                                       JOB SUMMARY:
   Seeking seasoned executive or high-level manager to serve as the Director/Deputy
  Assistant Secretary for Administration in the Office of Human Resources and Administration.

 A recruitment/relocation incentive and relocation expenses may be authorized. A
                   guaranteed home buy out may be authorized.

  Who may apply: All qualified individuals whether or not within the civil service.

  Noncompetitive consideration: Current career Senior Executives, Qualifications
   Review Board certified graduates of SES candidate development programs and

                              Additional Duty Location Info:

 DUTIES: Incumbent serves as the Director/Deputy Assistant Secretary (DAS)
  for Administration. The incumbent reports directly to the Principal Deputy
Assistant Secretary for Human Resources and Administration (PDAS for HR&A)
and actively collaborates with the PDAS and the Assistant Secretary for Human
     Resources and Administration to ensure that the work of the Office of
 Administration is strategically linked to the business of the Department. The
   incumbent develops and implements Departmental initiatives that require
   extensive coordination of competing demands and priorities. The DAS is
      responsible for overseeing a myriad of complex issues related to all
 administrative and logistical functions of the Department's Central Office and
              satellite offices in the Washington metropolitan area.

To meet the minimum qualification requirements, the incumbent must possess all of
the technical and executive core competencies. These qualifications would typically
 be acquired through education, experience, and training which reflect progressive
   development and achievement in program management. An individual's total
experience and education must demonstrate the ability to perform the duties of the
                                    position.

                              A. Technical Qualifications

  1. Experience in leading, directing and providing technical oversight for a large and diverse
workforce providing staff support programs including mail, motor pool, property management and
  media services, as well as facility programs including building management, leasing, space
   management, minor construction, and simplified acquisitions through federal and contract
                                             support.

                           B. Executive Core Qualifications

   1. LEADING CHANGE Ability to bring about strategic change, both within and
 outside the organization, to meet organizational goals. Inherent to this ECQ is the
  ability to establish an organizational vision and to implement it in a continuously
                                changing environment.

4. Background Investigation: This position is designated as critical sensitive and
requires that a background investigation be conducted and favorably adjudicated in
                       order to establish security eligibility.

  provisions of the 1978 Ethics in Government Act, as amended, which requires the
   submission of a financial disclosure statement, SF-278, upon assuming an SES
               position, annually, and upon termination of employment.
