  Objectives of the module

   From this module participants should understand the 3 different fund
   management options – parallel, pooled, pass through and a combination of
   these modalities


   Participants will also have guidance on how to select the fund
   management option used

Parallel Fund Management Option

   Characteristics

   1. UN organisations are working towards the same result

   2. Working with different national partners

   3. Each Agency will manage its own funds whether Regular or Other Resources

   4. Each agency will work independently, but within the framework of a common
      work plan & budget. A Steering Committee should also be formed.

Pooled Fund Management Option

    Characteristics

 1. UN organisations are working towards the same result

 2. Agencies are working with the same national partner or in a
    common geographic area

  3. Agencies will Pool their funds together into an account managed by one Agency,
     called the Managing Agent (MA)

 4. MA will support the national partner in managing the programme.
    The MA implements the programme on behalf of the other agencies.

 5. MA will hold programme and financial acountability for the programme

Pass-Through Fund Management Option

   Characteristics

   1. 2 or more UN organisations work towards the same results and receive
      Funds from a common donor

   2. Agencies agree to channel the funds through one Agency
      called the Administrative Agent (AA)

   3. AA will receive and disburse all donor funds for the JP.

   4. All programatic and financial acountability will be held by each UN agency
      for their agreed contribution to the JP

   5. The AA prepares all consolidated reports for donors and partners

Combined Fund Management Options

   Parallel, pooled or pass-through can be combined when circumstances do not
   permit one single fund option to be used


   Example:

   New donor wishes to fund an output complementary to an existing joint
   programme that is using a pass-through option. Should the donor not wish to
   channel through the AA then a seperate parallel option can be established
   harmonised to the existing programme with a revised joint programme
   document.

    A similar situation is possible with a programme using pooled funding

UNDG Joint Programme Database
   •   The joint programme database has been developed as part of efforts to
       strengthen and harmonise joint programme information collection and
       reporting.

   •   As of January 2007 it contains information on more than 350 joint
       programmes

   •   The database allows users to query and search joint programme
       information by country, theme, fund management option, participating UN
       agency, as well as to view joint programme documents.

   •   It is hoped that this tool will help UNCTs remain abreast of joint programme
       initiatives in their region, and facilitate direct contact between UNCTs for
       peer-learning and technical support on joint programme implementation
       experience.

   •   The database can be found on the joint programme section of
       www.undg.org or direct on http://unctdatabase.undg.org/
