The MP Geo-spatial Data Centre, Survey of India, JABALPUR invites sealed Tenders for
Construction of Ground Control Points (GCPs) as per the details furnished in Annexure
‘A’ attached.

2.0      CONSTRUCTION OF GROUND CONTROL POINTS (GCPs)

         Specifications for the construction of Ground Control points and Diagram giving
         the dimensions and design of the pillar, platform and fencing etc. are enclosed as
         Annexure ‘B’ and ‘C’ respectively.


3.0      TERMS & CONDITIONS

         (i)    The tender will be submitted in sealed cover duly marked as ‘TENDER
                FOR CONSTRUCTION OF GROUND CONTROL POINTS DUE ON
                - -2005 (1400 Hrs)”

         (ii)   The tender duly signed by the tenderer must be addressed to the

                Centre, Survey of India, Survey Colony, Vijay Nagar, Jabalpur –
        482002 (MP) and not to any individual by name and must be dropped in
        the tender box kept in the office of the The Additional Surveyor General,
        Madhya Pradesh Geo-spatial Data Centre, Survey of India, Survey
        Colony, Vijay Nagar, Jabalpur – 482002 (MP) upto 1400 Hrs. on - -
        2005, if submitted personally. Each page of the tender must be signed by
        the tenderer.

(iii)   The The Additional Surveyor General, Madhya Pradesh Geo-spatial Data
        Centre, Survey of India, Survey Colony, Vijay Nagar, Jabalpur –
        482002 (MP)hall not be responsible for any postal delay or non receipt of
        any tender by the due date and time for any reasons whatsoever.

(iv)    Rates quoted should be NET & Complete which should include all
        charges i.e. cost of materials used, labour and other charges such as for
        arranging water, electricity and other equipments etc. as may be required
        for the purpose.

(v)     (a)    The materials such as cement, mortar, tiles, angle iron, barbed wire
               etc. which are to the used should be of ISI marked quality / good
               quality.

        (b)    The make of item to be used should be specifically mentioned in
               the tender and the originality of the material must be ensured. The
               Officer Incharge will check the quality on the spot and can reject if
               the quality of the material is not conforming to the quality of the
               items quoted in the tender.

        (c)    The Bricks which are to be used should be well burnt,
               homogeneous in texture, regular in shape and size. Sample shall
               be approved by the Officer Incharge of work.

(vi)    Only those contractors should respond who are registered with CPWD,
        Railways, MES, P&T Deptt., State PWD or those who have successfully
        carried out civil work for Central and State Govt. Deptt. Documentary
        evidence regarding their credentials are to be submitted alongwith the
        tender.

(vii)   The intending tenderer may contact the Officer Incharge of work for
        getting related information of site etc., may examine the location
        alongwith its surroundings and clarify all doubts pertaining to technical
        details etc. if any, before submission of tender.
(viii) The complete execution of job is required to be completed within 2
       months.

(ix)    The successful contractor shall submit a detailed programme of execution
        of jobs alongwith bar-chart within ten days from the date of award of
        contract.

(x)     The contractor shall fully comply with all orders and directions of the
        local administration or municipality and abide by their rules and
        regulations.

(xi)    The contractor shall take all precautions to avoid accident by exhibiting
        necessary day and night caution boards, speed limit boards, flags, red
        lights & provide barriers etc. He shall be responsible for all damages and
        accidents caused due to any negligence in this regard. He shall also ensure
        that no hindrance is caused to thorough fare during the execution of work.

(xii)   The Contractor shall see the approaches and conditions at the work site.
        In case of carriage of material etc. to the work site on any approach from
        road is required or an existing approach is to be improved, the same shall
        be done and maintained by him at his own cost.

(xiii) In the beginning one monument as per the diagram and specification
       attached/mentioned in the job order has to be constructed and got
       approved. After approval of the construction of first monument, the
       remaining construction is to be taken up.

(xiv) In case the first monument is not approved by the Survey of India
       authorities, then the job order given will be cancelled and security deposit
       will be forfeited.

(xv)    The Tender must be accompanied by Earnest money @ 3% of the
        tendered value, in the shape of Demand draft/FDR/Call Deposit of any
        Nationalize Bank in favour of Establishment and Accounts Officer,
        Madhya Pradesh Geo-spatial Data Centre, Survey of India, Survey
        Colony, Vijay Nagar, Jabalpur – 482002 (MP) payable at Jabalpur.
        Latest Income Tax clearance certificate must also accompany the tender.

(xvi)   Earnest money is liable to be forfeited if the tenderer withdraws or
        amends, impairs or derogates from the tender in any respect within the
        period of validity of this tender.

(xvii) The Tender shall remain valid for a period of six months from the date of
       opening of the tender.

(xviii) Before the job order is placed on the successful contractor an agreement
        will have to be signed at his cost on proper stamp paper as per proforma
        given in Annexure ‘D’.
(xix)   The successful tenderer will have to furnish alongwith the agreement a
        security deposit @ 10% of the value of the order/contract in the form of
        Demand Draft/Fixed Deposit receipt/Term Deposit Receipt/Bank
        Guarantee of any Nationalized Bank in favour of Establishment and
        Accounts, Madhya Pradesh Geo-spatial Data Centre, Survey of India,
        Survey Colony, Vijay Nagar, Jabalpur – 482002 (MP) valid for one year
        from the date of letter of intent with a provision of its further
        extension/revalidation. For those tenderers who wish to submit Bank
        Guarantee as security Deposit, should furnish the same in the prescribed
        form attached as Annexure ‘E’.

(xx)    If the successful tenderer fails to furnish the security deposit then the
        whole earnest money will be forfeited.

(xxi)   The successful contrator will furnish full nomenclature of the items used
        while incorporating the abstract on the final bill. Payment will only be
        released after successful execution of the contract pertaining to
        construction job as per specifications of job order and on certification by
        the Officer Incharge of work to that effect as given below.

(xxii) The The Additional Surveyor General, , Madhya Pradesh Geo-spatial Data

       482002 (MP) reserves the right to reject any or all tenders without
       assigning any reason. Disputes if any, will have legal jurisdiction at
       Jabalpur only.

                                                                                 ANNEXURE ‘B’

  SPECIFICATIONS FOR THE CONSTRUCTION OF GROUND CONTROL POINTS

(1)    The main pillar of dimension 1m X 1m X 1m has to be constructed on firm
       ground with cement, sand and concrete of ratio 1:2:4. Forced Centering Device (FCD)
       has to be fixed centrally in the pillar with two lower mark stones of O mark, vertically
       below the F.C.D. at suitable distances in the concrete pillar. Whole construction has to
       be done under the supervision of SOI representative. The pillar has to be 0.70 m below
       the ground level and 0.30 m above the ground level (i.e. 0.70 m in the earth).

(2)    The forced centering device should be fixed vertically above the lower mark stones upto
       white circular ring marked on the forced centering device, in the cement concrete
       pillar of dimension 20 cm X 20 cm X 20 cm centrally over the main 1 m X 1 m X 1 m
       concrete pillar. This 20 cm X 20 cm X 20 cm pillar will have 4 iron rods of 5 mm
       thickness & 60 cm in length tied up with iron rod of 5 mm thickness keeping 40 cm
       below the upper surface of the main pillar so that above small pillar cannot be removed
       easily from the surface of the main pillar.

(3)    The above pillar will be surrounded by a platform made of cement and stones of
       dimension 3 m X 3 m X 0.3 m surrounded with brick and cement wall of 0.25m width
       and 0.50m high (0.20m under earth and 0.30m above ground level). The marble tiles of
       size 30 cm X 30 cm will be fixed on the upper surface of the main pillar.

(4)    Angle iron rod or fancy cement pillar of 0.60 m height has to be fixed at all the four
       corners and at a spacing of 0.60 m in between the corners with a fancy chain, hanging on
       the pillars.

(5)    An 8m x 0.3m x 0.3m concrete foundation runs around the perimeter. Over the
       foundation there is a 0.9m brick wall. Over the brick wall there is a 0.9m barbed wire
       fencing.

(6)    A gate made of angle iron of dimension 1m X 1.80m with locking system has to be fixed
       on a suitable corner of the fencing.

(7)    All the iron fixtures have to be painted with antirust paint and good quality of black paint.

(8)    The outer wall of platform will be covered with mosaic tiles.

(9)    A notice board of size 1m X 0.60m has to be fixed on the fencing at a proper place, with
       details and warnings regarding the Ground Control Point. The Notice board has to be
       painted in dark yellow colour and write up in black paint.

(10)   For the dimensions and design of the pillar, platform and fencing etc. figure of the
       monument is enclosed h/w.

Note :- The force centering device (FCD) will be supplied by the regional G.D.C., Survey of
        India (through G & R B).

                                                                                  ANNEXURE ‘D’
                                          AGREEMENT


       This agreement is made on this ____________________day of _______________
between President of India acting through Ministry of Science and Technology and represented
by Addl. Surveyor General, Madhya Pradesh Geo-spatial Data Centre, Survey of India, Survey
Colony, Vijay Nagar, Jabalpur – 482002 (MP) hereinafter referred to as “SOI Jabalpur” on the
one part and M/S ____________________________________________, its heirs / successor
with registered office _______________________________ hereinafter referred to as the
“Contractor” for the other part, whereby the Contractor agrees to supply the under mentioned
articles at costs mentioned against them, viz :-

And on the terms and conditions hereinafter mentioned viz. :-

(a)    that all stores shall be delivered free at the construction site by the Contractor.

(b)    that all stores supplied shall be new and of good quality and in exact accordance with the
       sample submitted.

(c)    That the inspection of the stores shall be carried out by the Addl. Surveyor General,
       Madhya Pradesh G.D.C. himself or by a Gazetted Officer deputed by him at the place
       mentioned in para (a) above and that the stores rejected must be removed by the
       contractor within a week from the date of rejection. All stores not accepted shall lie at
       the risk of the contractor. If not removed within the period specified above the
       Government shall have the right to dispose of such stores as he thinks fit at the risk of the
       contractor and on his account or if he prefers to charge him rent for the space occupied by
       same.

(d)    that the time for delivery stated above shall be of the essence of the contract and should
       the contractor fail to deliver the whole / any part of the stores within the period specified
       in clause (a) and up to sample, the …………… shall have the right to forfeit the deposit
       mentioned in clause (f) and to purchase the stores elsewhere which the contractor has
       failed to deliver as aforesaid at the expenses of the contractor and the contractor will be
       liable to pay such further sum as will be sufficient to meet the difference of cost between
       the rates tendered and those at which the purchases are actually made should they be
       higher. This is without prejudice to action being taken under clause (h) hereof.

(e)    that the ………………….. shall have full power to reject the whole or any part of the
       stores which to the true intent and meaning is not in exact accordance with the approved
       sample and that his decision shall be final.

(f)    that the contractor will deposit a sum of Rs. ………… as security for compliance with the
       tems and conditions of this contract.

(g)    that the contractor will be entirely responsible for the execution of this contract in all
       respect in accordance with the conditions of this contract and shall not assign or sub-let
       the same.

(h)    if the contractor becomes insolvent or he or his Agent offers any bribe in
       connection with the contract or the contractor fails to observe or perform any condition of
       this contract then notwithstanding any previous waiver of such default or action being
       taken under any other clause hereof the …………….. may on behalf of the Government
       terminate the contract and forfeit the said deposit and recover from the contractor any
       loss suffered by the Government on account of the contract being terminated.

(i)    if any dispute or difference shall arise including this contract the settlement of which is
       not here-in-before provided for the same shall be referred to the arbitration of the
       Surveyor General to the Government of India or if he is unable or unwilling to act as an
       Arbitrator to the Arbitration of any person nominated by him in writing and the decision
       of such Arbitrator shall be final and binding on the parties to this contract.

                                                                              ANNEXURE ‘E’
                                    BANK GUARANTEE


       In consideration of the President (hereinafter called “the Government”) having agreed to
exempt _________________________________ (hereinafter called ‘the said Contractor(s)’
from the demand, under the terms and conditions of an Agreement dated
__________________________ made between __________________ and ___________ for
construction of GC Points (hereinafter called “the said Agreement”), of security deposit for the
due fulfillment by the said Contractor(s) of the terms and conditions contained in the said
Agreement, on production of a Bank Guarantee for Rs. __________ (Rupees
____________________________________________ only). We, (indicate the name of the
Bank) _______________________________________ hereinafter referred to as “the Bank”) at
the request of ___________________________________ Contractor(s) do hereby undertake to
pay to the Government an amount not exceeding Rs. ______________ against any loss or
damage caused to or suffered or would be caused to or suffered by the Government by reason of
any breach by the said Contractor(s) of any of the terms and conditions contained in the said
Agreement.

2.     We (indicate the name of the Bank) __________________________________ do hereby
undertake to pay the amounts due and payable under this Guarantee without any demur, merely
on a demand from the Government stating that the amount claimed is due by way of loss or
damage caused to or would be caused to or suffered by the Govt. by reason of breach by the said
Contractor(s) failure to perform the said Agreement. Any such demand made on the Bank shall
be conclusive as regards the amount due and payable by the Bank under this Guarantee.
However, our liability, under this Guarantee shall be restricted to an amount not exceeding Rs.
__________________.

3.     We undertake to pay to the Government any money so demanded notwithstanding any
dispute or disputes raised by the contractor(s)/supplier(s) in any suit or proceeding pending
before any court or Tribunal relating thereto; our liability under this Guarantee being absolute
and unequivocal.

         The payments so made by us under this Guarantee shall be a valid discharge of our
liability for payment thereunder and the contractor(s) shall have no claim against us for making
such payment.

4.       We, (indicate the name of the Bank) ___________________________ further, agree that
the Guarantee herein contained shall remain in full force and effect during the period that be
taken for the performance of the said Agreement and that it shall continue to be enforceable till
all the dues of the Government under or by virtue of the said Agreement have been fully paid and

Department / Ministry of __________________________________________________ certifies.

that the terms and conditions of the said Agreement have been fully and property carried out by
the said contractor(s) and accordingly discharge this Guarantee. Unless a demand or claim under

we shall be discharged from all liability under this Guarantee thereafter.

with the Government that the Government shall have the fullest liberty without our consent and
without affecting in any manner our obligations hereunder to vary any of the terms and

time to time or to postpone for anytime or from time to time any of the powers exercisable by the
Government against the said contractor(s) and to forbear or enforce any of the terms and
conditions relating to the said agreement and we shall not be relieved from our liability by reason
of any such variation, or extension being granted to the said Contractor or for any forbearance,
act or commission on the part of the Government or any indulgence by the Government to the
said contractor(s) or by any such matter or thing whatsoever which under the law relating to
sureties would, but for this provision, have effect of so relieving us.

6.     This Guarantee will not be discharged due to the change in the constitution of the Bank or
the Contractor(s)/Supplier(s).

undertake not to revoke this guarantee during its currency except with the previous consent of
the Government in writing.
