and Referral Agencies (CCR&R) to provide information for families seeking information about financial
assistance options and high-quality early education and care programs. Massachusetts Community
Partnerships for Children (CPC) Programs also provide these services, to contact CPC, please go to:

CCR&R agencies and CPC programs also offer training, consultation, and technical assistance to early

SERVE New England is a program designed to promote volunteer service by offering deep discounts on the
highest quality grocery, meat, and vegetable items to community-minded individuals willing to volunteer 2
hours of their time each month to a worthy cause. We have over 350 chapter sites located throughout the
six New England states. SERVE has no eligibility requirements other than the 2 hours of volunteer service.
Our program is open to people of all ages, races, and income levels.

SERVE's Food Cooperative
Register at a local SERVE Chapter, such as a church, school, council on aging, or other community agency
listed. SERVE New England purchases food, for all those who register, directly from manufacturers,
wholesalers, and N.E. farms through a unique bulk buying system. Participants complete 2 hours of
community service for each food package purchased. SERVE New England coordinates the distribution of
food to the Chapters, which in turn distribute packages locally. Participants pick up their order at the
Chapter. You may also place your order on our web site.

Public Housing
Public housing is affordable government-owned rental housing for low and moderate-income families and
individuals, seniors, and people with disabilities.

Section 8
A federal government housing assistance program for low-income families and individuals. Section 8
assistance may be in the form of rent vouchers given to tenants to help pay their rent; homeownership
assistance to help pay a mortgage loan; or project-based subsidies used to keep rents low in specific private
housing developments. Only one application is required for the state of Massachusetts, covering
approximately 60 housing Authorities.

Massachusetts Rental Voucher Program (MRVP)
A state-funded rental assistance program for low-income families and individuals. The MRVP offers tenant-
based vouchers that can be used for any approved apartment, and project-based vouchers that are
restricted to certain rental units or developments. Families with tenant-based vouchers can choose any
apartment they want, as long as the rent is reasonable and the unit is safe and clean. If the family moves,
the rental assistance goes with them.

Alternative Housing Voucher Program (AHVP)

Foster Child Tuition Waiver Program
This program provides free tuition to foster children who attend Massachusetts public colleges and
universities. To be eligible you must:

    •   Be a current or former foster child who was placed in the custody of the state through a Care and
        Protection Petition
    •   Be twenty-four years of age or younger
    •   Have been in state custody for 24 consecutive months
    •   Not have been adopted nor returned home (guardianship included)
    •   Be a US citizen or eligible non-citizen
    •   Maintain full-time enrollment in the school program
    •   Be registered for the military draft if you are required to do so
    •   Be up to date on any other student loans or refunds of financial aid
    •   Not have received a bachelor’s degree or its equivalent in the past

The Foster Child Tuition Waiver Program only covers tuition; it does not cover room, board, insurance,
and other fees. You may however, apply for other grant to assist you with these costs. These programs
are included in the next boxes.

Foster Child Grant Program
The most you can get per school year is $6000 for eligible students who are enrolled in public institutions
or private non-profit or private for profit institutions. Eligibility includes one who has not earned his or her

William Warren Scholarship Program
This program provides scholarships for educational and vocational programs to any youth under age 25
who was in care/custody of DCF for a minimum of one year. Scholarships range from $250 to $4000.
Both current and former DCF youth are eligible.
    • Applicants must be in DCF care or custody or have been in the past for a minimum of one year.
        Applicants must be under the age of 25.
    • Applicants must be enrolled in a post-secondary Title IV eligibility program
    • Applicants must demonstrate academic potential and commitment to educational goals
    • Applicants must demonstrate significant unmet financial needs
    • Applicants must demonstrate the ability to overcome challenges and obstacles

Education and Training Voucher Program
This program provides up to $5000 per academic year for post-secondary educational or vocational
training programs, including colleges and trade schools, and related costs of attendance (tuition, fees, room
and board, books, transportation, and day care) as defined in the Higher Education Act of 1965.
Eligibility
     • Youth who were adopted after attaining age 16; or
     • Youth who were in DCF custody (any type) until age 18, unable to return home and have not yet
          reached age 23
     • Youth must have achieved a high school diploma or GED certificate
Youth must apply to the program before they turn 21 and use the ETV Program until their 23rd birthday.

Youth Independence / Aging-Out
John H. Chafee Foster Care Independence Program
In December of 1999, the Foster Care Independence Act of 1999 was signed into law. Title I of the Act is
the Chafee Foster Care Independence Program (CFCIP). This legislation helps ensure that young people
involved in the foster care system get the tools they need to make the most of their lives. They may have
opportunities for additional education or training, housing assistance, counseling and other services.
The Act:

        •   Provides for flexible funding to be distributed to States through grants for program services for
            youth.
        •   Provides opportunities for States to serve youth, who are likely to remain in foster care, and
            those who have aged out of foster care, up to 21 years of age.
        •   Enables youth to make better choices and accept greater responsibility for their own lives.
        •   Enables older youth (18-21) to receive housing assistance if needed.
        •   Provides States the option of allowing these young people to remain eligible for Medicaid up
            to age 21.

MassHealth members who need non-emergency transportation to and from medical appointments may be
eligible for free transportation services. Eligible members who use private or public transportation can be
reimbursed for their transportation expenses. Eligible members who need dial-a-ride services can receive
van or taxi service free of charge.
You can access free non-emergency transportation services from MassHealth if your MassHealth coverage
type includes transportation services (MassHealth Standard or CommonHealth), and the medical
appointment you are going to is covered by MassHealth.
You can be reimbursed for your transportation expenses if:
   • you use private or public transportation
   • you have transportation expenses (gasoline, bus fare, etc.)
   • your medical appointment is not within reasonable walking distance
   • your travel costs are $5 or more

You can access free dial-a-ride van/taxi service if:
  • there is no private transportation or public transportation that you can use
  • your health care provider authorizes your need for transportation by filling out a Prescription for
     Transportation (Form PT-1)

Travel costs reimbursement:
If you use private or public transportation, you can be reimbursed for transportation costs. You will be
paid for the least expensive means of travel from your home to your medical appointment and back, even
if your actual costs are higher. You will be reimbursed only if your travel costs are $5 or more. If you used
a private vehicle, you will be paid for mileage at $ .40 per mile (2007 mileage reimbursement rate). Note:
For urgent care, you do not have to use the least expensive means of travel.

Dial-a-ride services:
If you need dial-a-ride van/taxi service, you will receive curb-to-curb transportation services from your
home to your MassHealth appointment and back. The service will be provided by your local Regional
Transit Authority (RTA). You will receive free transportation for the number of trips approved by
MassHealth. You will be given a toll-free RTA phone number to call to schedule your trips.

Note: All MassHealth members are covered for emergency ambulance services. If you are not eligible for
MassHealth transportation services and you are a senior or disabled, you can get low cost transportation
services from the Paratransit and Elder Van Service.

Americans with Disabilities Act (ADA) Paratransit Service
The ADA Paratransit Service is for people who because of a disability cannot ride the regular fixed route
buses on their own. You must apply and be approved for paratransit service. Once approved, you may use
the service as often as you like for trips within your transit authority service area.

Inspires young people and adults who work with them
to think deeply about the most difficult social problems
in their schools and communities, and gives them the
tools they need to work with others to create
significant positive change. TE hires young people who
attend the schools or live in the neighborhoods of our
program sites to be youth organizers. The interview
process is widely advertised to eligible youth at the
school level. Many participate as volunteers in the
production of the annual Youth Peace Conference
every spring.
