0301 Miscellaneous           This series includes positions the duties of which are to perform, supervise, or manage
Administration and Program   nonprofessional, two-grade interval work for which no other series is appropriate. The work requires
                             analytical ability, judgment, discretion, and knowledge of a substantial body of administrative or
                             program principles, concepts, policies, and objectives.
                             Positions classified in Series 0301 involve specialized work for which no appropriate occupational
                             series has been established. Typically, positions in this series are too few of a kind to have been
                             recognized as separate lines of work. Some positions involve new or emerging work or, more rarely,
                             mixtures of work that cannot be identified with an established series.

Entry                        At this level, the supervisor establishes assignments by indicating what is to be done, limitations,
                             quality and quantity expected, deadlines, and priorities. The employee uses initiative to carry out
                             recurring assignments. The supervisor provides additional, specific instructions for new, difficult, or
                             unusual assignments to include suggested work methods or advice on source material available.
                             Interprets policy and other guidelines in terms of established objectives and adapts to specific
                             activities or problems in the department. Work is reviewed for accuracy and compliance with provided
                             instructions and established procedures. As work increases in difficulty the supervisor provides closer
                             review. Some entry level positions are developmental (see definition below).


Developmental                Employee works under closer supervision in a developmental capacity performing assignments and
                             completing training, both of which are aimed at preparing the employee to gain the knowledge and
                             skills necessary to perform at the next higher/target level position. Employee receives progressively
                             more responsible assignments as experience and training are received to the next higher/target level
                             position. Employee may be non-competitively promoted pending time-in-grade requirements and
                             demonstrated ability to perform the next higher/target level grade duties. This series has
                             developmental positions in grades GS-09 through GS-11.


Intermediate                 At this level, the supervisor defines areas of responsibility, priorities and deadlines. The employee
                             independently plans and accomplishes all work related duties resolving the most difficult issues.
                             Some tasks may be self-generated. Supervisor is kept informed of controversial findings, issues, or
                             problems or a widespread impact. Work is reviewed for the obtainment of intended objectives and
                             adherence to policies. Some intermediate level positions are developmental (see definition above).
Advanced                            At this level, the supervisor makes assignments in terms of requirements, objectives, priorities and
                                    deadlines. The employee is expected to idependently plan, develop, and executive assignments and
                                    tasks with very little direction from the supervisor. Completed work is evaluated in terms of overall
                                    adequacy and effectiveness in assisting the organization to accomplish its overall mission. Supervisor

Administrative Support Specialist Performs a wide range of administrative, logistical, budgetary and related duties in support of the
                                  overall work of the organization. Develops, implements and maintains various administrative
                                  programs for the assigned activity. Provides staff assistance to operating and management officials
                                  by analyzing current or projected management programs and evaluates their actual and projected
                                  potential effectiveness in achieving their objectives.

Clinical Research Protocol          Manages the administrative operations of the clinical research program. Provides for the orderly

                                    and completeness of all data entries related to credentials files and automated credentials databases.
                                    Maintains accurate and complete Centralized Credentials/Quality Assurance System (CCQAS) files.

Data Quality Specialist       Implements programs and techniques to improve data quality business practices. Concentrates on
                              business practices that result in improving data reliability, validity, and timeliness from all levels of the
                              organization. Conducts statistical analyses and studies on the trends and impact of changes in
                              clinical and workload data. Prepares reports based on studies and analysis. Provides metrics and
                              other information to the executive committee, higher headquarters, and external auditors and
                              agencies. Performs analysis and interpretation of health care data.


Executive Assistant           Performs duties to relieve an executive of as much administrative detail as possible. In general,
                              duties include: managing the executive’s personal and organizational calendars with complete
                              commitment authority for scheduling; makes travel arrangements and may serve as approving official
                              for the entire organization; preparing itineraries and assuring the executive has the necessary
                              information for the trips; receiving and personally handling official, personal, and semi-official
                              correspondence often of a sensitive and confidential nature; composing and preparing responses for
                              signature; providing personnel management guidance and assistance to the organization; receiving,
                              reviewing, analying and managing special project and program assignments; performing
                              administrative functions in implementing the organization's budget.


Executive Officer             Functions as the key staff assistant and senior policy advisor for an executive. Supports the executive
                              in developing and managing policy, strategic planning, contracting, fiscal management, budget
                              planning and personnel. Supports and assists with coordination and communication with functional
                              components and, as appropriate, the integration of policy and procedure with other military Services,
                              Department of Defense, Department of the Army, and federal civil agencies. As directed, represents
                              and acts on behalf of the executive at meetings.

HIPAA Compliance Specialist   Monitors privacy compliance and provides consultation regarding HIPAA privacy issues. Establishes
                              and administers a process for receiving, documenting, reporting, tracking, investigating and acting on
                              all privacy-related complaints. Performs analysis and reporting of HIPAA privacy compliance to
                              identify trends and problem areas. Oversees, directs, and ensures delivery of privacy training and
                              orientation to all employees, volunteers, clinical staff, business associates, and other appropriate third
                              parties, including annual refresher training. Advises leadership of recurring complaints, trends and
                              matters of substantial importance involving HIPAA compliance.
Ombudsman                        Serves as the liaison between the patient, the hospital staff, and the community for issues pertaining
                                 to the Soldier's treatment and advocacy. Uses a variety of interpersonal, communication, problem
                                 solving and negotiation skills to identify, validate, and resolve patient's concerns. Assists patients in
                                 understanding their rights and their responsibilities. Initiates actions or changes necessary to correct
                                 deficiencies or problem situations, and reports on corrective measures taken to the patient or the
                                 patient's representative. Provides report detailing factors significant to the results of the investigation.
                                 Conducts quantitative and qualitative analyses to identify existing and potential problem areas,
                                 recommending solutions or alternatives to existing procedures which contribute to those problems.
                                 Acts on behalf of the Commander to resolve problems, expedite services, and implement necessary
                                 corrective measures. Monitors progress and evaluates corrective measures.


Operations Specialist            Performs a wide range of administrative and analytical duties in the formulation, presentation, and
                                 execution of the Army Medical Action Plan (AMAP). Plans, trains, coordinates, integrates and
                                 implements programs in support of the AMAP. Synchronizes, resources, schedules and publishes
                                 operational and training initiatives/guidance. Attends conferences and meetings to synchronize critical
                                 elements of medical operations and training. Advises the Operations Officer on operational matters,
                                 training, tasks, schools, and requirements. Develops and prepares Operations Orders, FRAGOs,
                                 Memorandums of Instruction, staffing papers, point papers, briefings, reports on decisions, and
                                 comprehensive SOPs that execute systems and local procedures IAW AMAP. Provides technical
                                 advice and guidance to staff sections and subordinate units on plans and programs.


Patient Advocate; Patient        Serves as an advocate for patients providing a channel through which patients can seek solutions to

     Professionals (IAAP) is an example of a relevant professional association for clerks and
     administrative assistants.

L    Management Development Seminar I: Leading from the Middle. Provides highly                   OPM Leadership & Development Training - Management Development

     for more experienced managers who have not yet had the opportunity for formal

     exercises, and other adult learning methods. Leading-edge information on leadership
     theory and practice is applied to participants’ real organizational problems. The seminar
     uses the Hersey-Blanchard Leadership Model to diagnose participants’ preferred
     leadership styles and their appropriate use. Each participant also develops skills in
     conflict resolution, human resources management, leveraging diversity, problem solving,

L    Management Development Seminar II: Leading Organizations. In this seminar,                   OPM Leadership & Development Training - Management Development

     implementation. Learning techniques include practical exercises, case studies, activities

L    DoD Executive Leadership Development Program (DELDP). The purpose of this                    DoD Executive Leadership Development Program (DELDP)
     program is to: provide the advantage of a joint arena approach to civilian training that
     promotes greater under-standing of the overall DoD mission; provide a new approach to
     the training of DoD employees which parallels the methodology of selected military
     training; focus on increasing the pool of eligible civilian employees for promotion to
     executive positions, regardless of sex, age, color, handicap, or national origin; and
     provide cross-agency exposure for mid-level civilian and military personnel. Competitive
     development course for GS-12/13/14. This course is centrally funded. Formal classroom

L    National Security Management Course (NSMC). This course gives senior DoD leaders           ACTEDS Training Catalog, National Security Management Course
     and managers an understanding of the factors and forces that shape national security
     strategy and policy. The course objective is to improve the management and leadership
     skills necessary to successfully influence the various processes within DoD.
     Recommended for managers at the GS-15 level. GS-14s may be considered, on a case-
     by-case basis, based on the nature of their positions and need for development. The
     nominating activity funds travel and incidental entitlements allowable by the Joint Travel
     Regulation. Tuition, meals, and lodging are centrally funded through a DoD contract
     subsidized by Army.


L    Defense Senior Leader Development Program (DSLDP). DSLDP is the premier civilian        Defense Senior Leader Development Program
     leader development program for the Department of Defense. DSLDP institutes a
     competency-based approach to the deliberate development of senior civilian leaders with
     the enterprise-wide perspective needed to lead organizations and programs, and achieve
     results in the Joint, interagency, and multi-national environments. Recommended for
     managers at the GS-14 or 15.

PD   Secretary of the Army Research and Study Fellowship (SARSF). This opportunity is            Secretary of the Army Research and Study Fellowship (SARSF)
     available to Army civilians at the GS-12 level and above. Fellowships are granted with
     the intent to: support study and research on selected projects relevant to Army's mission;
     develop and increase the use of the best talents among Army career civilians; and
     support basic creativity of selected individuals. NOTE: Fellowships are not substitutes for
     projects that should be done on a normal on-duty assignment and financed through
     mission funds. Neither are they substitutes for academic programs that should come
     under other Army long-term training programs.

L    Harvard University Program for Senior Executive Fellows (SEF). The purpose of this            ACTEDS Training Catalog, Harvard University Program for Senior
     training is to build executive skills in political and public management, negotiation,        Executive Fellows (SEF)
     human resource management, policy-making, organizational strategy, communication,
     ethics, and leadership. Recommended for managers who are at GS-14/15 levels.
     Directed primarily to promising upper-level managers who have advanced rapidly into
     senior positions and are now required to focus on "the larger picture" of the organization.

Certified Administrative Professional. The International Association of Administrative Professionals Certified Administrative Professional
(IAAP), a professional association for administrative professionals, offers the Certified Administrative
Professional rating specialty exam. The Certified Administrative Professional rating is an industry
standard recognition that the administrative professional is proficient in communication, organization
and planning, information distribution, records management, physical and information resources,
document production, financial functions, and human resources.


Certification from the Project Management Institute (PMI). PMI has a comprehensive certification          PMI Certifications
program for project practitioners of all education and skill levels. There are six credentials that are
globally accredited and easily transferable across professions. The Certified Associate in Project
Management (CAPM) is a good entry-level certification and is appropriate for new project leaders or
those still deciding on a career path. The Project Management Professional (PMP) is the most
important globally-recognized and independently validated credential for project managers and
perfect for those who have demonstrated experience and competence in leading project teams. The
Program Management Professional (PgMP) is designed for those who manage multiple, complex
projects to achieve strategic and organizational results. The PMI Agile Certified Practitioner (PMI-
ACP)SM is designed for practitioners who use Agile approaches to project management in their
projects. The PMI Risk Management Professional (PMI-RMP) is a specialty credential that
demonstrates competence in assessing project risks, mitigating threats and capitalizing on
opportunities. The PMI Scheduling Professional (PMI-SP) is a specialty credential for practitioners
who focus on developing and maintaining project schedules.


Certified Clinical Research Professional (CCRP). The Society of Clinical Research Associates              Certified Clinical Research Professional (CCRP)
(SoCRA) established the Certification Program for Clinical Research Professionals to create an
internationally accepted level of knowledge, education, and experience by which clinical research
professionals will be recognized by the medical research community. SoCRA recognizes that Clinical
Research Professionals come from a wide variety of backgrounds with even more varied job
descriptions. Thus, this certification is appropriate for employees in Series 0301 that have duties
