Question: Item 10a authorizes use of COMSEC information is not
consistent with a COMSEC Account not authorized in 11h. Will the
Government amend the RFP and provide to offerors an amended
DD254 authorizing a COMSEC Account in 11h.

Response: The Government will update the DD254 to reflect the
requirement for a COMSEC account.

RFP Reference: Attachment J-8

Question: Item 16a lists the Contracting Officer for Security
Matters as Toni Napper, who is now retired. Will the Government
amend the RFP and provide to offerors an amended DD254 with the
correct Contracting Officer for Security Matters.

Response: The Government will update the DD254 to reflect the
correct contact information for Ms. Christine Hanson, who is the
Contracting Officer for Security Matters related to this
Solicitation.

RFP Reference: Section L, 4.2.2 (b) CMMI Appraisals and
Evaluations, p160. Reference paragraph states: 1. Describe any
previous relevant CMMI® or equivalent model-based process
maturity appraisals performed within the past 24 months. As a
part of this description, identify the organizational entity and
location where the appraisal was performed, the type of
evaluation, the organization performing the evaluation, the
project (and size) on which the evaluation occurred, and the
level earned.

Question: According to SEI, CMMI appraisals are valid for a 3
year period. We recommend the Government change the 24 months
to 36 months in accordance with the SEI. Will the Government
amend the RFP to reflect 36 months in accordance with the SEI
guidance on appraisal validity?

Response: Concur. The RFP will be updated to reflect an
appraisal validity period of 36 months.

RFP Reference: Section H, Pages 112-113; Sec M, Page178

Question: Section H - Special Contract Provisions. For
Government Property, clause 9108 says only GFP provided on
Attachment J-14 will be provided. Clause 9115 says that other
GFP accountable under other contracts may be used. There is
also a reference in Section L - Instructions, Conditions, and
Notices, that indicates that other property already in
possession of the Offeror and its subcontractors can be used per
FAR 52.245.9 (Use and Charges). This provides an advantage to
the incumbent that other offerors do not have. In addition, the
following government facilities, properties and relevant
information are used to support the development, integration,
and testing of Aegis combat systems: IWSL (Dahlgren, VA), ATRC
(Dahlgren, VA), CSEDS (Dahlgren, VA), SCSC (Wallops Island, VA),
DEP (Dahlgren, VA) culminating with integration and testing at
the ARDEL (PMRF). Provide a set of GFP, GFF, GFI, GFE, GFS and
documentation sufficient to define the Government facilities to
enable non-incumbent Offerors to provide a competitive and
compliant proposal response.

Response: Attachment J-14 provides the complete list of
Government property available for use in executing the
requirements of the solicitation. Attachment J-9 is the
complete list of GFI. Additionally, the Government is providing
information (Detailed Hardware Listing, Testing Hours, and
General Site Information) associated with CSEDS and SCSC in
order to enable the offerors to incorporate use of these
facilities into their proposals, if desired. These two sites
will be the only Government facilities available for use by the
CSEA for testing and integration efforts defined under this
solicitation. Finally, in accordance with FAR 52.245-9, if the
offeror has Government property already in its possession for
use under other contract(s) and wishes to utilize this property
to execute CSEA requirements on a rent-free, non-interference
basis, the offeror may propose the use of such property in
accordance with Section L, 4.6, Chapter 5. Offerors are
reminded that any Government property proposed for use is
subject to the rental equivalent charge calculation as part of
the Government’s Total Evaluated Price (GTEP) (see Section M

5.2.1 and 5.2.4). The Government is satisfied that by including
complete GFP and GFI lists, in addition to charging a rental
equivalency, there is not an unfair competitive advantage to any
offerors.

RFP Reference: VOLUME V - Supplemental Information - Staffing
Plan - Labor Category - Appendix 3

Question: Appendix 3 to Section L was not included.   Please
provide Appendix 3.

Response: Appendix 3 is no longer required and the reference
will be deleted from the RFP. The appendix was initially to be
the labor category definitions (now Attachment J-16) and the
Cost Evaluation Workbook (now Attachment J-19).

Question: Recommend the Staffing Plan requirements by name be
limited to years 1 and 2 for CLINs 001 and 0002 only, based on
the unknown scope in the LOE CLINs.

Response: The intent is that offerors shall only identify by
name the key personnel for all 10 years for all CLIN’s. The
remainder of the personal should be identified by labor
categories (i.e. Senior Software Engineer, Junior Electrical
Engineer, etc.) for all 10 years.

RFP Reference: Attachment J-1, Page 11 requests "- Update and
integrate an MH-60R simulation provided by NAVAIR PMA299 as GFI
onto the Training LAN High Level Architecture (HLA) environment"

Question: What Training FOM will be modified and which RTI
system is utilized? Recommend adding FOM to GFI list.

Response: The Navy Training FOM and the Raytheon NG Pro RTI will
be added to the GFI/GFE lists in the RFP.

RFP Reference: Attachment J-1, Page 16 requests "Integrate a GFCP
EO/IR simulator that connects to the Training LAN via the
standard Training LAN HLA interface"

Question: What Training FOM will be modified and which RTI
system is utilized? Recommend adding FOM to GFI list.

Response: The Navy Training FOM and the Raytheon NG Pro RTI will
be added to the GFI/GFE lists in the RFP.

RFP Reference: Attachment J-1, Page 16 requests "Replace the
Distributed Interactive Simulation (DIS)-based interface with a
High Level Architecture (HLA)"

Question: Recommend adding BFTT FOM to GFI list.   Is there a GFE
RTI for BFTT?

Response: The Navy Training FOM and the Raytheon NG Pro RTI will
be added to the GFI/GFE lists in the RFP.

RFP Reference: Section L-3, Paragraph 1 General, Subparagraph 4

Question: In attachment J-16 of the subject solicitation the
education requirements for a Senior Program Manager, Program
Manager, and Senior Engineer require a Master’s of Science (MS)
or Master’s of Arts (MA) degree. While industry wide many
individuals in these positions hold advanced degrees, it is not
typical for this to be a gating requirement for these positions.
Does NAVSEA really intend to limit from consideration for these
positions individuals who do not possess a Masters degree?

Response: The Government will update the J-16 attachment to
state the following for Senior Program Manager and the Program
Manager positions: “BA/BS and 6 years of direct experience as a
Program Manager can be substituted for the MA/MS degree
requirement”. The J-16 attachment will be modified to state the

following as it applies to the requirements for the Senior
Systems Engineer position: “*BA/BS and 6 years of direct
experience as a System Engineer can be substituted for the MA/MS
degree requirement”.

RFP Reference: Site Visit

Question: Modeling, Simulation and Stimulation tools as well as
data collection and reduction tools are essential to CSEDS and
SCSC WI operations. Technical information on these tools (usage
information, technical information to support planning of
extensions and modifications, software sizing, planned updates,
and hardware dependencies) is needed to accurately propose use
of these facilities. Will the government provide documentation
describing these tools?

Response: The Government has posted detailed material on the
Next Generation Simulation (NGS) System that will be available
for use at the testing facilities. The offerors should assume
that the tools (data reduction, analysis, and simulation)
required to complete the integration and testing will be
available for each approved testing window. The offerors should
assume that the ACB 16 lab will be equivalent in size and
capability to the existing ACB 12 lab in both CSEDS and SCSC.

RFP Reference: Site Visit

Question: During the site visit at CSEDS, a member of the Navy
team stated that up to seven (7) systems could be tested
concurrently at CSEDS. Will the government explain the
configuration approach and constraints used at CSEDS when
testing seven systems concurrently? How will the CSEDS
expansion affect this concurrency and overall CSEDS
capabilities, including capabilities for AMDR integration?

Response: As stated during the tour, it would be impossible for
the Government to provide a complete listing of the possible
combinations of testing configurations that could be
accomplished concurrently at CSEDS since the number is highly
dependent on the specific baselines and use of

hardware/simulations for testing. During the tour it was stated
that the largest number of baselines that could be tested
concurrently given the current configuration and baselines was
seven (6 legacy Baselines and 1 ACB 12 baseline). Assuming that
the ACB 16 lab is similar to ACB 12 (standalone) then the number
would grow to be a maximum of eight baselines at one time with
only two capable of live SPY radiation. The AMDR Integration
Engineering Load should run on the ACB 12 / TI-12 suite and
would be tested in the associated lab.

RFP Reference: Site Visit

Question: The term "Light-Off" is used in two key milestone
events, "ACB computer program Build XX delivery to support CSEDS
Light-Off" and "ACB computer program Build XX delivery to
support SCSC Light-Off ". At the conclusion of the site visit
to CSEDS and to SCSC WI it wasn't clear what the milestone
"Light-Off" represented. Will the government clarify whether
these milestone events represent delivery of a build to the
sites that is ready for Level 4 and 5 testing or whether the
milestone represents delivery of early incremental builds to the
sites for evaluation?

Response: The term “Light-Off” in this case refers to the
delivery, installation, and initialization of incremental
software builds to the land based test sites (as defined in the
RFP).

Question: Understanding the roles and responsibilities of the
staff at CSEDS and SCSC WI responsible for establishing and
maintaining the facility utilization plan and test bay schedule
is essential to proposing use of these facilities. Will the
government provide a summary of these roles and
responsibilities?

Response: The Offeror should be able to sufficiently propose use
of both CSEDS and SCSC without the requested information. The
successful offeror/CSEA will submit requests directly to the

site scheduling agent for the specific facility (Techrep for
CSEDS, and SCSC scheduling rep for Wallops Island) post contract
award. The scheduling agent will hold weekly telecons to
adjudicate any conflicts with each request for site usage.


Question: NAVSEA Tracking Number: C209

RFP Reference: Site Visit

Question: Connectivity from contractor sites to the facilities
at CSEDS and SCSC WI supports an efficient integration and test
process. Will the government describe what remote network
access capabilities are available for contractor use at the
CSEDS and SCSC WI sites as well as any constraints in
establishing connectivity to contractor sites? Also, will the
government identify the connectivity (including bandwidth)
available to contractors for SIPRNet, NIPRNet, DEP/JDEP,
DREN/SDREN at CSEDS and SCSC WI sites?

Response: The Government has the capability to connect to the
DISN-LES and SDREN networks from CSEDS and SCSC. In order to
maintain the high level of security we are not allowing
additional connections directly into CSEDS from the contractor’s
sites. The successful offeror will have the ability to use the
existing connections (DISN-LES and SDREN), which have the
following bandwidth and connection types: DISN-LES (DS-3 at 45
megabits/sec) and SDREN (OC-3 155 megabits/sec). Any additional
requirements for connections into and out of the test facilities
or directly to a contractor site should be identified, with the
associated cost, in the Offeror’s proposal.

RFP Reference: Site Visit

Question: During the SCSC WI site visit the mission of the
facility was a key topic of discussion. The Aegis ACB 12 Master
Test and Evaluation Program Plan (MTEPP) describes the current
use of government facilities in support of Aegis CSEA
activities, and NAVSEA Instruction 5450.115 describes the
Mission, Function and Tasks of SCSC WI. Will the government
please provide a copy of the latest AEGIS ACB12 MTEPP and NAVSEA
Instruction 5450.115.

RFP Reference: Sites Information

Question: Can the offerors assume that existing contracts can be
used to support the development site costs, or should the
developer assume that it should propose this cost as part of the
CSEA proposal?

Response: For all offerors, any costs associated with
development facilities/sites that the offeror will utilize in
support of the CSEA requirements identified in solicitation
N00024-11-R-5120 should be included in the offeror’s proposal.
No offeror should assume that a separate and/or existing
contract vehicle, including Aegis “sites” contracts, will
directly fund its development site costs. See also response
