        For and on behalf of Chairman and Managing Director, BSNL, Sealed Tenders are
invited by the Principal, RTTC, Thiruvananthapuram -40 from experienced and
registered Contractors, for the following works of RTTC, Thiruvananthapuram to be carried
out on Contract Basis for a period of one year from 01/04/2012 to 31/03/2013. The tender
documents can be had from the Office of the Principal, RTTC, Kaimanam,
Thiruvananthapuram on all working days between 10:00 Hrs and 15:30 Hrs on payment of Rs.
520 /- (Rupees Five Hundred and Twenty only) to the AO (Cash), RTTC, Thiruvananthapuram
towards the cost of each Tender Document or from www.rttctvm.bsnl.co.in or
www.kerala.bsnl.co.in. If tender documents downloaded from the above mentioned sites are
used, a crossed DD payable at Thiruvananthapuram obtained from any scheduled Bank drawn
in favour of AO (Cash), BSNL, RTTC, Thiruvananthapuram for Rs. 520 /- (Rupees Five
Hundred and Twenty only) towards the cost of tender documents should accompany the sealed
Tender. The last date for sale of Tender Documents is upto 15:00 Hours on 02/03/2012. The
sealed Tender Documents completed in all respects and superscribed as “Tender for
Cleaning and Sweeping works of RTTC Office Buildings and premises” should reach on
or before 15:00 Hours on 03/03/2012 and the tenders will be opened at 15:30 hours on

                             TENDER DOCUMENT
1. On behalf of CMD, BSNL Sealed Tenders are invited by the undersigned to carry out the
    “Cleaning and sweeping works of RTTC Office buildings and premises”.
2. The Sealed Tenders should be addressed to Sri. N.S. Muralikrishnan, DE (Admn),
    RTTC, BSNL, Thiruvananthapuram and should reach on or before 15:00 hrs on
    03/03/2012. Tenders received after 15:00 hrs on 03/03/2012 will not be accepted.
3. The Envelop containing the tender documents should be sealed and superscribed as
    “Tender for Cleaning and Sweeping works of RTTC Office Buildings and premises”.
4. An experience Certificate given by Govt. / PSU organizations should be attached along
    with the tender document.
5. The terms and conditions of the Tender, the details of works to be carried out, Tender
    proforma, Text of Agreement, Pre receipt for refund of EMD and Format of certificate in
    Annexure I, Annexure II, Annexure III, Annexure IV, Annexure V & Annexure VI are
    all enclosures to this Tender Document. Bidder should sign and submit the entire tender
    document.
6. The Tender should be filled up in the prescribed format (Annexure III) only and no other
    forms are to be used for this purpose.
7. The Tenders will be opened at 15:30 hrs on 03/03/2012
8. Earnest Money Deposit (EMD) of Rs. 8000 /- (Rupees Eight Thousand only) shall be
    remitted to the AO (Cash), BSNL, RTTC, Thiruvananthapuram before 12.00 hrs on
    03/03/2012 and the Original receipt attached to the Tender documents, or, an EMD for
    Rs. 8000 /- (Rupees Eight Thousand only) as crossed DD payable at
    Thiruvananthapuram obtained from any scheduled Bank drawn in favour of AO (Cash),
    BSNL, RTTC, Thiruvananthapuram should accompany the sealed Tender.
9. Tenders with rates quoted below the rates as per minimum rates of wages applicable will
    be rejected.
10. The quoted rate contract per month should be shown separately as Basic Wage per
    month, Service Charges, EPF, ESI, and Service Tax (if any applicable). Basic Wage per
    month quoted should be excluding service tax.
11. Tenders without EMD will be summarily rejected and EMD will not bear any interest.
12. Unsealed, incomplete tenders will be rejected.
13. Tenders with over writings / illegible writing are liable for rejection.
14. Tender forms are not transferable and cost of tender documents is not refundable.
15. The PRINCIPAL, RTTC BSNL, Thiruvananthapuram reserves the right to reject any or
    all tenders without assigning any reason.

                                      ANNEXURE I
        (Enclosure to Tender Document letter No. B-228/2012-13/1 dated 09/02/2012)
TERMS & CONDITIONS: -

       The following are the terms and conditions for the Cleaning and Sweeping works of
RTTC Office Buildings and premises (details of which are given in Annexure II) arranged to
be carried out on Contract Basis for a period of ONE year from 01/04/2012 to 31/03/2013.

   A. Administrative Terms & Conditions:-
1. An amount equivalent to the 5% of the Contract Amount for one year should be remitted
   as Security Deposit and an agreement on Rs.100/- stamp paper is to be executed within
   SEVEN days from the date of acceptance of Tender. The text of agreement is given in
   Annexure IV. The Security Deposit will not bear any interest.

2. The Security deposit is payable as a Guarantee for the satisfactory performance of the
   contract. The Security Deposit will be refunded on completion of the work to the
   satisfaction of the competent authority.
3. The period of contract is for ONE year from 01/04/2012 to 31/03/2013, which can be
   curtailed / extended by the Principal, RTTC, Thiruvananthapuram without assigning any
   reason.

4. If necessary, the conduct, character and credibility of the Contractor and his/her workers
   will be verified through Competent Authorities including local Police Authorities.

5. The entrusted works are to be carried out on Contract Basis by the Contractor through his /
   her workers and he / she is solely responsible for carrying out the works successfully and
   satisfactorily.
6. After the acceptance of the contract, if any / all of the terms and conditions of the contract
   is / are violated, the Principal, RTTC, Thiruvananthapuram reserves the right to terminate
   the contract. In such cases, the security deposit amount will be forfeited to the BSNL.

7. The contractor shall maintain all statutory records as may be required from time to time
   under the Contract Labour (R&A) Act 1970 and furnish the same for verification by the
   Employer / Labour Authority as and when required. He shall have a valid license before
   commencement of work, and continue to have the same till completion of the contract. The
   Contractor shall also abide by the provisions of the Child Labour (Prohibition and
   Regulation) Act, 1986.

8. The Earnest Money deposit amount of Rs. 8000 /- (Rupees Eight Thousand only) is liable
   to be forfeited, if the Contractor selected for the work fails to sign the formal agreement on
   a non-judicial stamp paper worth Rs. 100/- ( Rupees One hundred only) within seven days
   from the date of information about their tender being accepted and/or otherwise fails to
   start work within seven days from the date of the Order to commence the work.
9. The Earnest Money Deposit will be forfeited if the contractor fails to commence the work
   as per the letter of award.
10. No sub-contract is permissible. The Principal, RTTC, Thiruvananthapuram reserves the
    right to employ any other contractor under the same terms and conditions and approved
    rates, if the tenderer fails in his obligations or if exigencies arise.

11. The persons deployed by the contractor under the contract shall be employees of the
    contractor for all intents and purposes. The employees deployed by the contractor will be
    under the control and supervision of the contractor. In no case or under any circumstance,
    an employer – employee relationship can be formed or claimed between BSNL / RTTC,
    Thiruvananthapuram and the employees of the contractor. BSNL / RTTC
    Thiruvananthapuram will not be responsible for any dispute between the contractor and his
    employees.
12. The Contractor or his / her workers will not have any claim for any regular / part time /
    casual / any other type of job / employment in any section of RTTC, Thiruvananthapuram
    or in any other Unit/Office of BSNL/DOT in Kerala or any part of the Country.

13. Selection of workers and subsequent assignment of duties to them will be the responsibility
    of the Contractor.

14. Contractor should contact the Caretaker of RTTC, Thiruvananthapuram for necessary
    instructions and guidelines, which should be strictly adhered to. Also, he/she should
    carryout the related works assigned on special occasions. The Contractor may meet SDE
    (Land & Bldgs.) / DE (Admn) after fixing appointments.

15. The Contractor and his / her workers should behave in a proper manner suiting to the
    institution and should not pick up any quarrel with the employees / trainees / inmates /
   visitors of RTTC / Hostel.
16. The tools issued to them for the works must be returned to RTTC after use.

17. The Contractor and his / her workers are liable for checking by the Security personnel of
    RTTC on any date / at any time without prior notice.

18. The frequency of the various works mentioned in Annexure II must be strictly adhered to
    for keeping the hygienic conditions of RTTC Campus and premises in a best manner.
19. The bidder may see the area / location and no claim whatsoever will be entertained for any
    alleged ignorance there of.

20. The bidder should inspect the site and quote the rates after assessing the work requirement.
21. The accepted monthly rates will be paid to the Contractor by Cheque after deducting
    income tax @ 2% plus Surcharge from time to time, based on the amount payable as per
    Sec. 194 (C) of IT Act, by AO (Cash), RTTC, Thiruvananthapuram against producing a
    Stamped and signed receipt of a plain paper by the Contractor and subject to fulfillment of
    “Satisfactory execution of Works” Certificate issued by the Competent Authority of
    RTTC, Thiruvananthapuram.
22. Temporary passes, issued by RTTC to the Contractor and his/her worker, should be used
    for entry into the Campus.
23. The contractor / tenderer should comply the provisions of Labour, Taxation & Welfare
   legislation to this work.
24. Rates payable under the contract are to be indicated by the tenderers. The tenderer must
    ensure that wages to the workers against the contracts should not be lesser than the
    minimum wages as per the Minimum Wages Act, 1948, amended from time to time.
    Payment of wages to the workers must be disbursed in the presence of the authorized
    representative of Principal, RTTC, Thiruvananthapuram latest by 10th day of the
    subsequent month without waiting for his bill to be cleared / paid by BSNL / RTTC,
    Trivandrum.

25. No enhancement in the amount of service charges on any ground will be entertained during
    the currency of the contract.

26. The monthly minimum wage payable to the workers of the contractor shall not be less than
    the one fixed by the appropriate labour authorities.
27. It is mandatory for the contractor to pay minimum wages as fixed by the appropriate labour
    authorities, plus the statutory dues like EPF, ESI, Service Tax, etc. (as applicable). Any
    bidder quoting less than the minimum wages and also not appropriately quoting for these
    charges shall be disqualified at the stage of evaluation.

28. The evaluation of the tenders shall be done on the basis of Basic Wage per month and the
    Service Charges quoted by the tenderer. The average number of working days in month
   may be taken as 26 days
29. The payment on account of enhancement/escalation charges on account of revision in
    minimum wages and statutory payments like EPF/ESI contributions, service tax only by
    the appropriate Govt. (Central/State) from time to time shall be payable by the BSNL /
    RTTC, Thiruvananthapuram to the contractor. Under no circumstance, the amount of
    service charge quoted by the tenderer shall be enhanced during the currency of the
    contract.
30. Twenty-Eight (28) man-hours are required between 7:00hrs to 11:00hrs on all working
    days and Sundays, excluding Telecom Holidays second Saturdays. If any Telecom Holiday

   falls on Sunday, contractor should arrange workers on such Sundays. In addition, Eight (8)
   man-hours are required between 09:00 to 17:00 hrs on all working days, excluding
   Sundays and Telecom Holidays.
31. If the date of opening of tender is declared as a holiday for any reason, automatically the
    next working day will be the last day for receipt / opening of the tender with the same
    timings.

32. Tenders with over-writings or illegible writing are liable for rejection. The tender should
    be submitted without erasure, overwriting, scoring off etc. If any correction is necessary
    the same should be made after scoring out the old entry. All the corrections should be
    duly attested with full signature by the tenderer. Any ambiguity will lead to invalidation of
   the tender. In case of difference between the rates quoted in figure & words, the rates in
   words will be taken as correct. Each page of the Tender document / Annexure / Rate
   proforma / enclosures should be signed and dated.
33. The contractor should have minimum of TWO years experience in Cleaning and sweeping
    work in Central Govt / State Govt / PSU. Experience certificate from Govt. / PSU
    organizations should be attached along with the tender.

34. PAN (Income tax) should be furnished in the each month bill claim.
35. If service Tax is payable in addition to the rate, it should be quoted accordingly in the
    Annexure III. 5. The basic wage per month quoted should not be inclusive of service
    charges / service tax.

36. Deduction of Income Tax/Tax Deduction at Source and any other Govt. Taxes, as
    applicable from time to time, shall be deducted from monthly bills of the Contractor.
37. If the contractor is claiming Service Tax, Service Tax Registration number to be furnished
    in each month’s claim (each month’s bill) and service tax should be shown separately. The
    monthly bill should contain all the details prescribed under 4A(2) of Service Tax Rules.
38. The Evaluation and comparison of responsive bids shall be done on the basis of net cost to
    BSNL on the rate quoted by the bidder. i.e., total amount per month but excluding Service
    Tax and Cess.

39. Pre-receipt for refund of EMD (Annexure V) should be filled in completely and submitted
    along with the tender documents. EMD will be refunded only after the finalization of the
    tender.
40. The firm should have telephone facilities round the clock.

41. The firm should have its own head office / branch office locally in Kerala, preferably at
    Trivandrum.

  B. Tender Cancellation, levying of Fine & Other Miscellaneous Terms &
                                          Conditions:
1. No works mentioned in Annexure II should be kept pending / undone / partially done / on
   the plea of personal liabilities / inconveniences or any other reasons as expressed by the
   Contractor. In such cases the Contractor is fully responsible for getting the works done
   satisfactorily through alternate arrangements for which no additional rates will be paid.

2. If the above mentioned arrangement fails and whenever the entrusted works are seemed to
   be done unsatisfactorily a fine of Rs. 300/- (Rs. Three Hundred) per day per worker will be
   levied on the Contractor by the Competent Authority of RTTC and will be deducted from
   the monthly payments.

3. If the works mentioned in Annexure II are not carried out on any day / at any time as per
   the specified frequencies the Contract will be cancelled. Also the Contractor’s Security
   Deposit will be forfeited to the BSNL.
4. If repeated complaints are received from the trainees and staff about the cleanliness of
   classrooms, bathrooms & toilets, common areas and premises, the contract will be
   cancelled and the contractor will be blacklisted.
5. The contractor shall be required to maintain permanent attendance register/roll, within the
   building premises, which will be open for inspection and checking by the authorized
   officers of RTTC, Thiruvananthapuram.

6. The Principal, RTTC, Thiruvananthapuram reserves the right to cancel/terminate the
   contract at any time during the currency of the contract after giving one month’s notice to
   the contractor. The contractor on his part will have to give two months’ notice.
7. The Security Deposit so deposited shall be liable to be forfeited or appropriated in the
   event of unsatisfactory performance of the Contractor and/or loss/damage, if any, sustained
   by the RTTC, Thiruvananthapuram on account of the failure or negligence of the workers
   deployed by him or in the event of breach of the agreement by the Contractor.
8. In case of any dispute or difference of opinion, the PRINCIPAL, RTTC,
   Thiruvananthapuram will be the sole Arbitrator and his decision is final.
9. If the Contractor violates any of these terms and conditions, the Contract will be cancelled
   and the Security Deposit will be forfeited to BSNL.
10. Provisions of EPF & Misc. Provisions Act 1952 & Employees Provident Fund Scheme
    1952 should be complied by the contractor in respect of Labourers / workers engaged by
    him for performing the works.
11. Each claim bill of contractor must accompany the (i) list showing the details of labourers /
    employees engaged, (ii) duration of their engagement, (iii) the amount of wages paid to
    such labourers / employees for the duration in question, (iv) amount of EPF contributions

   (both employer’s & employees’ contribution) for the duration of engagement in question,
   paid to the EPF authorities, (v) copies of authenticated documents of payments of such
   contribution to EPF authorities and (vi) a declaration from the contractor regarding
   compliance of the conditions of EPF Act 1952.

12. The contractor shall submit the proof of having deposited the amount of contribution
    claimed by him on account of ESI & EPF towards the persons deployed at RTTC,
    Thiruvananthapuram in their respective names before submitting the bill for the subsequent
    month. In case the contractor fails to do so, the amount claimed towards ESI & EPF
    contribution will be withheld till submission of required documents.
13. The amount of contribution towards ESI/EPF should be deposited with the ESI/EPF
   authorities/offices preferably at Trivandrum.
14. The EPF number allotted to individual workers deployed at RTTC, Trivandrum, along
    with their names should be submitted by the contractor within TWO months of the
    commencement of the contract. In case the contractor fails to do so, the bills will be
    withheld and no payment will be made till submission of the document mentioned above.
15. The contractor shall deploy his persons in such a way that they get weekly rest. The
    working hours / leave, for which the work is taken from them, do not violate relevant
    provisions of Shops and Establishment Act. The contractor shall in all dealings with the
    persons in his employment have due regard to all recognized festivals, days of rest and
    religious or other customs. In the event of a contractor committing a default or breach of
    any of the provisions of the labour laws including the provisions of Contract Labour
    (Regulation and Abolition) Act, 1970 as amended from time to time, or furnishing any
    information, or submitting or filing any statement under the provisions of the said
    regulations and rules which is materially incorrect, they shall without prejudice to any
    other liability, pay to the BSNL / RTTC, Thiruvananthapuram a sum as may be claimed
    by BSNL / RTTC, Trivandrum.

16. Provision of various Labour, taxation, Welfare and other statutes applicable to this work
    should be complied by the contractor. The contractor must possess a valid
    registration/licence from the appropriate labour authority. The contractor has to follow the
    provisions of various labour laws like Contract Labour (Regulation & Abolition) Act 1970,
    Minimum Wages Act and rules and orders made there under as applicable to such contract
    workers engaged by Central Govt. / State Govt.

17. The contractor should ensure that the rates quoted are according to the minimum rates of
    wages. The successful contractor shall ensure that persons employed by him are paid the
    minimum wages as stipulated and revised from time to time under Minimum Wages Act,
    1948. In this regard, the contractor should also ensure that statutory records are maintained
    and shall be made available whenever required by RTTC, Thiruvananthapuram or by
    Central / State Govt. authorities.

18. The contractor should disburse the payment of wages to the contract workers employed by
    the contractor, and the principal employer has to depute his representative to be present
    and sign the payment register in token of having disbursed the salary in his presence by the
    contractor. Hence the contractor shall distribute the payment to the workers in the presence
    of a representative nominated by the Principal, RTTC, Thiruvananthapuram.
19. The contractor shall at his own cost, if required take necessary insurance cover in respect
    of the works done by the persons provided by him and shall comply with the statutory
    provisions of Contract Labour (Regulation & Abolition) Act. 1970; Employees State
    Insurance Act; Workman’s compensation Act, 1923; Payment of Wages Act, 1936; The
    Employees Provident Fund (and Miscellaneous Provisions) Act 1952; The Payment of
   Bonus Act, 1965; The Minimum Wages Act. 1948; Employer’s Liability Act.1938;
   Employment of Children Act. 1938 and/or any other Rules/regulations and/or statutes that
   may be applicable to them and shall further keep the BSNL / RTTC, Thiruvananthapuram
   indemnified from all acts of omission, fault, breaches and/or any claim, demand; loss;
   injury and expenses arising out from the non-compliance of the aforesaid statutory
   provision. Contractor’s failure to fulfill any of the obligations hereunder and/or under the
   said Acts, rules/regulations and/or any bye-laws or rules framed under or any of these the
   BSNL / RTTC, Thiruvananthapuram shall be entitled to recover any of the such losses or
   expenses which it may have to suffer or incur on account of such claims, demands, loss or
   injury from the contractor’s monthly payments.

20. The contractor shall make payment of wages, etc., to the persons so deployed in the
    presence of representative of the Principal, RTTC, Thiruvananthapuram and shall on
    demand furnish copies of wage register etc. to RTTC, Thiruvananthapuram for having paid
    all the dues to the persons deployed by him for the work under the contract. This obligation
    is imposed on the contractor to ensure that he is fulfilling his commitments towards his
    employees so deployed under various Labour Laws, having regards to the duties of RTTC,
    Thiruvananthapuram in this respect as per the provisions of Contract Labour (Regulation
    and Abolition) Act, 1970. The contractor shall comply with or cause to be complied with
    the Labour regulations from time to time in regard to payment of wages, wage period,
    deductions from wages, recovery of wages not paid and deductions unauthorizedly made,
   maintenance of wages book, wage slip, publications of scale of wages, and terms of
   employment, inspection and submission of periodical returns.

21. At any time during the continuation of the contract, if it is observed that the contractor is
    not complying with the provisions of the contract or other provisions of various Labour
    and other Acts applicable, the contract may be terminated by the Principal, RTTC,
    Thiruvananthapuram by giving one month notice.
22. The contractors / bidders should certify that there is no any legal dispute against him in any
    court of law in relation to the labour disputes and the contractor or his agency is not
    blacklisted either by Central Govt., State Govt. or by any Public / Private organization.

23. Any compensation for disengagement on account of death, disability of any worker
    deployed at BSNL / RTTC, Thiruvananthapuram, even if such disability manifests after
    the termination of the contract shall be contractor’s exclusive liability.
24. Tenders that do not fulfill all or any of the above conditions or are incomplete in any
    respect are liable to be rejected.
25. The Principal, RTTC, Thiruvananthapuram does not bind himself to accept the lowest
    tender or any tender and reserves to himself the right of accepting the whole or any part of
    the tender without assigning any reasons and the tenderer shall be bound to comply with
    the same at the rates quoted.
26. Canvassing in any forms in connection with the tender is prohibited and the tenders
   submitted by the contractor(s) who resort to canvassing are liable for rejection.

   C. INDEMNIFICATION
1. The contractor shall keep the BSNL / RTTC, Thiruvananthapuram indemnified against all
   claims whatsoever in respect of the employees deployed by the contractor. In case any
   employee of the contractor so deployed enters in dispute of any nature whatsoever, it will
   be the primary responsibility of the contractor to contest the same. In case BSNL / RTTC,
   Thiruvananthapuram is made party and is supposed to contest the case, the BSNL / RTTC,
   Thiruvananthapuram will be reimbursed for the actual expenses incurred towards Counsel
   fee and other expenses, which shall be paid in advance by the contractor to BSNL / RTTC,
   Thiruvananthapuram on demand. Further, the contractor shall ensure that no financial or
   any other liability comes on the BSNL / RTTC, Thiruvananthapuram in this respect of any
   nature whatsoever and shall keep the BSNL / RTTC, Thiruvananthapuram indemnified in
   this respect.

2. The contractor shall further keep the BSNL / RTTC, Thiruvananthapuram indemnified
   against any loss to the property and assets in the RTTC Campus, caused by the workers
   employed by the contractor. The BSNL / RTTC, Thiruvananthapuram shall have further
   right to adjust and/or deduct any of the amounts as aforesaid from the payments due to the
   contractor under this contract.
   D. PENALTIES/LIABILITIES
1. The contractor shall be responsible for faithful compliance of the terms and conditions of
   this agreement. In the event of any breach of the agreement, the same may be terminated
   and the security deposit will be forfeited and further the work may be got done from
   another agency at the risk and cost of the first contractor.

2. If the arrangement as per the contract fails and whenever the entrusted works are seemed
   to be done unsatisfactorily a fine of Rs. 300/- (Rupees Three Hundred only) per day per
   worker will be levied on the Contractor by the Competent Authority of RTTC and will be
   deducted from the monthly payments.

3. If the contractor violates any of the terms and conditions of this agreement or commits any
   fault or their services are not to the entire satisfaction of officer in charge of BSNL /
   RTTC, Thiruvananthapuram authorized by the Principal, RTTC, Thiruvananthapuram in
   this behalf, a penalty leading to a deduction upto a maximum of 10% of the total amount
   of bill for a particular month will be imposed.
4. The security deposit shall be liable to be forfeited or appropriated in the event of
   unsatisfactory performance of the contractor and/or loss/damage if any, sustained by the
   BSNL / RTTC, Thiruvananthapuram on account of the failure or negligence of the workers
   deployed by him or in the event of breach of the agreement by Contractor.

   E. ARBITRATION
1. In the event of any question, dispute/difference arising under the agreement or in
   connection herewith (except as to matters the decision of which is specially provided under
   this agreement) the same shall be referred to the sole arbitration to Principal, RTTC,
   Thiruvananthapuram or his nominee.
2. The award of the arbitrator shall be final and binding on the parties. In the event of such
   arbitrator to whom the matter is originally referred is being transferred or vacating his
   office or resigning or refusing to work or neglecting his work or being unable to act for
   any reason whatsoever, the Principal, RTTC, Thiruvananthapuram shall appoint another
   person to act as arbitrator in place of the out-going arbitrator in accordance with the terms
   of this agreement and the persons so appointed shall be entitled to proceed with the
   reference from the stage at which it was left by his predecessor.

3. The Arbitrator may give interim award(s) and/or directions, as may be required.
4. Subject to the aforesaid provisions, the Arbitration & Conciliation Act, 1996 and the rules
   made hereunder and any modification thereof from time to time being in force shall be
   deemed to apply to the arbitration proceedings under this clause.

                                       (Scope of Work)
  Details of Sweeping and Cleaning works to be carried out on Contract Basis in RTTC
                             Office Buildings and premises
   (Administrative, Institutional, Laboratory Blocks, Auditorium, Common areas and
                                 premises in RTTC Campus)

 I. Contractor's Obligations

       The contractor shall provide the Cleaning coverage at RTTC, Thiruvananthapuram as
   per Annexure II.

1. On taking over the responsibility of keeping clean the RTTC, Thiruvananthapuram
   Campus, the Contractor shall formulate the mechanism and duty assignment of personnel
   in consultation with SDE (Land & Building) / JTO (Campus) / Care Taker. The Contractor
   shall further be bound by and carry out the directions/instructions given to him by the
   Principal, RTTC, Thiruvananthapuram or the officer designated by the Principal in this
   respect from time to time.

2. The persons so deployed shall remain under the control and supervision of the Contractor
   and the Contractor shall be liable for payment of their wages etc. and all other dues, which
   the Contractor is liable to pay under various Labour Regulations and other statutory
   provisions.

3. The Contractor at his own cost has to provide uniforms / appropriate dress, rain coats, hand
   gloves, boots, protective equipments during work etc. and BSNL / RTTC, shall have no
   liability whatsoever on this account. The uniform shall be approved by the Principal,
   RTTC, Thiruvananthapuram.

4. The tools and other materials / items issued for the works must be returned to RTTC,
   Thiruvananthapuram after use.

II. Details of cleaning works to be carried out
  (A) Total area to be cleaned (approx) -         14000 Sq. M
     (The area mentioned above is an approximation. The bidder for his assessment, before
     submission of the tenders, may inspect actual area.)

  6. Mopping of corridors & staircase with wet cloths – Daily
  7. Mopping of rooms and classroom          - Once in 3 days
  8. Washing of floors and rooms     - Once in a month
  9. Sweeping, dusting, cobweb removal, } Once in a month &
  10. mopping of the floor of Auditorium } before meetings / functions
  11. Auditorium should be cleaned before and after the functions /meetings
  12. After removing cobwebs, the room and furniture should be dusted and cleaned
  13. The food waste from canteen, ladies rooms, waiting rooms and              other
      places should be collected and put into the Biogas plant.
  14. The tiled portion of bathrooms and toilets should be cleaned with powder/glass
      cleaner – Once a month
  15. The glass panes / doors in the buildings should be cleaned with glass cleaners –
      Once in a month
  16. Railing of staircases should be cleaned once in a week.

  (C) For External Area
  1. Sweeping & cleaning of all roads surrounding the office buildings, Holiday
      home, IQ and Staff Quarters - daily
  2. Cleaning of rainwater drains / drainage – Once in a week / as and when
     required
  3. Cleaning of fire buckets/extinguishers, replenishing fire buckets with fresh
     water & sand – Once in a month
  4. Cleaning of the waste from sunshades, balconies – Once in a week / as and
     when required

      5. As and when required as per the instruction of SDE (L&B) / JTO (Campus)
         / Caretaker.


          b)    Cobweb removals
      Removing cobwebs from all the places mentioned under (a) above once in a week
      during holidays, Saturdays and Sundays & subsequent cleaning of floors and furniture.


         c)    Ladies Dormitory Cleaning
      1. Floor Sweeping and wiping of furniture – Daily once
      2. Removal of Wastage-Daily once
      3. Replace all bed sheets with fresh ones as and when required.


         d)     Canteen Cleaning: -
      1. Washing and cleaning of all tiled portions, floors of kitchen, platform,
         pillars, dining hall, tables, benches etc, with cleaning powder after Office
         Hours or at the end of Canteen Business-Daily Once
      2. Removal of wastage from the canteen and its surroundings – daily
         once/twice as the case may be.

(F)      External Sweeping-with the help of Road broom-sticks


      1. Daily Sweeping and cleaning of Main Approach Roads from RTTC entrance gate
         upto the end of Bus shed near the Lab Blocks, side roads branching from
         Auditorium upto the Transformer and substation sides and all the other roads/areas
         surrounding the RTTC Blocks, Inspection Quarters, Holiday Home, Auditorium,
         Staff Quarters Area and colony including the open wire structures adjacent to the
         Canteen.
      2. Removal of wastage from the Rainwater & Drainage Channels (Oda) on both sides
         of the approach roads and on the side of the RTTC Quarters area-Once in a week.


(G)      Other works


         1. Complete sweeping of Corridors, Staircases, Scooter sheds and other common
            places in the Staff Quarters – Once in a week in a cyclic order so that all the
            quarters area will be covered.
         2. Wiping and cleaning of all glass panes/glass windows, furniture – once in a
            week during holidays.
         3. Cleaning of Fire Buckets and Extinguishers, replenishing with fresh water and
            sand – once in a month
         4. Wiping of Water Coolers and simple maintenance of back flushing – Once in a
            month
         5. Removing waste from roof of sunshades, cycle stands and connecting corridors
            – Once in a week
         6. Cleaning the entire nameplates, information and notice boards – Once in a
            month
         7. Filling up of water in all the earthen pots and water filters: Daily

         only with effect from 01/04/2012 to 31/03/2013 and can be curtailed or extended

      3) The Contractor also agrees that any other entrusted works related to Cleaning and
         sweeping of RTTC Office Buildings and premises which are not specified in the

         warranting any additional remuneration.
      4) The Contractor also agrees that violation of the Terms and conditions as given in
         Annexure I to the work Award Letter will result in termination of the Contract and
         forfeiture of the Security Deposit to the BHARAT SANCHAR NIGAM LIMITED.
