CITY OF PORT ORCHARD DEPARTMENT OF PUBLIC WORKS REQUEST FOR PROPOSAL (RFP) ALIGNMENT STUDY, SURVEY, AND PROFESSIONAL ENGINEERING DESIGN SERVICES FOR THE MOSQUITO FLEET TRAIL / BAY STREET PEDESTRIAN ENHANCEMENT PROJECT: WSDOT PROJECT STPE-0166 (008) August 2009 INTRODUCTION The City of Port Orchard, Public Works Department, hereinafter referred to as the City, is inviting proposals from qualified consulting firms to provide professional civil engineering design services associated with the Mosquito Fleet Trail / Bay Street Pedestrian Enhancement Project. Pursuant to a public grant agreement with the Washington State Department of Transportation, the City is proposing to develop approximately one mile of Bike Lane, curb and pedestrian sidewalk along the seaward edge of Bay Street, extending from the Bay Street and Frederick Avenue intersection to the intersection of Bay Street and Retsil Road, or the extents of City limits. It is anticipated that the design shall be less than $280,000. Consultant shall be familiar with the requirements for state and federally funded projects. PROJECT DESCRIPTION Bay Street is the main waterfront thoroughfare within the City of Port Orchard. Bay Street starts in the downtown district as a 3 lane road with parking and sidewalks on both sides. As the street continues to the East, it borders the Sinclair Inlet (Puget Sound) on the western side and residences on the eastern side. Midway through the project limits, an existing five foot wide (on average) asphalt shoulder sidewalk is separated from traffic by an extruded curb. Sections of this existing sidewalk are settling and falling into the Puget Sound. No handrails are provided along the bulkhead portions of the sidewalk. At the west end of the project limits, the asphalt sidewalk drops off into the water and there is no sidewalk crossing for this portion of the boardwalk. In the project area, only a vehicular guardrail exists to protect vehicle entry into the saltwater. The project consists of construction of a curb, sidewalk / bike lane of least 6.5 feet in width, and guardrails for approximately one mile-long stretch of Bay Street. The facilities will facilitate nonmotorized transportation to the downtown City center. As an identified gateway into historic downtown Port Orchard, this stretch of Bay Street is greatly in need of enhancements to correct current serious pedestrian safety issues, provide an adequate avenue for no-motorized transportation to the downtown historical, social, and economic center of the community while taking advantage of the picture-postcard nature of the waterfront along scenic Sinclair Inlet. This project is partially funded with state and federal funds through the “Bicycle Transportation Account”. The first phase of the project consists of an alignment study to survey a specific horizontal and vertical alignment for the Mosquito Fleet Trail / Bay Street Pedestrian Enhancement between Frederick Avenue and Retsil Road (see Exhibit “B”). The second phase City of Port Orchard RFP: Mosquito Fleet Trail / Bay Street Pedestrian Enhancement Page 1 of 6 of the project is the design and environmental clearance of the pedestrian enhancements as a continuous paved sidewalk/path which shall provide access along Bay Street. Both phases of the project shall be coordinated with the Washington State Department of Transportation (WSDOT) design guidelines (http://www.wsdot.wa.gov/bike/designing.htm ). When the project is constructed, the Bay Street Pedestrian/Bicycle Trail Extension will provide access to a bicycle and pedestrian path that extends the existing Mosquito Fleet Trail from Frederick Avenue to the Eastern edge of City limits as identified on the Kitsap Countywide Mosquito Fleet Trail Plan ( http://www.kitsapgov.com/mosquito/downloadplan.htm ) and the Kitsap County Bicycle Facilities Plan( http://www.kitsapgov.com/pw/pdf/pw_bike_plan.pdf ) (see Exhibit “C”). GENERAL SCOPE OF SERVICES The alignment study, design and environmental clearance must be completed by December 24, 2009. Alignment Study – Study the alignment and waterfront improvement alternatives for the Mosquito Fleet Trail / Bay Street Pedestrian/Bicycle enhancement. Develop an engineering report comparing the alternatives, and each alternative’s project costs, environmental impacts, within a project scope of work and project completion schedule. Obtain as-built plans for existing street and waterfront improvements, the Mosquito Fleet Trail System (i.e., for the Class I Bike Lane), the Bay Street bulkhead & shoreline, and adjacent developments. Do not assume that utility records are accurate. Perform site review and field-verify existing improvements, adjacent grading, utilities, and the Bay Street bulkhead and shoreline condition. Locate horizontally all existing facilities within 0.1 foot for which information was unavailable during the collection of research data. Provide topographical mapping at 2’ contour intervals 100 feet beyond proposed alignments and field surveying to identify existing topographical features (including all critical points). Tie out any and all survey monuments that may be disturbed by the work. Establish centerline stationing to an accuracy of one-tenth foot (0.10’). Establish temporary benchmarks required for construction, and provide all elevations, dimensions, and other measurements necessary to establish proper line and grade. Analyze at least three (3) waterfront improvement alternatives including Preliminary Engineer’s Cost Estimates for each alternative that will provide a safe route for pedestrians and cyclists along the Bay Street waterfront including access to existing pedestrian paths. The Preliminary Engineer’s Cost Estimate shall include, but is not limited to: design, environmental permitting and mitigation, right-of-way acquisition, and construction. Comply with WSDOT’s requirements for state funded projects. Comply with WSDOT’s Bicycle Facilities Design Guidance – Chapter 1520 (http://www.wsdot.wa.gov/bike/designing.htm ). Comply with the Americans with Disabilities Act (ADA). Tie all alignment alternatives to the existing pedestrian improvements at Bay Street and the (east end) of the project & City limits. City of Port Orchard RFP: Mosquito Fleet Trail / Bay Street Pedestrian Enhancement Page 2 of 6 Provide right-of-way records research for the proposed alignments and identify any acquisitions, easements, cooperative agreements, or temporary construction easements required. Perform a preliminary environmental assessment. Identify environmental impacts and mitigation under Washington State Environmental Policy Act (SEPA) or National Environmental Policy Act (NEPA). Investigate all required permits and requirements for design and construction of the proposed alignments including, but not limited to the following: National Pollution Discharge Elimination System (NPDES), Regional Water Quality Control Board, U. S. Fish and Wildlife Service, Washington Department of Fish and Game, U.S. Army Corps of Engineers, Washington State Department of Transportation (WSDOT). The Final Alignment/Alternative Study shall include a report detailing the various alternatives analyzed, all cost estimates, 11” x 17” exhibits of the project schedules, 11” x 17” plans of the various alignments studied, and shall recommend the best alternative with justification/rational for the selected alternative and for not choosing the other alternatives. The Final Study shall be submitted as a printed bound report and electronically (MSWord 2003 format). Submit one (1) set of wet signed and stamped 24" X 36" mylars along with electronic files (AutoCAD 2008 format and Adobe PDF) of the project design file(s). All plan sheets shall be on City title block. Design – Develop construction plans, specifications, and engineer’s estimate for the alternative selected by the City. Provide documentation for all survey monumentation used in the design for use during construction. Submit electronic files and a plot of all control coordinates for use in construction staking. Establish and prepare easement/right-of-way documents and plats. Provide a geotechnical investigation/soils report to support all design features including, but not limited to: structural foundation conditions and recommendations including any over excavation and recompaction areas or surcharges, pavement design, conclusions and recommendations. Prepare hydrology/hydraulic report(s) in accordance with City and WSDOT standards for the proposed improvements. The report(s) shall determine the adequacy of all existing drainage facilities that are or may become impacted by the proposed improvements and identify the need for new, modified or relocated facilities to provide adequate flood protection. Prepare a complete set of improvement plans, 100% compatible with AutoCAD 2008, for the extension of the pedestrian/bicycle path improvements. The design shall be in accordance with regulations, standards and requirements of the City, WSDOT, and ADA. Submit to the City for review, comment and approval. Plan submittals will be required at the 30%, 70%, 90% and 100% completion stage. All sheets shall be on the City title block. Final approved plans shall be wet signed and stamped on 24” X 36” mylars. Electronic copies of all project design files shall also be submitted to the City. Include all existing and proposed improvements on the plan, not limited to: o Establishment of easements, right-of-way, permission to grade & enter letters, etc. o Grading and earthwork including calculations o Pavement City of Port Orchard RFP: Mosquito Fleet Trail / Bay Street Pedestrian Enhancement Page 3 of 6 Bike lane/multipurpose path and connections Street Improvements Abutment modifications Storm drain Landscape & irrigation Utilities Fencing Signing and striping Construction phasing and detour plans Erosion control, Storm Water Pollution Prevention Plan (SWPPP) and Water Quality Management Plan (WQMP) o Other related work Prepare a list of contract items and an engineer’s estimate, including quantity calculations for the construction of the proposed improvements. The estimate shall include detailed calculations for earthwork quantities including excavation and structural backfill and any necessary unclassified excavation. Two independent sets of quantity calculations shall be completed and shall be consistent with industry standards. Engineer’s estimates will be required at the 70%, 90% and 100% completion stage. Prepare documentation for inclusion in the bid package, to be prepared by the City, including: a list of contract items and corresponding special provisions for the various items of work using City standard special provisions where available in MSWord 2003 format. The special provisions shall follow the City format and reference the latest version of the standard specifications. Outline specifications will be required at the 70% completion stage, and full specifications will be requires at the 90% and 100% completion stage. Two copies of the completed Special Provisions/Technical Specifications shall be submitted. One copy shall be printed with all edits and hidden text visible and the second copy shall be suitable for publication without hidden text visible. Submission of all electronic files will also be required. In order to receive project approval the consultant shall address all City comments to the satisfaction of the Director of Public Works. Environmental Clearance – Develop documents to obtain environmental clearance for the alternative selected, as required by the Washington State Environmental Policy Act (SEPA) and the National Environmental Policy Act (NEPA). City will serve as the lead agency. Establish approach to environmental clearance, Preliminary Environmental Assessment (PES). Perform research and generate technical studies. Develop the Environmental Document in coordination with City resources. Identify mitigation strategies and file applications for construction permits with appropriate Resource Agencies. Negotiate final mitigation strategies and obtain construction permits. o o o o o o o o o o PROPOSAL REQUIREMENTS The consultant shall provide the following: A brief description of the firm, organization structure, location of principal offices, number of professional personnel and other pertinent information, including the names of all staff members, who will work on the project and their longevity with the firm. City of Port Orchard RFP: Mosquito Fleet Trail / Bay Street Pedestrian Enhancement Page 4 of 6 Examples of consultant’s recent relevant experience with client references, minimum of 3 references. The name and relevant experience of the principal or project manager in the firm who will have direct and continued responsibility for the project. This person will be the City’s contact on all matters dealing with the project and will handle all day-to-day activities through to completion (if called for an interview, this person is required to attend). The names of any outside consultants and/or subcontractors and the individuals to be utilized. Include a brief description of their role on the project and an organizational chart. Resumes of all prime and sub-consultant personnel that will work on the project. Individual resumes shall be limited to two (2) pages and shall detail recent relevant experience. The Consultants understanding of the project and proposed approach to the work. A detailed list of the items of work to be performed. A task analysis, each task shall include the personnel, assigned by name and title. A schedule showing the various tasks and total time frame proposed to complete the project, bar chart format. A statement that they have reviewed the City’s Standard Professional Services agreement and if selected will execute the agreement. An authorized official of the consultant firm shall sign the proposal. The proposal shall be valid for a minimum of ninety (90) days. The submitted proposal shall contain no more than 30 single sided pages (excluding the cover and section dividers). GENERAL INFORMATION The consultant is reminded that portions of the work required for this project may require the payment of prevailing wages and submission of certified payrolls. Personnel covered by this requirement typically include non-professional field personnel, i.e. Surveyors, Geotechnical drill operators and soils technicians. The City reserves the right to reject any and all submittals. Please provide the City with any exceptions, additions or suggestions that will aid the selection process. The terms and scope of the contract will be arrived at on the basis of professional negotiations between the City and the highest ranked prospective consultant. If the City and the highest ranked prospective consultant fail to reach a contractual agreement, the City may commence negotiations with the second highest ranked consultant. Consultant is obligated to provide evidence of insurance liability and abide by the City's Risk Management procedures in accordance with Exhibit "A". Additionally, the consultant shall maintain a current City Business License for the duration of the project. Consultant will maintain the required professional licenses and registration during the life of the Contract with the City. SELECTION CRITERIA City of Port Orchard RFP: Mosquito Fleet Trail / Bay Street Pedestrian Enhancement Page 5 of 6 The City plans to consider the following 1. Consulting team’s experience with similar projects and permitting. (MAXIMUM 35 POINTS AVAILABLE) 2. Consultant’s understanding of the project and their approach to the work required. (MAXIMUM 30 POINTS AVAILABLE) 3. Qualifications of the Project Manager and individual personnel assigned to the project. (MAXIMUM 15 POINTS AVAILABLE) 4. Number of staff available for the assignment. (MAXIMUM 5 POINTS AVAILABLE) 5. Prime and sub-consultant’s demonstrated ability to work as a team and the team’s proven ability to meet deadlines. (MAXIMUM 15 POINTS AVAILABLE) A Selection Committee will review the proposals submitted and may request interviews from the top consulting firms. The Committee will rank the top firms based on qualifications, presentations and proposals. The City reserves the right to negotiate terms and scope of work with the highest ranked firm. If an agreement cannot be negotiated, the City reserves the right to renegotiate with the second highest ranked consultant. TIME SCHEDULES The following is the City's tentative schedule for selection of the consultant and completing the alternative study and design: 1. Issuance of RFP’s: August 21, 2009 2. Deadline for filing RFP: September 4, 2009 3. Interviews with the five highest ranked consultants: September 15 and 17 4. Professional negotiations with highest ranked applicant: September 18, 2009 5. Recommendation to Council to approve successful consultant: October 13, 2009 6.
