THIRD REGIONAL ENVIRONMENTAL PROGRAMME (SMAP III) Overall objective of the action Contribute to (1) protection of natural environment, (2) a sounder use of resources, and (3) a more sustainable development of coastal zones in the Mediterranean through the development of an ICZM plan for the Wilaya d’Alger based on a larger and more diversified palette of economic and social opportunities, taking more fully into account the interests of all stakeholders concerned, and not exceeding the carrying capacity of the environment. Specific objectives of the action Support national efforts to promote sustainable use of coastal resources in Algeria by: - Improving planning and coastal zone management in the Wilaya d’Alger; - Transferring ICZM principle in concrete plan of action (i.e. ICZM plan); - Providing technical assistance to local relevant institutions to update and improve Algerian national legislative frameworks on coastal zone management; Mainstream the application of the ICZM approach into local and regional development policy in Algeria and its potential benefits on socio-economic and touristic activities. Enhance community capacities to restore environmental natural resources along coastlines through implementation of ICZM demonstration activity or project design in pilot site (integrated water management plan for optimization of water resources allocation, pollution decrease and sand beaches protection and/or rehabilitation). Increase and add values to the development of environmentally concerned socio- economic and touristic activities, through the evaluation of certificatory institution and procedure availability for ISO 14001 certification of tourist resorts and socio-economic activity. THIRD REGIONAL ENVIRONMENTAL PROGRAMME (SMAP III) MAIN ICZM ISSUES for the Wilaya d’Alger Integrated Water Management (water resources use and reuse, e.g. use of Lac de Reghaia water for irrigation); Enhancement of environmental monitoring (i.e. additional techniques such as biomonitoring application for water quality assessment, topographical surveys) and know-how transfer and capacity building of ICZM support tools and models (e.g. decision support systems and IWM numerical models); Environmental management for tourism (e.g. environmental management of tourism development in the area of Ain Chorb); Protection of coastal natural resources (sand dunes and beaches, wetlands, threatened marine species,…) Integrated WebGIS development as a support tool for littoral and marine data collection, elaboration and dissemination, and for decision making process Coastal erosion prevention and beaches rehabilitation. THIRD REGIONAL ENVIRONMENTAL PROGRAMME (SMAP III) Relationship with other previous initiatives-projects in the area • Programme d’aménagement côtier de la zone algéroise (PAC; Wilayas de Alger, Boumerdes, Tipaza, Blida), that integrates 6 horizontal issues (urbanisation control, Integrated Water management, Soundness, Solide Wastes, Protection of natural and cultural sensitive areas) and 2 verticals issues (ICZM, Sustainability) and founds on a GIS. Co-financing PAM-Algérie. September 2002 - January 2006. • Evaluation des dommages environnementaux en zone côtière (COED; Algérie, Maroc, Tunisie, Egypte). For Algeria, the pilot area comprehends 7 municipality from the El Harrach river and the Reghaia river. Financing: Banque Mondiale/ METAP-SYKE-MATE), 2005-2006. • Elaboration d’un plan de gestion pour le lac de Reghaia. (LIFE Project third countries / DGF. June 2005 – March 2006. • Le cadastre du littoral. Financement du MATE (Ministère de l’Environnement), 2004 - 2006. • CAMP-project for Algeria (ICZM methodologies): it considers the output of the activities carried out by CP-RAC of UNEP-MAP in the Mediterranean Countries. • ALGSATRS carried out by ERS/RAC of UNEP MAP (data collection). It relates to MED POL Phase III for water quality data, for application of aerial and satellite images for costal erosion, chlorophyll assessment, etc. • MED POL Phase III Monitoring Activities. For water quality data collection; specifically concerning biomonitoring: a biomarker approach is being carried out as a pilot activity by Oran’ university laboratories and ISMAL (Institut des Sciences de la Mer et de l’Aménagement du Littoral) in the Wilaya d’Oran; AMIS will corroborate the ongoing MED POL activities with further stations and data in the Wilaya d’Alger. The area is mentioned in numerous reports because of its ecological values and anthropogenic stress: Le rapport National PAS BIO; Le plan d’action national pour la mise en place d’aires marines et côtières protégées; Le rapport national de la CDB; La stratégie nationale pour la conservation de la biodiversité; Le Bilan et Diagnostic National (PAS MED/MED POL). Experience of similar actions, in relation to role in the implementation of the proposed action Establishment of the MEDREC centre in Tunis (in the framework of the Medrec project- Type II Initiative) with a specific focus on disseminating the information to different sectors, and developing regional competence on renewable energy. Adricosm Project: Type II Partnership of UN initiative on sustainable development for Oceans/coasts/fisheries. This project represents a pilot action to develop a coastal and open waters monitoring system for the Adriatic Sea. UNEP-MAP Programme (in the years 2004-2005 IMET has chaired both the Bureau of the Barcelona Convention and the Mediterranean Commission for Sustainable Development), Water Programme for Africa-WPA of UNESCO (Type II Partnership financed by IMET); bilateral cooperation with Algeria that foresees also a project on coastal zone. Permanent staff: 48 BACKGROUND AND ACTIVITIES It is an EPIC (Entreprise Publique à caractère Industriel et Commercial), for the protection of the Wilaya d’Alger littoral; active since 1998. Main activities: Assignment to each littoral communes of engineers trained in the safeguarding of the environment; Cartography realization concerning the littoral zones use from 2000; Census of all rejection (waste) discharged to the sea and of all industrial rejection of Wilaya d’Alger; Census and regular follow-up, with database realization, of all companies generating (or likely to generate) pollution; Analysis and regular follow-up of the evolution of sea water and sediments quality (biannual survey on 17 points distributed from Mazafran river to Lac de Reghaia (collaboration with the National Institute) Since 1998: control and regular follow-up, with database realization, of bathing water (collaboration with the Pasteur Institute) ; Regular follow-up of the respect of littoral regulations and laws; Assistance to the littoral municipalities for the management during summers; Dissemination activities and sensitization concerning littoral protection; Since 2006: realization of three inspection networks for the control of invasive and/or toxic plants, Posidonia and coast evolution.
