Dear Chairman Baucus, Ranking Member Hatch, Senator Wyden, and Senator Snowe:

On behalf of [Company Name], a producer of [product description] with [___] employees in [list of
states], I am writing to urge you to support S.1133, the Enforcing Orders and Reducing Customs Evasion
(ENFORCE) Act of 2011, concerning the effective enforcement of our trade laws, which is scheduled for
markup by the Finance Committee on Wednesday, July 18, 2012.

The ENFORCE Act would require U.S. Customs and Border Protection (CBP) to use its existing powers to
promptly and transparently investigate credible allegations that one or more antidumping (AD) or
countervailing duty (CVD) orders are being evaded – that is, that foreign shippers and/or U.S. importers
are unlawfully evading the payment of AD/CVD duties by the use of, among other things, false
documents, factual misrepresentations, or false claims about the country of origin. Duty evasion is a
direct challenge to the integrity of our laws, costing the U.S. Treasury hundreds of millions of dollars and
prolonging injury suffered by our industries and workers.

Importantly, the ENFORCE Act does not seek to add to or change any of CBP’s existing responsibilities or
powers. It simply sets up a transparent system of prompt enforcement of the laws that are in place. It
does not change or add to the obligations any company has when importing goods into the United
States.

We ask that you support this important bill, which has significant bipartisan support, including Senators
Wyden (OR), Snowe (ME), Blunt (MO), Boozman (AR), Brown (OH), Burr (NC), Cardin (MD), Coburn (OK),
Klobuchar (MN), McCaskill (MO), Portman (OH), Schumer (NY), and Sessions (AL). The legislation is
unopposed, reflecting its common-sense goal of quickly investigating unlawful evasion and protecting
revenue owed to our country.

We respectfully request that you support this bi-partisan legislation and the goal it seeks to achieve. It is
in the interest of everyone to have timely and effective enforcement of our laws.
