command with vetted and accurate intelligence of respective Afghan Key Leaders via
personality summary profiles and briefs for engagement purposes;
As directed, participates in the IO Targeting Working Group and Joint Targeting Working Group;
Advise COMISAF Spokesperson MA on selected campaign effects, to include related themes and
messages in support of ongoing media activity and potential KLE;
Responsible for providing analytical input towards the development of broader Stratcom campaign
effects and related themes and messages; and
Responsible to conduct research based in both qualitative and quantitative analytical rigor to provide
input towards current Stratcom Assessments Branch reporting products.

Essential Qualifications:

   Professional/Experience:
   Knowledge of NATO military operations;
   Knowledge of insurgent operations;
   Knowledge of Military Intelligence functions and infrastructure

   Education/Training:
   College/University graduate level or equivalent military qualifications in Intelligence
   Procedures (NATO);
   College/University graduate level or equivalent military qualifications in Analytical Techniques;
   College/University graduate level or equivalent military qualifications in Collection Coordination and
   Intelligence Requirements Management (CCIRM) (NATO);

   Language: English: Very Good

Desirable Qualifications:

   Professional/Experience:
   Knowledge of Afghanistan cultural and tribal influences, with emphasis on political structure, is a
   must
   Knowledge of Regional Customs and languages
   Familiarity with Afghanistan History and present day political situation.

   Education/Training:
   College/University graduate level or degree in Afghanistan culture, including background in
   Provincial, tribal and clan influences or similar field of study
   College/University graduate level or degree in main Afghanistan languages, Dari or
   Pashtu.

   Personal Attributes:
   Individual must be capable of independent thought and sound judgement.
   Must be able to produce logical assessments using both qualitative and quantitative analytical
   techniques.
   The individual must be able to present well-documented assessments in both presentation and
   written formats.
   Must be able to work with other multi-national individuals in close quarters during a standard work
   day.
   Recommend individual is in good to excellent health.

   Managerial Responsibilities. Basic supervisory skills are beneficial for this post

   Professional Contacts:
   Individual will be expected to develop and maintain professional dialogue with the various HQ ISAF
   Divisions and Branches as well as KLE Cells within the Regional Commands in order to promote
   theatre wide interoperability and increase situational awareness

  Contribution to Objectives:
  The individual will have a direct and immediate impact towards accuracy and quality with regards to
  respective Stratcom Assessments Branch analytical products. Such efforts will mainly identify Key
  Leader Engagement opportunities between selected Afghan Key Leaders and ISAF friendly
  leadership advocates at all levels of command to echo ISAF Stratcom themes and messages in

order to successfully reach the desired Target Audiences. Long-term benefits will be realized by
improved analysis of incoming KLE reporting and updating of existing Afghan key leader
information.




Work Environment:
Multinational, professional work environment with direct access to normal office equipment in
support of task accomplishment. Office is environmentally controlled with medium to lower grade
ergonomic support components.

Additional Remarks:
Only applications from candidates meeting essential requirements will be taken into consideration.
The successful applicant is required to be proactive in fulfilling the pre-employment conditions. This
includes medical examinations and security clearance certificate. Applicant must be able to obtain
or to be issued a NATO-recognized national Secret Security Clearance certificate. An initial 12
month contract will be offered and contract extensions may be possible. Because of the dynamic
environment, ISAF posts are under regular review and therefore post details and responsibilities,
including contract duration and contractual grade may change during the contractual period.

    Monthly salary of € 6,695 (Tax free in the host country).
    Daily Allowance of € 78.90 while working in Afghanistan.
    Installation allowance equal to one-month salary (50% to be reimbursed if not completing two
    consecutive years of service).
