					                             CHAPTER 3

        ACTION PLAN FOR IMPLEMENTATION

       The district with its agricultural & horticultural resources
combined with educated and trained human resources has potential for
many upcoming industries in the district. With the availability of the
requisite finance, infrastructural development, overall industrial
development of the district can be ensured.

       Based on the material and human resources and the existing
consumption pattern for the different goods in the district, promotion of
2537 units has been suggested for the period 2006-11 with an investment
of 10785.70 lakhs. In order to encourage new enterprises, a detailed action
plan for creating proper infrastructure and motivating potential
entrepreneurs is essential.

      The requirement for promotion of 2537 units in the district is as
follows

       In order to motivate potential entrepreneurs,        the following
actions need to be taken.


    Entrepreneurship Awareness Camps in colleges and subsequently
     Entrepreneurship Development Programmes need to be
     conducted. The Entrepreneurship Development Programmes for
     specific sectors need to be conducted as per the potential
     opportunities identified in the district. Promotional programs to be
     conducted by….DIC/CEDOK/TECSOK/ SISI/KSFC

    Efforts have to be made to improve the infrastructural facilities.
     Industrial area/estate has to be developed so that around 1280
     plots/sheds are available for the potential entrepreneurs over a period
     of four years. The road conditions in interior places have to be
     improved so that proper transport facility will facilitate industrial
     growth in the district. Uninterrupted quality power supply has to be
     ensured.

     Horticulture and Floriculture needs to be promoted with the
      help of CFTRI, APEDA and CIMAP & with University of
      Agricultural Sciences. Farmers need to be motivated to take up
      Horticulture and Floriculture so that new entrepreneurs can
      exploit the opportunities available in the said fields. Awareness
      programmes on medicinal and aromatic plants, floriculture and fruit
      cultivation and processing have to be organized so that more and
      more potential entrepreneurs can be motivated to go for new
      opportunities.

     Industrial seminars, buyer-seller meets have to be organized in
      different taluks of the district so that the existing industries can
      benefit in marketing their products and such events can also
      motivate people to come forward for starting new industries.

                    DISTRICT AT A GLANCE

        Belgaum district is bounded by Maharashtra state in the North &
West, Bagalkot & Gadag districts in the West and Dharwad & Karwar
districts in the South. The district has 35 hoblies, 1255 villages, 485
Gram Panchayats, 18 town municipalities.

longitude 74’.05 to 75’.28 . Krishna, Malaprabha, Ghataprabha are main
rivers and Markhanday, Hiranyakeshi, Mahadai, Vedaganga & Dudganga
sub-rivers flows in the district, irrigation facility is available in the
district by means of canals, wells & bore wells.

        Agriculture is the main occupation in the district.

                             CHAPTER 5

         SALIENT FEATURES OF THE DISTRICT

        Belgaum district is having ten taluks. For administrative purposes
district has been made into three sub divisions - Belgaum sub division
consists of Belgaum, Hukkeri & Khanapur. Bailhongal sub-division
consists of Bailhongal, Saundatti , Ramdurga & Gokak. Chikkodi sub-
division consists of Chikkodi, Raibag & Athani taluks. The area of
the district is 13415 Sq. Kms.

SOIL :

        The soil of the district is red loam, deep black and gently sloping
area in alluvial plains with moderate erosion. The land is suitable for
cultivation of sugar cane, maize, cotton, tobacco, paddy, jowar, pulses,
fruits and vegetables.

RIVER :

      Krishna, Malaprabha, Ghataprabha are main rivers and
Markhanday, Hiranyakeshi, Mahadai, Vedaganga & Dudganga sub-rivers
flows in the district, irrigation facility is available in the district by
means of canals, wells & bore wells.

TEMPERATURE & RAIN FALL :
                                       o         o
       The temperature is minimum 12 C to 38 C. The average rain fall in
the district has been 8082.6 mm. However, during 2005 the rainfall has
been more than the average rainfall i.e. 10272.2 mm.

POPULATION :

      The population of the district as per 2001 census is 4214505. The
population density is 314 per sq.km. The literacy rate is 64.42%.

OCCUPATION :

       Main occupation in the district is agriculture. Of the 1344382
hectares area, 723459 hectares area is cultivated and 169841 hectares area is
cultivated more than once. Sugar cane, maize, cotton, tobacco, paddy,
jowar, pulses, fruits and vegetables are main crops.

FOREST :

      The district possesses forest area of 190424 hectares which is about
14.16% of the total geographical area.

INDUSTRIES :

       As of March - 2005, in the district, there are 28247 small scale
industries providing employment to 117408 persons and the investment
made by these units is Rs 47591.59 lakhs.

      There are 13 medium and large industries in the district.

EDUCATION :

       There are four Engineering Colleges with the intake of 1345
students, ten polytechnics with the intake of 5051 students and
seventy Degree colleges with the intake of 28086 students, apart from
these there are ten medical colleges including Ayurvedic and
Homeopathic with the intake of 879 students and one dental college
with intake of 136 students.

        There are two Universities in Belgaum namely Visweshwarayya
Technical University and KLE - Deemed University for Medical Sciences.
In addition, Belgaum is having two University Post Graduation Centers,
Belgaum district is having 133 PU Colleges with the intake of 51742
students. MBA College, ITI Colleges and GT & TC Institute.

ROADS AND RAIL :


       Railway line of 320 Kms broad gauge runs in the district with
25 railway stations. 270 Kms of National Highway , 1320 Kms of State
Highway, 4701 Kms of major district roads, 1600 Kms village roads
and 940 Kms TDB roads.

           RESOURCE BASE OF THE DISTRICT

        It is important to study the various resources available in the area
before identifying the potential opportunities in the district. Proper
utilization & exploitation of the resources - ensures the suitable
industrial development. Resources are classified into Natural and Human
resources. The details are given below :

I      NATURAL RESOURCES

AGRICULTURAL RESOURCES                    :

       Agriculture is the main resource of the district. Agriculture has
played an important role in the economic development of the district and it
is bound to be a prominent sector in the overall development of the district.
Kharif, Rabi and Summer are the three seasons. During Kharif season major
crops like Paddy, Jowar, Maize are grown. During Rabi season Wheat,
Jowar are grown. In Summer season crops like Groundnut and vegetables
are grown with the help of irrigation. Sugarcane , Cotton & tobacco are
the cash crops in the district.

      As seen above, out of 497708 farmers, the maximum of them
(195868) have land less than one Hectare.

        There are ten main and thirty four sub regulated markets in the
district, the turnover from which has been Rs.30737 crores during 2004-05.

HORTICULTURE :

      The soil and climatic conditions is same in all parts of the district
and is favourable for growing horticultural crops.

       The horticultural crops like, Mango, Banana, Sapota, Papaya, Lemon
and Guava are grown in the district. Fruits are grown in 9419.97 hectares
area and the vegetables are grown in 16638 Hectares area during the year
2004-05.

       The Govt. of India has sanctioned for the establishment of Flouritech
Park at Belgaum with an investment of Rs 34.00 crores. There is ample
scope for the export of Flowers to the European countries.

MINERAL RESOURCES :

      The district is rich in mineral resources, available mineral resources
are Bauxite, Silica sand, Aluminium laterite, Lime stone, Dolomite,
Quartzite, China clay and moulding sand.

SERICULTURE :

      Sericulture is getting prominence in the district. The area under
Mulberry cultivation is 440.2 hectares and production of cocoons during
2003-04 is 204.35 Tons.

FOREST :

      The district possesses forest area of 190424 hectares which is about
14.16% of the total geographical area.

LIVESTOCK RESOURCES :

       The district is rich in live stock resources. The total live stock
population in the district is 3467300 numbers as on 2003-04. Among this
cattle population has been 507584, poultry population has been 847189,
sheep population has been 902555, Buffalos population has been 701196
and Goat population has been 508776. There are 14 veterinary hospital, 112
Dispensaries, 69 primary veterinary health centers and 10 mobile
dispensaries and 35 artificial Insemination centers working in the district.

WATER RESOURCES AND IRRIGATION :

        A total of 297827 hectares area is irrigated in Belgaum district,
majorly, 32871 hectares area is irrigate by canals, 65313 hectares area is
irrigated by bore wells, 54701 hectares area is irrigated by lift
irrigation, 379 hectares area is irrigated by Village Tanks, 94621
hectares area is irrigated by Wells and 49942 hectares area is irrigated
by other sources.

FISHERIES :

        Krishna, Malaprabha, Ghataprabha are main rivers and
Markhanday, Hiranyakeshi, Mahadai, Vedaganga & Dudganga sub-rivers
flows in the district. Sweet water fishery has very good scope in the
district. Fish catch/production was 2261 MTons during 2004-05 in Belgaum
district.

                               CHAPTER 7

               INFRASTRUCTURE FACILITIES

      The existing infrastructural facilities in the district are detailed in this
chapter.

POWER:

        Hubli Electricity Supply Company Ltd has come up with many
proposals to augment the power supply improvement and new proposal for
sub stations for additional power requirement of O&M circle Belgaum.
TATA Power Ltd. is producing 81.3 MW power by wind mill in the
taluk.The total consumption of electricity in Belgaum district is 3289 lakhs
units, for industrial consumption it is 718.01 lakh units and for commercial
consumption it is 332.26 lakh units.

ROADS :


      As per the district note 2004-05, total road length is 12903 kms. 270
Kms of National Highway , 1320 Kms of State Highway, 4701 Kms of
major district roads, 1600 Kms village roads and 940 Kms TDB roads.

      There are 367404 vehicles registered as on 31/03/2005 of which
277531 are two wheelers, 22534 cars, 34739 Tractor & trailors, 15864
Goods Vehicles.

RAILWAY :

      Railway line of 320 Kms broad gauge runs in the district with
25 railway stations. The district has rail connectivity to places like
Bangalore, Pune, Mumbai, Goa etc.

COMMUNICATION:

       There are 723 post offices, 189 telephone exchanges and 153460
telephones in use. The mobile network is also available in the major portion
of the district. Overall communication facility in the district is good.

 ASSESSMENT OF THE INDUSTRIAL BASE OF THE

LARGE & MEDIUM INDUSTRIES :

       In Belgaum district there are 39 large and medium scale
industries with an investment of Rs. 1322.77 crore and giving
employment to 34040 persons.

SSI AND TINY INDUSTRIES :

        As on 31/03/2005, there are 28247 units registered in Belgaum
district with an investment of Rs.29861.59 lakhs and providing employment
to 196308 persons. Category wise details are as follows.

      Belgaum is very well known for Foundries, Hyadraulic equipments
and Automobile components.

                        SWOT ANALYSIS

     The Strengths, Weaknesses, Opportunities and Threats can be
summarized as below :

STRENGTHS :

 a)   Agriculture has been the important sector contributing to the
      economy of the district. The productivity of crops like Sugarcane,
      Paddy, Maize has increased over the years. The Horticulture
      Products like Mango, Banana, Papaya, sapota and Grapes etc.
      and       different varieties of vegetables have also been
      considerable.
 b)   The district has 197 Kms broad gauge, good communication
      facilities through telephone, post office, mobile network and
      internet facility.
 c)   About 30000 persons are completing their graduation in this
      district every year.
 d)   Belgaum is a border district strategically located. Belgaum is known
      for its commercial facilities and casting units since many years. It
      is not only a market place for all the taluks of Belgaum district
      but also to some taluks of surrounding districts like Dharwad,
      Bagalkot, Bijapur and Goa state.
 e)   Belgaum has human resource with relatively high literacy rate.
      Educational facilities are better.
 f)   Higher concentration of tiny and SSI sector.
 g)   Belgaum is well known in the country for Foundries and Hydraulic
      equipments.

WEAKNESS :

 a)   Not many people in the district are enterprising.
 b)   The infrastructural facilities are not adequate and uniform in all
      parts of the district. Hence, there is concentration of units mainly in
      Belgaum taluk.
 c)   Non availability of adequate quality and quantity of power.
 d)   Absence of import & export infrastructure facilities.

OPPORTUNITIES :

 a)   Human Resources :            Educated manpower is abundantly
      available, with supportive skill training in different fields the
      available manpower can be effectively utilised in the industrial
      development.
 b)   Agriculture and Horticulture produces can be properly used for
      conversion into value added products.
 c)   The district is convenient for development of Software technology
      and Biotechnology parks
 d)   There is a great demand for milk and milk products. Proper planning,
      training and market support will help Dairy industry.
 e)   Belgaum, Goa, Pune and Mumbai are places for flower trade and the
      consumption of cut flowers, hence there is scope for floriculture
      in the district.

THREATS :

 a)   Due to the fact that the infrastructure facilities available are
      not adequate and uniform, the growth and concentration of the
      industries may be concentrated in and around Belgaum town.
 b)   The existing traditional industries are in problems due to technology
      obsolescence.
 c)   Increased competition for all goods and services from Pune, Mumbai
      and other places.
 d)   Threat is caused to the environment due to the fumes released and
      waste sand of foundries

    SALIENT FEATURES OF SCHEMES
      IMPLEMENTED BY VARIOUS
 DEPARTMENTS OF STATE AND CENTRAL
            GOVERNMENT
SGSY : SWARNAJAYANTI GRAM SWAROZGAR YOJANA :

      SGSY is the programme for poverty alleviation through self
employment launched by GOI during April 1999. SGSY is a credit cum
subsidy programme. Subsidy will be uniform at 30% of project cost subject
to maximum of Rs 7500/-. In respect of SC/ST and disabled persons,
however, there will be 50% and Rs 10000/- respectively. For groups, the
subsidy will be 50% of the project cost subject to per capita subsidy of Rs
10000/- or, Rs 1.25 lakhs whichever is less. There will be no monetary limit
on subsidy for irrigation projects. Subsidy will be back ended.

       It is implemented by SGSY Committee at taluka level.

PMRY : PRIME MINISTER'S ROZGAR YOJANA :

       This is another important development programme aimed at solving
the unemployment problem by providing credit upto a maximum extent of
Rs. 2.00 Lakhs, per beneficiary so that rural self employment ventures are
taken up thereby checking the migration of rural youth to urban areas. The
programme has now been extended to farm sector activities also. Then
educated unemployed youth in the age group of 18-35 (SC/ST/Women/PH
/Ex.servicemen 45 years). The project cost not to exceed Rs 2 lakhs( except
for business/trade for which project cost limit is Rs 1lakhs). The beneficiary
should bring 5% margin and subsidy is provided at 15% of project cost,
subject to a maximum of Rs 7500/-. No collateral security for project cost
upto Rs 1 lakh is required.

       The scheme is monitored by District Industries Centre and
beneficiaries under this scheme are trained by CEDOK and other agencies
before getting the loan amount released.

RURAL EMPLOYMENT GENERATION PROGRAMME (REGP)
OF KVIB/KVIC.

       The Khadi and Village Industries Board (KVIB) is assisting new
industries being setup in the rural areas with the assistance of margin
Money Scheme of KVIC.

      In Belgaum district Margin Money assistance is given to Bee-
Keeping, Vermicompost, Jute Bags, Carpentry, Stone Crushing Unit, Motor
Rewinding, etc.,

"SWAVALAMBANA" MARGIN MONEY SCHEME :

       Persons belonging to minority communities whose family income
does not exceed Rs. 6,000/- p.a. are assisted under the scheme by the
Karnataka Minority Communities Development Corporation for
encouraging rural artisans, small business, tiny and cottage industries and
agriculture activities. The eligible candidates will be sanctioned Margin
Money at a concessional rate of interest (4% p.a.)

CHAITANYA SCHEME ( KSBCDC) /WAVALAMBANA SCHEME
(KSMDC) :

       The Karnataka State Backward classes Development Corporation
Ltd., and Karnataka State Minorities Development Corporation Ltd., are
implementing these schemes whereby, loans towards margin money for
availing bank loan at a concessional interest rate of 4% per annum are
provided. A portion of the loan is also provided as subsidy. Also both the
corporations are providing training to youths to enable them to take up self
employment, training period ranges from 2 months to 6 months during
training stipend is also paid.

SERICULTURE :

       Sericulture dept. has provided subsidy for mulberry cultivation, silk
rearing, construction of rearing / reeling sheds.

WOMEN DEVELOPMENT :

      Out of the total population of the district 4214505 Women constitute
2064415 i.e., 48.98%.

      More of women beneficiaries are coming forward to take up self
employment activities either individual or by forming SHGs.

     Loan assistance to women is given under various schemes such as
Udyogini, Nagara Stree Shakti, PMRY, SGSY, etc.,

      There are 10100 Stree Shakti groups in the taluk. 4417 Groups are
graded and credit linked.
