                        LGBT Health and Human Service Needs:
                           A Model for Advocacy and Action
In recent years, lesbian, gay, bisexual, and transgender, or LGBT, people have made considerable progress in
securing equal rights; from the repeal of the ban on being out as gay or lesbian in U.S. military service to
marriage equality laws in six states including New York, and Washington, D.C. Despite this progress, LGBT
persons still face discrimination, stigma and exclusion in a range of state and federal policy arenas, from family
unification under immigration policy, to foster parenting and adoption, and especially in terms of persistent
and poorly addressed health disparities. This presentation will review A Blueprint for Meeting LGBT Health and
Human Services Needs in New York State, a recent groundbreaking recommendations report produced as a
collaboration led by the Hunter College Center for LGBT Social Science and Public Policy, with the Empire State
Pride Agenda Foundation, the NYS LGBT Health and Human Services Network, and LGBT health experts and
statewide stakeholders. The statewide collaboration process, the report contents and the dissemination serve
as a model for other state and local LGBT health advocates, providers and allies.

                          Presenter: Barbara E. Warren Psy.D., LMHC is Director for LGBT Health Services, a new program
of Beth Israel Medical Center in New York City. For the past two years she served as Distinguished Lecturer and Director,
Center for LGBT Social Science and Public Policy at Hunter College, City University of New York. For 21 years, Dr. Warren
was on the senior management team of the LGBT Community Center of New York City, where she served as the inaugural
Director for the Center’s behavioral health programs and as Director for Planning and Research was responsible for the
Center’s local and national health policy and government relations initiatives. Dr. Warren is principal co-author on the
NYS LGBT Blueprint and coordinated the collaboration. She is currently a senior advisor on the LGBT Federal Agency
Project, collaboration between the National Coalition for LGBT Health and the National Gay and Lesbian Task Force, to
insure full LGBT inclusion in federal health and behavioral health programs and initiatives.
