WASTE MANAGEMENT INDUSTRY TRAINING AND ADVISORY BOARD GUIDANCE NOTES FOR COMPLETING THE APPLICATION FORM FOR THE CERTIFICATE OF TECHNICAL COMPETENCE
1. General Comments 1.1 Any candidate wishing to gain the COTC must register with WAMITAB via a WAMITAB approved Assessment Centre. In doing so the applicant will receive appropriate support material. In addition, the applicant will also receive a copy of WAMITAB’s Introduction to the Certificate of Technical Competence and the Assessment Process, entry onto the national COTC register and registration for the appropriate NVQ, if applicable. The operational classification of type of COTC for which a candidate can register is given in the appendix to this document. COTC candidates are eligible for the award of the COTC only after they have been assessed for and gained the corresponding National or Scottish Vocational Qualification. Please complete the form in BLOCK capitals or typescript. Each question should be clearly answered in the box provided. Please note that there can be no refund of the application fee once an application has been processed or due to any changes resulting from subsequent legislation. Generally, the competence required to achieve a COTC at level 4 will encompass that required to achieve the same type of Certificate at level 3 (see the appendix). There is no value therefore in applying for the same type of COTC at both levels 3 and 4. Apply only for the most complex type of facility for which you are eligible. These comments apply to landfill, treatment, and transfer station awards. In addition, when you have gained either the Transfer Hazardous or Non-Hazardous waste COTC, you will be considered competent also to act as the technically competent person for the purposes of a civic amenity site waste management licence. In this case, you do not need to hold a civic amenity site COTC. 1.5 When the completed form is received at WAMITAB an Application number unique to yourself will be allocated. You will be notified of this and should use it on all future correspondence.

Completing the Form 2.1 Section A1 Please give full name including all Christian names; give date of birth in form day: month: year, eg 09.06.61; give full postal address of permanent residence including county and postcode; give national STD code as well as local telephone number, eg 01604 12345. The E-mail address will be used to send your invoice/receipt if you have sent a personal cheque to WAMITAB. This should be the work location where you are normally based and can be contacted, if need be. The E-mail address will be used to send your invoice/receipt if your application was paid by company cheque. Indicate to which address we should send correspondence. Information held on the computerised national COTC database is subject to the requirements of the Data Protection Act. Accordingly, WAMITAB may be required to release information on request to authorised persons. These include the Environment Agency or Scottish Environment Protection Agency, City and Guilds, Qualifications Curriculum Authority (QCA), Scottish Qualifications Authority (SQA), relevant assessment centres, assessors, internal verifiers, external verifiers, your current employer and yourself. In addition, WAMITAB may be requested to release information by those providing education and training relevant to waste facility managers. If you do not wish WAMITAB to release such information, then please complete and return the enclosed “Provision of Candidate Information” form.

Before completing this section, study the operational classification attached. Select the facility type which equates most clearly with the operational facility of which you are or will become manager in day-to-day control. If you are in any doubt, please consult with the Environment Agency, Scottish Environment Protection Agency or Northern Ireland Environment and Heritage Service. Circle the reference code for that facility type on the form. Circle one box only. If you wish to register for two or more types of COTC, then complete a separate application form for each type. In signing this form you are certifying that all of the information you have provided is true and correct. WAMITAB may make such enquiries as considered appropriate in order to confirm this. You should note that if any statement made is subsequently proven to be false, your application may be considered to be invalid by the Environment Agency, Scottish Environment Protection Agency, or Northern Ireland Environment and Heritage Service. In addition, any certificate issued may also be considered as invalid.

You are required to find a sponsor prepared to sign your form certifying that the information provided is correct. The sponsor should be a “responsible person” who has the necessary knowledge of your work career. He/she could be a manager in your own or another company, a training or personnel officer, for example. Alternatively, he/she could be a WAMITAB Registered Assessor or Verifier. The sponsor should also provide a job title and company position, with address and telephone number where contact may be made.

If you are applying for a COTC in England, Wales or Northern Ireland, you can also apply to WAMITAB for the NVQ by completing section D1 of the application form.
