BILATERAL S&T AGREEMENTS BETWEEN THE NATIONAL RESEARCH COUNCIL OF
ITALY (CNR) AND SOUTHERN MEDITERRANEAN COUNTRIES

What are the objectives of Bilateral Agreements?

The National Research Council of Italy (CNR), among its most consolidated international activities,
counts the establishment and implementation of Bilateral Agreements of Scientific and
Technological Cooperation with homologous South Mediterranean Research Institutions.

Nowadays, CNR manages Bilateral Agreements with four Southern Mediterranean Countries:
Turkey, Egypt, Morocco and Lebanon.

These Bilateral Agreements are aimed at supporting mobility of scientists and researchers within
joint research projects of biennal duration financed in research fields of strategic interest mutually
agreed.
They are open to all fields of research, being characterised by a “bottom up” approach where
freedom is given to the choice of the field of research to be proposed for projects, with a view to
develop mutually-beneficial research co-operation and complete and/or diversify expertise.
Bilateral Agreements are structured to play a complementary role regarding programmes at
national and regional level; contribute to overcoming institutional and disciplinary boundaries;
promote cross-border mobility of scientists, plus exchanges between teams in collaborative
research and dissemination of results; promote the adoption of mutually-recognised research
standards.

South Mediterranean Research Institutions is here provided.

Agreement on Scientific Cooperation between the National Research Council of Italy (CNR) and
             the Scientific and Technical Research Council of Turkey (TUBITAK)

The Agreement on Scientific Cooperation between the National Research Council of Italy (CNR) and
the Scientific and Technical Research Council of Turkey (TUBITAK) – was signed in 1982 with the
aim to strengthen cooperation in scientific research between Turkey and Italy. Cooperation is
implemented through:

       •   Joint Research Projects on subjects of mutual interest of biannual duration
       •   Interchange of scientists for the purpose of lecturing, consultation and exchange of
           experience
       •   Interchange of scientists for the purpose of research and training
       •   Organization of joint workshops

Within this Agreement, the financial support given by the Parties to the research teams covers the
mobility expenses of researchers.

 Agreement on Scientific Cooperation between the National Research Council of Italy (CNR) and
        the National Academy of Scientific Research and Technology of Egypt (ASRT)

The Agreement on Scientific Cooperation between the National Research Council of Italy (CNR)
and the National Academy of Scientific Research and Technology of Egypt (ASRT) was signed in
1994 with the aim to strengthen cooperation in scientific research between Egypt and Italy.
Cooperation is implemented through:

     • Joint Research Projects of biannual duration
     • Joint Scientific Workshops

The allocated funds for each project are to be utilized for mobility and implementation costs. The
support given by the Parties to the research teams complements the proper resources of each
team and is intended to subsidize the general costs linked to the international nature of the
projects.

The Agreement on Scientific Cooperation between the National Research Council of Italy (CNR) and
the Centre National pour la Recherche Scientifique et Technique of Morocco (CNRST) – was signed
in 2002 with the aim to strengthen cooperation in scientific research between Morocco and Italy.
Cooperation is implemented through:

    • Joint Research Projects of biannual duration
    • Joint Scientific Workshops

 Agreement on Scientific Cooperation between the National Research Council of Italy (CNR) and
               the National Council for Scientific Research of Lebanon (CNRS-L)

The Agreement on Scientific Cooperation between the National Research Council of Italy (CNR) and
the National Council for Scientific Research of Lebanon (CNRS-L) was signed in 2011 with the aim
to strengthen cooperation in scientific research between Lebanon and Italy. Cooperation is
implemented through:

    • Joint Research Projects of biannual duration
    • Joint Scientific workshops

In the framework of this Bilateral Agreement cooperation is only related to the research areas of
marine science and management of natural resources.

The allocated funds for each project are to be utilized for mobility and implementation costs. The
support given by the Parties to the research teams complements the proper resources of each
team and is intended to subsidize the general costs linked to the international nature of the
projects.

The main results of the Bilateral Agreements

Some projects financed under the Instrument of Bilateral Agreements further developed into new
prototypes, patents, protocols and data-bases.
Scientific publications in International Reviews with IF, Conference Papers, publications in National
and International Congress Proceedings have also been produced whether significant scientific
results were obtained within the bilateral research activities performed in the projects.
Moreover, the training of young researches was an important component of cooperation in some
projects.
The transferability of results, the creation of software, the adoption of technical standards and
regulations are also to be mentioned as main results achieved to follow up the joint research
activities.
Finally, some bilateral networks and scientific results further developed into multilateral
cooperative EU projects, activating a series of new relationships with universities, Institutions and
public and private research bodies and national authorities.
Bilateral Agreements contributed, inter alia, to acquire a better, mutual understanding of societal
aspects.

A way forward: a medium to long term perspective

Bilateral Agreements - fostering the international mobility of researchers and cross-border
scientific cooperation - wish to contribute to the creation of an integrated Mediterranean Scientific
Community as an important factor in the development of a more responsive and adaptive society,
able to co-evolve with the challenges and opportunities that stem from research and technological
development.
Moreover, Coordination, Synergy and Complementarity between Bilateral S&T Agreements
activated by Research bodies and Institutions in the Mediterranean area must be fostered and
sustained.
The whishing final aim is to operate in a coherent and synergic manner in relation to “Europe 2020
Strategy” and “Horizon 2020” which will take over the VII FP for the period 2014-2020.
These Agreements may also represent one of the instruments through which to put new emphasis
on societal issues to better understand new challenges and opportunities and provide new
orientations to scientific cooperation towards South Mediterranean Neighboring Countries in the
years to come.
