1. Project Overview
Teesside University has been producing high quality publications for its learning and teaching
enhancement work for a number of years. It has ten Rough Guides currently published, and three
that are due to be completed during 2011-12. These are substantive texts that introduce key issues,
key ideas and sign posting to further readings. Teesside also produces Quick Guides which are only
two sides of A4 but highlight key ideas and ‘top tips’ for consideration. None of these publications
are currently available to a wider audience. The project will work in conjunction with the Friends of
the North PG Cert Programme Leaders to produce at least three ten credit open learning units
mapped to UKPSF descriptors using the Rough and Quick Guides as initial resources. It will update
the current Rough and Quick Guides and make them available as open educational resources.


1.1       Project Summary
The project will update and make available at least ten Rough and Quick Guides as OERs in
institutional and external repositories.
At least three open learning units using the Rough and Quick Guides as initial resources will be
developed. The Open Learning Units will be standalone units and will be accredited within Teesside
University’s HEA accredited CPD framework. Other Universities involved in Friends in the North will
be enabled join the development work and or take the mapped open learning units and use them
locally for accredited or non-accredited CPD. This is part of the dissemination strategy of the
project. We will seek to work with the Friends in the North PG Cert Leaders to secure interest in
engaging in this development, including in sharing the learning from mapping units to the new UK
PSF descriptors.
Teesside University is developing its own CPD opportunities beyond its current PG Cert. and MA in
Education. This project is part of that development and these proposed open learning units that will
be mapped into the Teesside accreditation framework as well as our HEA accredited framework.
Each unit will be at least 10 credits. As the Units are built into on-going CPD developments they will
be sustained and further developed beyond the project period.
During 2011-12 Teesside University will pilot at least one of the open learning units to understand
better how to enhance this approach. We will share our learning about this whole approach directly
with the Friends in the North PG Certs Group and at the Annual Three Rivers Conference on Learning
and Teaching (March 29 2012) which this coming year is being hosted at Teesside University, and
nationally at the SEDA or OER Conference.


1.2       Objectives
The proposed project will:
     Make 20 high quality publications available as open educational resources with a staggered
       release as productions are updated and all by the completion of the project.
     Develop a minimum of three open learning units that use these resources and are mapped
       to the new UK PSF descriptors.
     Provide enhanced CPD opportunities for staff working towards Associate/PG Certificates and
       HEA fellowships through the mapping activities associated with the resources and units.
     Work throughout the year with interested Friends in the North PG Cert leaders’ community
       to collaborate on the developing units and mapping exercises.

         Produce a report to help others map resources to the new UK PSF descriptors by the end of
          the project.
         Use open on-line discussion/resources space for development and dissemination of the
          project work to the wider community of PG Cert L&T teachers.

1.4       Overall Approach
Strategy and/or methodology and how the work will be structured
There will be three areas of focus within this project:
    1. Work being undertaken on updating and making easily accessible by the wider sector the
        guides developed by Teesside University. An editorial board is responsible for the guides
        and they will lead this development on behalf of the project.
    2. Work on the development of the initial three open learning units which will use the
        resources and map outcomes to the new UKPSF descriptors. This work will be led by the
        project team but in conjunction with interested parties within the Friends of the North
        group. This will be the main dissemination for engagement approach. The open learning
        units will also be made available as OERs.
    3. Working with the other projects within this OMAC strand to help develop effective
        evaluative approaches and share learning. This will also be part of the dissemination work of
        the project. This will be pursued through a blog and when opportunities to meet allow.

Important issues to be addressed
   1. Making open resources easily discovered by others. Careful consideration as to where and
       how the resources are exposed will be made and advice sought on the best ways to ensure
       discovery.

      2. Development within a community of users for greatest uptake. Experience shows that
         resources tend to be used when they are in part developed within that community and so it
         is essential to seek that engagement from the outset.

Scope and boundaries of the work, including any issues that will not be covered.
The project is in part developmental and has ambitions to use the resources and open learning units
as models for a much wider CPD framework of shared activities. It will however keep focussed on
the promised deliverables whilst exploring the creative space of reciprocal evaluation.

Critical success factors.
Critical success factors include:
     1. The effective conceptualisation of a mapped open learning unit that both captures the
          imagination of users and is simple and easy to engage with. Then creating this as an OER
          that is both discoverable and transferable to other contexts.
     2. No real issues re IPR and copyright emerge that make it impossible to make available the
          whole range of guides.

1.8       Constraints
Possible constraints may include:
    1. Time of team members. Most team members are absorbing the additional work of this
        project within the constraints of their current workloads (other than the Learning
        Technologists of whom some have part of their work covered by project costs). This needs
        careful management to ensure crucial developments are kept on target to ensure delivery of
        all outputs.
    2. Ability to communicate quickly and regularly with a distributed community. It is uncertain
        yet how well and effectively we will be able to communicate with our distributed
        community.

    2. Open Learning Units will be of interest to those seeking CPD opportunities both within

      The Steering Group will meet on a regular basis to oversee the strategic direction and advise on
      project development. They will receive regular updates from the operations team and ensure
      the project is kept to schedule. They will be responsible for leading on the internal
      dissemination and promotion of this work and the strategy for external promotion. Steering
      Group members will engage with the HEA and the JISC in a number of ways, including the
      management of the project, and to contribute to the wider efforts of the programme.
      The project will be managed on a day to day basis by Gill Janes who will lead those involved in
      operational work. She will liaise with the HEA and will follow standard JISC management
      guidelines. This includes allocating 10 days to programme level activities.

2.3       Programme Support
A critical friend has been nominated for the project and the Programme Manager we see as support
and a broker to other necessary expertise within HEA and the JISC when required. The team has
substantial project expertise within its membership.

3 Detailed Project Planning
3.1       Evaluation Plan
          An evaluation plan will be developed and implemented at the beginning of the project. This
          will be formative in approach to support the development of the project work and this will
          involve engaging with the different sets of stakeholders. We will seek reciprocal
          engagement with the other OMAC projects to enhance evaluative activities. (see
          http://omacevaluation.jiscinvolve.org/wp/) The audience for this evaluative work will
          largely be the project team, the other projects and the JISC synthesizers. Evidence will also
          be collected to generate an analysis for the wider institutional and external community on
          mapping the new UK PSF descriptors and designing and running open learning units. This
          will be shared in the final report, but also throughout with appropriate stakeholders. It will
          also help to shape our continuing work beyond the end of the project.

3.2       Dissemination Plan
Dissemination will occur at different levels. Dissemination for engagement will be pursued internally
though working with the Schools’ Learning and Teaching Coordinators and PG Cert teaching staff and
steering group. The project Steering Group will be responsible for identifying opportunities for
dissemination internally. Dissemination for engagement will be sought with the Northern
Universities Friends’ PG Cert group, dissemination for understanding will be pursued with this group.
Dissemination for awareness will be undertaken with and through the HEA, the JISC and other
community agencies e.g. SEDA. Conference papers and workshops will be offered to relevant
communities.

3.4       Exit and Embedding Plans
All work carried out for the project will continue to be embedded in the CPD development work of the
University. We will continue to make the new publications in the Guides series available as OERs. The model
for the open learning unit will be used to develop new units for CPD programmes leading to Associate, Fellow,
Senior and Principal Fellowship routes
