Explanatory Notes for Economic Impact Template
Purpose of the template DTED performs an economic impact analysis of funding proposals to help the Assessment Panel form its recommendations. The template provides a structured and relatively simple means by which applicants are able to provide the information required for the economic impact analysis. Explanation of the information requirements The template is designed to gather the following information: • Details of the expenditure cashflows associated with the project – The applicant should provide a detailed list of the expenditure elements factored into the projected budget of the proposal. A brief description should be provided to convey the purpose of the expenditures. The list of expenditure elements must include expenses that the entity will incur during the start-up/investment phase of the project such as the costs of constructing buildings and infrastructure, and purchases of capital equipment. It must also include any ongoing/operating expenses that would be incurred over time through running a business, such as employee wages, utilities fees, audit fees, and the costs of buying raw materials. All future dollar-figures should be presented without inflation factored into them – if an allowance has been made for inflation, the applicant must explain the inflation assumptions that have been used. All dollar-figures should also be GST exclusive. Details of the employment created directly by the project – The applicant should provide the number of new full-time equivalent workers that will be employed directly by the entity if the project proceeds. A full-time equivalent worker generally equates to 37-40 hours per week.
