                                        ASSISTANT BUDGET AND FINANCE DIRECTOR

   Purpose Statement
         The job of Assistant Budget and Finance Director was established for the purpose/s of assisting the Director of Budget and Finance;
         administering and planning the budget and accounts of the district; supervising payroll services and activities; overseeing and
         directing the operation of the payroll department of the school district; providing information to others; and guarding against
         overspending of payroll budget line items.

         This job reports to Budget & Finance Director

   Essential Functions
      • Applies for E-rate funding for the purpose of providing additional funds to off set the cost of phones, internet, and cell phones for the
         district.

      • Assists state, federal and program auditors for the purpose of covering information in accordance with existing guidelines.

      • Audits payroll information (e.g. consultant contract requirements, Fair Labor Standards Act (FLSA), Internal Revenue Service codes,
         number of positions are maintained, wages paid, etc.) for the purpose of ensuring compliance with all school board policies and
         procedure, state and federal regulations.

      • Communicates with district personnel (e.g. Finance Director, Staff Attorney, Human Resources Director, Technology department,
         etc.) for the purpose of advising of new policies and making recommendations to update current policies.

      • Directs the payroll operation on a bimonthly basis, maintaining all payroll record information districtwide for classified and
         certificated personnel for the purpose of ensuring salaries are properly paid as approved by Human Resource and the County
         Commission.

      • Implements assigned activities and/or projects (e.g. approves consultant contract/s, conducts audits, etc.) for the purpose of
         complying with regulatory requirements and established guidelines.

      • Maintains a variety of documents, files and records (manual and computer) (e.g. personnel records, statistical/financial reports,
         budget, payroll schedules, eligibility policies, benefits and retirement information, etc.) for the purpose of providing up-to-date
         reference trail, availability of information as needed and ensuring confidentiality.

      • Manages insurance payments (e.g. general liability, workers’ compensation, medical, dental, self insurance, retirement plans, etc.)
         for the purpose of ensuring compliance with state and federal regulations.

      • Monitors fund balances of assigned programs and related financial activity for the purpose of ensuring that allocations are accurate,
         related revenues are generated, expenses are within budget limits and/or fiscal practices are followed.

      • Participates in meetings, workshops and seminars for the purpose of conveying and/or gathering information required to perform
         functions.

      • Prepares a variety of external and internal reports and summaries related to payroll (e.g. taxes, tax-sheltered annuities, insurance
         deductions, insurance premium payments, accrued vacation, accrued leave, retirement, etc.) for the purpose of documenting
         activities and issues, meeting compliance requirements, and/or providing reference materials.

      • Prepares GASB Financial Statements for auditors for the purpose of determining the districts compliance with GASB standards.

      • Recommends new accounting methods for the purpose of providing direction for meeting the district's goals and objectives and in
         compliance with all accounting and GASB regulations.

      • Researches discrepancies of payroll information and/or documentation (e.g. incorrect paychecks, tax reports, compliance
         documents, etc.) for the purpose of resolving discrepancy and identifying procedural problems.

      • Responds to inquiries regarding a variety of procedures and requirements (e.g. payroll procedures, insurance payments,
         interpretation of leave policies, wage garnishments, savings, contributions, direct deposits, etc.) for the purpose of providing
         information and/or resolving problems.

      • Reviews budget expenditures for the purpose of ensuring the proper and accurate posting of expenditures to correct line items and
         that the district does not exceed budget on any line items and determining if budget amendments may be needed.

      • Supervises assigned personnel (e.g. employee concerns/problems, directing work, training, disciplining, performance appraisals,
         etc.) for the purpose of ensuring that the department functions in a safe and efficient manner.

   Other Functions
      • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

   Job Requirements: Minimum Qualifications
       Skills, Knowledge and Abilities
        SKILLS are required to perform multiple, technical tasks with a need to periodically upgrade skills in order to meet changing job
        conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: applying pertinent
        policies, codes and requirements; operating standard office equipment including pertinent software applications; planning and
        managing projects and preparing and maintaining accurate records.
        .

        KNOWLEDGE is required to perform advanced math; review and interpret highly technical information, write technical materials,
        and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions. Specific
        knowledge-based competencies required to satisfactorily perform the functions of the job include: complex finance, auditing and
        accounting work in compliance with state and federal regulations; GASB accounting procedures; school board and county policies
        and procedures; integrated payroll software; concepts of database structures; and federal and state payroll, bookkeeping, auditing,
        management, supervision and record keeping regulations and laws .


        ABILITY is required to schedule activities, meetings, and/or events; routinely gather, collate, and/or classify data; and use job-related
        equipment. Flexibility is required to work with others in a wide variety of circumstances; analyze data utilizing defined but different
        processes; and operate equipment using standardized methods. Ability is also required to work with a significant diversity of
        individuals and/or groups; work with data of widely varied types and/or purposes; and utilize a variety of types of job-related
        equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data requires analysis
        based on organizational objectives; and problem solving with equipment is moderate to significant. Specific ability-based
        competencies required to satisfactorily perform the functions of the job include: providing direction and leadership; being attentive to
        detail; communicating with diverse groups; meeting deadlines and schedules; and maintaining confidentiality.

      Responsibility
        Responsibilities include: working under limited supervision using standardized practices and/or methods; managing a department;
        and supervising the use of funds. Utilization of resources from other work units is often required to perform the job's functions. There

      Working Environment
        The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying,
        pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity. Generally the job
        requires 70% sitting, 15% walking, and 15% standing. This job is performed in a generally clean and healthy environment.


  Experience          Job related experience within specialized field with increasing levels of responsibility is required.

  Education           Bachelors degree in job related area.
