                   Needs and measures
The needs that can be addressed by rural development interventions
include:

    education and skills acquisition in the agricultural labour force;
    better agricultural practices and utilisation of resources;
    more effective use of funding mechanisms and opportunities by agriculture;
    investment in equipment;
    compliance with standards;
    enhancement of quality of agricultural products;
    access to land and water resources;
    overall financial viability of agricultural activities;
    reduced pressure on water resources by the agricultural sector;
    environmental land stewardship by agriculture;
    enhancement of Malta's tourism offer;
    increase in recreational space in Malta; and
    empowerment of local actors

Objective: improve the environment and the
  countryside
Measures targeting sustainable use of agricultural

 land through:
     Payments to farmers in areas with handicaps;
     Natura 2000 payments;
     Agri-environment payments

Financial allocation: 25.03 M€
        M 212: Support for areas with handicaps,
               other than mountain areas
   Rationale: Agricultural land is affected by significant natural
    handicaps, notably a low soil productivity and poor climate
    conditions. Land management should be continued in order to
    maintain the countryside.




    AXIS 2
   Objectives: To ensure the continued farming of areas that are
    naturally disadvantaged.
   Scope and actions:
       Support shall be applicable to ALL farmers having at least 1 tumolo
        of UAA in ALL the territory of Malta.
       Farmers shall commit to farm the area for a minimum of five years
   Rate of support: 250€/ha/year
   Target: 6,000 holdings supported
    M 214: Agri-environmental payments
   Objectives: To promote and support sustainable farming systems that
    are compatible with the conservation of the rural environment
   Scope and actions:
     Farmers shall, on a VOLUNTARY BASIS, undertake agri-

       environmental commitments on a 5-year contractual period on
       parcels or all holding
   Scheme entry requirements:
       Mandatory action
         Acquire training in agricultural practices that are compatible with the
           protection of the environment
   Rates of support: between 450 € and 900 €/ha/per year
   Targets: 2,240 holdings receiving support; 7,790 ha of agricultural
    land under agri-environment support; around 300 ha of agricultural
    land area contributing to biodiversity
            Agri-environmental measures
   Rural areas conservation scheme agri-environmental sub-measures:

       Measure 1:     Support for reduced use of plant protection products in vineyards
       Measure 2:     Support for the traditional cultivation of sulla through crop rotation
       Measure 3:     Support for low input farming
       Measure 4:     Support to suppress the use of herbicides in vineyards and fruit
                       orchards

       Measure 5:     Support for the establishment and maintenance of conservation
                       buffer strips
       Measure 6:     Support for the conservation of rural structures providing a natural
                       habitat for fauna and flora
       Measure 7:     Support for providing a healthy forage area for bees

   Possibility to combine sub-measures according to land use
   Standalone agri-environment measures

       Support for Organic Farming
       Support for the maintenance of local endangered breeds (Maltese ox)
       Support for the conservation of local endangered plant varieties (trees, including citrus, olives,
        holm oak, mulberries and carobs)
       Conservation of genetic resources in agriculture
