11-10b DATE Group Panel Outcome of the Allocation of Funding for High Cost Training and Study Leave for former NPHS core staff Author: Gay Reynolds, Corporate Support Manager Date: 17 August 2010 Version: 0a Purpose and Summary of Document: In order to support staff equitably across former NPHS Teams a limit of £1,000 was applied in accordance with former NPHS published process, approved by iSMT in May 2010. This action has been questioned by some applicants who hoped to receive slightly more funding. However the budget is insufficient to raise this level of support for all staff concerned. This has led to a residual sum being left over after all applications received for academic courses have been supported. DATE Group proposes to use the sum to put on some leadership / management skills training, which will be delivered at various Public Health Wales locations across Wales and will be open for staff to apply for limited places. To this end, DATE Group will start discussions with NLIAH in September 2010. A breakdown on how the budget for high cost training was allocated by the DATE Group Panel is attached at appendix 1. Public Health Wales Allocation of Funding for High Cost Study Leave 1 Introduction The continuing development of Public Health Wales staff remains a priority for the organisation but available funding for training and study leave is limited. It is therefore essential that the benefit from expenditure on training and study leave is maximised The process for the allocation of available funding was set up to ensure that any approval of expenditure is fair, equitable and supports the strategic aims and objectives of Public Health Wales. In previous years the centrally managed high cost training budget was set at £30k. However due to the financial budgetary constraints the 2010 /11 training budget has been set at 25k. This required the DATE Group, when revisiting the Process for the Allocation of Funding for High Cost Training and Study Leave, to adopt a more flexible approach to allocation if the level provision of high cost training was to be maintained. This included the introduction of a cap of up to a maximum of £1,000 of the total fee for the financial year that the application was submitted. The introduction of this new tariff was considered to be essential as part way through 2009/10 the budget was completely spent. This led to a number of applications being turned down due to the lack of resources. The updated process was approved by iSMT in May 2010. 2 Allocation of High Cost Funding 2010 /11 The DATE Group Panel met on the 15th July to consider applications from former NPHS staff (excluding Health Protection) for high cost training and study leave. As the number of applications received exceeded the budget allocation of £25k, and to avoid a repeat of last year, whereby the budget was spend part way through the year, it was agreed to consider those staff that were part way through a course first prior to any new applications. Following a discussion the panel also agreed that to be fair and equitable the new tariff of up to a maximum of £1,000 organisational contribution should be applied to all approved expenditure. This tariff was applied to five applicants who where part way through a course and two new applications. This action has been questioned by some applicants who hoped to receive slightly more funding. Subsequently the DATE Group has received a request for the gap between the £1,000 support agreed by the recent DATE Group panel and the 75% that had been allocated in previous years to be funding from Team budgets.
