               XYZ Affair
Adam’s 1st goal- fix relations between US
 and France.

US sent diplomats to France to negotiate
                   BUT
French Foreign Minister Talleyrand refused
  to meet.
3 French agents (X,Y, and Z) delivered a
  message
   Talleyrand required a $250,000 bribe to meet.
   $12 million loan to the French Government



  Adams peace seeking mission had failed.
                        and
  Federalists in Congress wanted WAR.
                 Results
• Adams increased the size of the Navy and
  formed a peacetime Army.

• Adams did not want to go to war- stunned
  Federalist.

• The US eventually signed a treaty with
  France.
      Alien and Sedition Acts
Democrat-Republicans sympathized with
 France.

Federalist controlled Congress passed 4
 laws- Alien and Sedition Acts.

Suppose to protect the US- but more to
 crush those opposed to war.
Sedition Act- illegal for anyone to publish or
 criticize the federal government.
 Democrat-Republican Opposition
Thomas Jefferson and James Madison

Kentucky and Virginia Resolutions- argued
 that the Alien and Sedition Acts were
 unconstitutional.
     “Interfered with state government”
              Outcome
The KY and VA Resolutions supported the
 idea that states could challenge the
 federal government.
