     • In this Phase the design will be completed which includes
       certain tooling and prototype work
     • Phases 1 & 2 would have a duration of one year

     • In this Phase two prototypes would be constructed and
       certification would be obtained
     • The total development cost would be less than the cost of
       one transport airplane
