    State Small Boat Inspectorate of the Russian Federation (GIMS of Russia)was established by the Decree № 259

    issued by the RSFSR Council of Ministers on 15 June, 1984 and till February 2004 it was subject to the Ministry of
    Municipal Affairs and Housing of the RSFSR, the Ministry of Architecture, Construction, Housing and Utilities of Russia,
    the Ministry of Ecology of Russia, the Ministry of Nature Management of Russia, the State Ecology Board of Russia and
    the Natural Resources Ministry of Russia. The State Small Boat Inspectorate of Russia included inspecting departments,
    teams and rescue subdivisions, such as rescue stations, rescue spots, search movable teams of divers.

    According to RF President’s Decree № 991 issued on 28 August, 2003 and RF Government’s Decree № 47 issued on

    6 February 2004, the State Small Boat Inspectorate is under the authority of EMERCOM of Russia. The RF Government

    with Decree № 835 issued on 23 December, 2004 passed The New Rules and Regulations according to which the State
    Small Boat Inspectorate of the EMERCOM of Russia includes
    · Management department within the Ministry (the Head of the Management department is the Chief State Small Boat
    Inspector);

    · State Small Boat Inspectorate departments within Regional Centers of the EMERCOM of Russia;

    · State Small Boat Inspectorate departments within the Chief Management departments of the EMERCOM of Russia in
    the subjects of the Russian Federation (Heads of the departments are Chief State Small Boat Inspectors);

    · State Small Boat Inspectorate of the EMERCOM of Russia Centers involving inspectorate departments, spots and
    teams;

    · State Establishment “Centre for Supporting Activity of the State Small Boat Inspectorate of the EMERCOM of Russia”

    The tasks to be performed by the State Small Boat Inspectorate are the following:
    · State and technical control over small boats and boat-houses for their riding and their usage in the internal waters and
    territorial sea of the Russian Federation;

    · People safety control within water areas.

    The State Small Boat Inspectorate’s functions are:
             to inspect and control observation of safety rules and requirements in small boat houses, on the beach, on
    temporary pontoon (floating) bridges, etc.;
             to classify, register, keep records of, certify both initially and annually and inspect small boats; provide them with
    license plates, issue vessel certificates and other documents related to the certified small boats;
             to keep records, inspect boat houses, beaches, floating bridges; issue permissions for using boat houses,
    floating bridges and beaches annually;
             to certify small boat navigators and issue driving licenses;
             to start administrative proceedings as a result of administrative violations against infringers;
             to take part in rescue operations within water areas;
             to put the registered small boats on a unified list, as well as to keep records of the issued driving licenses,
    registration cards, certificates and other documents related to navigating small boats.
    Since the State Small Boat Inspectorate’s establishment, over 180,000 people have been rescued within water areas.

Since 1 July, 2005 united teams of State Small Boat inspectors and rescue workers have been patrolling the Russian
Federation water areas.
There are permanent patrol groups involving both rescue workers trained for diving and State Small Boat Inspectors in
the areas where rescue subdivisions are stationed.

At present, more than 1330 small boats, 3200 boat houses, 3600 beaches, 900 temporary bridges are registered with the
State Small Boat Inspectorate.

In 2009, more than 160 thousand small boats were registered again with the State Small Boat Inspectorate EMERCOM of
Russia. This is the result of daily explanatory work with navigators, increased insistence to the violators and the
improvement in work of the State Small Boat Inspectors.

The State Small Boat Inspectorate of the EMERCOM of Russia is engaged in automation of the management processes
within their departments, as well as in control and analysis of their activities using an automatic data control system for
the State Small Boat Inspectorate EMERCOM of Russia.

The work has been finished on the development and control on the base of the automatic data control system for the
State Small Boat Inspectorate EMERCOM of Russia of the single record of registered small boats and the state record of
the licenses, registration and other documents issued, which are necessary to allow the boats and navigators to start
navigation.

Since 2007 the State Small Boat Inspectorate of the EMERCOM of Russia started the automated method of testing the
small boat navigators. The method of remote training and testing of small boat navigators.

At present, all the Subjects of the Russian Federation have (during the navigation period) “hot-line” telephones to explain
any questions from the boat owners and citizens. In 2009, 150.000 calls were answered by the State Small Boat
Inspectorate staff.

The State Small Boat Inspectorate’s officials are authorized to ban boat owners and drivers from
· using small boats and putting and storing them in boat houses;

· using boat houses, water crossing places, floating bridges, as well as the beaches that do not meet the requirements for
safety of population and vessels, threatens navigation.

The officials are also authorized:

· to stop a small boat, in case of necessity, in order to check the driver’s license and the boat registration card;

· not to allow a driver to drive his boat if he is under the influence of alcohol or has no driving license;

· to draw up reports on infringements and start administrative proceedings against the infringers;

· to take, in cases considered by the Law of the Russian Federation, victims of small boat crashes to hospitals and
transport damaged small boats of individuals and legal bodies, except those owned by diplomatic, council and other
representatives of foreign states and international organizations.

about training and performance review to

sail a small boat

As a result of multiple applications on the problems connected with training and performance evaluation to sail a small
boat, the State Small Boat Inspectorate EMERCOM of Russia reports that the way of performance review of the
navigators to sail small boats which are subject to the State Small Boat Inspectorate EMERCOM of Russia was defined
by the order of the EMERCOM of Russia №498 on 29 June 2005 (with the changes added by the order EMERCOM of
Russia №423 on 21 July, 2009). In particular, the examination can be taken by the persons who are 18 and over, and
who submitted documents to the examination board (according to the list of documents), including the certificate about
the small boat navigator training course completion. In case the person is not allowed to take an exam, the personal
navigator’s card with the notification of reasons for rejection and the set of documents will be returned to the navigator.
The applications of those who do not agree with the rejection reasons will be studied by the Chief State Small Boat
Inspector of the Russian Federation within the 5-day period. The lack of license of the navigation schools to conduct
educational activity is not the reason for rejection.

To sail a small boat with the engine power of 3.68 kW (5 hp) and less, the navigator does not need a license.

In accordance with the regulations “About educational activity licensing” approved by the Decree № 277 of the
Government of the Russian Federation on 31 March, 2009, educational activities licensing in accordance with the set
competence is conducted by the Federal Service for Supervision in Education and Science and the executive bodies in
the Subjects of the Russian Federation, which are responsible for management in education (item 3 of the Regulations).

Licensing is not necessary:

a) educational activity in the form of single lectures, trainings, seminars and other types of education, which are not
followed by final certification and no educational or qualification documents are issued;
b) individual teaching activity, including professional training (item 2 of the Regulations).

Licensing is necessary to conduct educational activity in scientific institutions and educational facilities of further
vocational education, which provide educational post-graduate programs and further educational programs for which
State Federal Requirements are set (item 4 of the requirements).

Legal basis
The legal basis providing the performance of the State Small Boat Inspectorate’s activities has been reviewed and
renewed since 2005.

The following documents have been developed and adopted by the EMERCOM of Russia and registered by the Ministry
of Justice:

State small boat registration rules for the small boats subject to GIMS EMERCOM of Russia;
Rules of technical control over small boats, boat houses, beaches and other places of recreation within water areas,
water crossings and floating bridges;
State Small Boat Certification Rules;
Rules for using small boats in the RF water areas;
Administrative procedures EMERCOM of Russia on execution of State supervisory functions in the internal waters and
territorial sea of the Russian Federation to use by the small boats and boat houses for their park;
Rules and Regulations related to the State Small Boat non-staff inspectors of the EMERCOM of Russia;
List of officials authorized to draw up reports on infringements;
Procedure of exercising the rights provided by the above Rules and Regulations to the State Small Boat Inspectorate’s
officials;
The EMERCOM of Russia have adopted and put into practice Temporary Rules to classify pleasure crafts, subject to
GIMS EMERCOM of Russia andthe typical program for training small boat navigators, subject to GIMS EMERCOM of
Russia.
