     Bathinda from the experienced DOT/BSNL/MTNL/PSU/State/Central Govt. contractors for up-gradation
     of outdoor plant including sub office fitting and to make area pole less using 5 pair cable and errection of 5
     pair DPs , laying u/g Cable and its associated work in Bathinda SSA as per the following details:-

     1. Tender should be submitted in the following manner:
     (A) WAX/tape sealed envelope marked “A” (Technical Bid) should contain.
         The complete tender forms separate for each ZONE along with the tender forms/documents should be submitted
         duly filled in as specified in different clauses and signed along with the following documents
         (i)       Attested Copy of PAN should be attached.
         (ii)      E/M DD in original as explained in clause 3.
         (iii)     Attested copy of “Experience of satisfactory completion of two L&W or u/g cable laying) works in
                   BSNL/DOT/MTNL/PSU/State/Central Govt. as per detail should be attached.
               Firms / Contractors who have got experience of work of
      1. For Zone A To D, Except B - Satisfactorily completion of two L&W or U/G Cable works in
          BSNL/DOT/MTNL/PSU/State/Central Govt issued by class-I officer as proof of experience each costing not less
          than Rs. 8 Lacks during the last five years.
      2. For       Zone-B:      Satisfactorily     completion      of     two    L&W       or    U/G    Cable    works      in
          BSNL/DOT/MTNL/PSU/State/Central govt. issued by class-I officer as proof of experience each costing not less
          than Rs. 3 Lacks during the last five years
          For the Satisfactorily completion of work as required above it has to be established by the bidder that he has
          completed at least 90% of the work awarded to him, successfully and well in time. The confirmation will be issued
          by the officer not below the rank of DE and will clearly indicate the detail as below completed successfully with in

Note:        All the documents as above are mandatory to be submitted with the tender document.
         Tender submitted without these documents shall be summarily rejected.
         (B)     2nd WAX/tape sealed envelope marked “B” (Financial bid) should contain the schedule of
                 rates duly filled and signed. The rate quoted includes all taxes except service tax (Section-8
                 along with schedule of rates for Zone…………..).
         (C)     Both the above envelope “A” & “B” should be placed in a third envelope super scribed as “ Up-
                 gradation of outdoor plant including sub office fitting and to make area pole less using 5 pair
                 cable And errection of 5 pair DPs, laying of u/g cable and it’s associated work in
                 ________________(Name of Zone) Bathinda SSA” & wax/tape sealed. Financial bid of
                 only those bidders will be opened whose technical bid is found in order. Date of
                 Opening of financial bid will be informed to the successful bidder separately after
                 evaluation of technical bid. In case of any dispute, the decision of GMT/D BATHINDA
                 will be final & binding.
3.      Period of Contract: One year from the date of Award of contract.
4.      Mode of payment: for tender document
Tender documents could be purchased @ Rs. Rs563/- (Rs. Five Hundred Sixty Three only) up to 15:00 Hrs on
or before dated 30.03.2010 from address at 5 below or the complete tender document can be downloaded
from our website at http:/punjab.bsnl.co.in/ however any change/variation in the documents downloaded
from the displayed documents, shall be the sole responsibility of the bidder. In case of downloading the
tender documents from website, the cost of tender document i.e. Rs563/- (Rs. Five Hundred Sixty Three
only)) should be paid in the form of Bank Demand Draft in favour of AO (Cash) BSNL O/O GMTD Bathinda
payable at Bathinda, and this original DD must be attached with technical bid submitted.
Mode of payment: for EMD:- EMD is to be paid in the form of Crossed DD issued by a scheduled bank,
drawn in favour of Accounts Officer (Cash), O/o GMT/D Bathinda, payable at Bathinda or Cash Deposit

Having examined the conditions of contract and specifications inducing addenda No… the receipt of
which is hereby duly acknowledged, we, undersigned, offer to execute the work of up-gradation of
outdoor plant including sub office fitting /Cable Construction work…………….in conformity with said
drawings, conditions of contract and specification as may be ascertained in accordance with the
schedule of price attached herewith and made part of the Bid.

We undertake, if our Bid is accepted, we will execute the work in accordance with specifications, time
limits & terms and conditions stipulated in the tender document.

cable and errection of 5 pair DPs u/g cable laying and it’s associated work in Bathinda SSA.
                                                 TERMS AND CONDITIONS
1 NAME OF THE WORK:
    Wax sealed tenders are invited on behalf of BSNL by General Manager Telecom District, Bathinda from the
    experienced DOT/BSN/MTNL/PSU/State/Central Govt. contractors for up-gradation of outdoor plant including
    sub office fitting and to make area pole less using 5 pair cable and errection of 5 pair DPs, u/g cable laying and its
    associated work
    Zone-A (E-10-B,R/G, Bharat Nagar and Cantt Exchange Area) of Bathinda SSA.
    Zone- B : Gole Diggi & Carrier Exchange Area
    Zone- C : Bathinda Group Area
    Zone- D : Phul Mandi SDCA
          The quantity of work may vary subject to actual measurement and other unforeseen reasons. The expected
    quantity is given only to serve as a rough guide to the tenderer to ensure his capability to carry out the work.
2. Submission of tender.
    Tenders will be received on 31.03.2010 up to 12:00 Hrs and will be opened at 12-30 hrs on the same day in O/o DE
    (Plg) O/o GMT/D Bathinda in the presence of such contractors or their representatives who may wish to be present
    at their own cost. No tender will be entertained after the prescribed time.
    Tenders duly filled in (in annexure enclosed) should be submitted in “ Tape/Wax sealed cover super scribed sealed
    tenders for “Up-gradation of outdoor plant including sub office fitting and to make area pole less using 5 pair cable
    and errection of 5 pair DPs, u/g cable laying and it’s associated work in Zone-A to-D as stated above Areas
    separately Zone –wise, of Bathinda SSA addressed to DE Phones (PLG) O/o G.M.T/D.Bathinda and to be put in
    tender box in his office so as to reach well in time. Received tenders will be opened in the presence of those
    tenderers who may wish to be present at their own cost.
    (i)      The rate should be quoted in figures as well as in words inclusive of all other taxes. Offers with any
             precondition or conditional offer will not be considered.
    (ii)      Correction if any, in the tender should be initialed with date, failing which the tender is liable to be rejected.
    (iii)    The tender will be valid and operative normally for a period of one year from the date of Agreement and
             competent authority may extend the period and value as per the requirement.
    (iv)     If any tenderer withdraws his offer before the final acceptance of the tender, the earnest money of such
             tenderer is liable to be forfeited.
    (v)      The tender should be submitted duly signed as below:
             (a)      By the sole proprietor in case of sole proprietor of the firm or by authorized signatory in which case
                      the authority for the same would be required.
             (b)      By any of the partner in case of partnership firm.
             (c)      By the authorized signatory in case of company where a copy of resolution of the Board of
                      Directors of the company would be submitted along with the tender. Copies of necessary documents
                      must be attached.
3. EARNEST MONEY EMD is to be paid in the form of Crossed DD issued by a scheduled bank, drawn in
favour of Accounts Officer (Cash), O/o GMT/D Bathinda, payable at Bathinda or Cash Deposit Receipt issued
by AO Cash, O/O GMT /D Bathinda.
4. DOCUMENTS TO BE SUBMITTED WITH TENDER FORM. As explained in NIT
5         SECURITY.

    (i)     The tenderer whose tender is accepted will be required to sign an agreement in the prescribed form and
            deposit a sum equivalent 10% of the accepted value of tender in the shape of FDR/Bank guarantee/Cash in
            the name of A.O. (CASH) % GMT/D, Bathinda

      (ii)    Security will have to be deposited by the tenderer whose tender has been accepted with in 10 days from the
              date of intimation in writing of acceptance of tender failing which the earnest money will be forfeited and
              the work will be offered to next bidder.
   (iii)      The BSNL Will not be liable to pay any interest on the earnest money or on security deposit, which remains
              under its custody. BSNL also reserve the right to forfeit the earnest money and security pledged to the
              BSNL, if the tenderer after acceptance fails to comply with any of the terms & conditions set out above or in
              any other contract or agreement, which may be drawn up as consequence of acceptance of tender. In such
              circumstances the right of cancellation of the tender/contract is also retained by the BSNL
   (iv)       The security deposit will be refunded to the tenderer after 6 months of the successful completion of the work
              and if no amount is due to be paid by the contractor to the BSNL and if no BSNL cable store/material is to
              be returned by the contractor to the BSNL. For ensuring the meeting of above conditions it may take about 6
              months after completion of works.
6.       Contractors signing the tender should, in case of firm, clearly specify whether they are signing as (a) Sole
         proprietor (b) partner (c) under power of attorney (d) Director, Manager, Secretary etc. as the case may be.
         Copies of documents authorizing the contractors signing the tender on behalf of such companies, firms or person
         should be attached with the tender. If a sole proprietor is signing the tender form, he should submit an affidavit
         to the effect that he is the sole proprietor of the firm.
7.       a. The rates should be quoted as percentage (%age) of total estimated cost of the entire tender work. The quoted
         %age (Same rates/Below rates/Above rates) of the estimated cost shall be applicable uniformely to all the items
         of the work described in the schedule of rates. The rates should include all type of taxes , except service tax .
         Service tax will be paid extra as applicable. The rates of empty drums are fixed and will be deducted from
         contractor bills).
         b. General Manager Telecom, Bathinda reserves the right to reject the bid which is lowest but not workable
         practically.
         c. The BSNL may waive any minor infirmity or non-conformity or irregularity in a bid which does not
         constitute a material deviation, provided such waiver does not prejudice or affect the relative ranking of the
         bidder.
8.           The tenders will be opened on the next working day in case there happens to be a holiday on the date of opening
             of tenders.
9.           i) There should be no over writing/correction in the schedule of rates. Corrections if any must be initialed with
             date. Conditional & incomplete tenders are also liable for rejection.
             ii) One complete set of tender documents duly filled in with signatures on each page of the tender document
             along with various documents as explained in clause 4 should be submitted.
10.          a. General Manager Telecom, Bathinda reserves the right to reject, accept any tender or more than one tenders
             without assigning any reason thereof and may or may not accept the lowest or any of the tender. The GMT,D
             Bathinda reserves the right to accept any tender in part/ parts or can call any tenderer for negotiation.
             b. One contractor will not be awarded the work in more than two zones.
             c. New contract will only be awarded on the expiry of date of the old contract or Amount, which ever is earlier.
             d. The work may be awarded to more than one contractor in one zone
11.          Earnest money will be refunded to the tenderers after finalization of the tender.
12.          Income TAX/Sales TAX/Surcharge/ or any other tax as applicable will be deducted on the gross amount payable
             for the work done. Service tax will be paid extra as applicable.
13.          The contractor shall receive all letters addressed to him by the competent Authority either personally or through
             his authorized agents failing which the letters will be sent by registered post to him. The Department will not be
             responsible for non-receipt of letters and contents of such letters shall be binding on the contractor as if these
             letters have been received by him on the date of posting.
14.          The contractor shall submit his Bills through JTO/SDE/DE concerned for the works executed within 30 days
             after the completion of the work as per work order supported by necessary route/length diagrams along with
             details of joints, terminations and store statement etc. duly verified and certified in all respects by the
             JTO/SDE/DET concerned. The bill will be submitted with in one month after completion of work otherwise %
             of the estimated cost of work order per week will be deducted subject to maximum 5 %. In case of any dispute,
             the decision of GMT/D Bathinda will be final & binding.

15.   The requisition to issue the work order along with the proposed cable diagram (in duplicate) will be submitted
      by the SDE concerned duly verified by the DEP to the DEP (PLG) % GMT/D Bathinda. The proposed cable
      diagram will be approved in the planning section. The work order will be issued by planning section and copy of
      the work order along with approved proposed cable diagram will be given to the contractor. The actual cable
      work completed must be marked by the contractor on the proposed cable diagram. The correctness of the work
      completed must be verified by the JTO/SDE/DET concerned. The deviation if any must be got approved from
      the DET concerned. The bill duly verified by the JTO/SDE/DET concerned must be submitted to planning
      section along with the cable diagram showing the actual work completed.
16.   The contractor will maintain four job copies for the pillar wise route diagram, which shall be verified by the
      concerned JTO/SDE/DET.
17.   Tender must fulfill / comply with the provisions of EPF and MISC provision Act 1952 and EPF
      contribution Scheme 1952 etc. in respect of labourers/ employees engaged by them for performing
      the work of BSNL, and copy of Registration certificate of EPF Authority must be attached. Each claim
      bill of contractors must accompany the (i) list showing the details of labourers/employees engaged,(ii)
      duration of their engagement,(iii) the amount of wages paid to such labourers/employees for the
      duration in question ,(iv) amount of EPF contributions ( both employer’s and employees’ contribution
      for the duration of engagement in question , paid to the EPF Authorities,(v) copies of authenticated
      documents of payments of such contribution to EPF authorities (VI) a declaration from the contractors
      regarding compliance of the conditions of EPF Act,1952.
18.   Bills in triplicate along with three duly verified and signed job copies will be submitted by the contractor to the
      JTO/SDE concerned, who will retain one copy and forward two copies to the planning section % GMT/D
      Bathinda after getting endorsed prescribed certificates from the concerned officers.
19    The work of cable jointing & terminations & DP errection will be done as and when applicable along with the
      cable laying preferably pillar wise. This shall be verified while forwarding the bills for payment to the GMT/D
      office. The final bill will be paid only after receiving a certificate from area JTO/SDE/DET that all the pair’s
      right from MDF to DP/Subs. premises have been tested and found available in good condition.
20.   I) The contractor will be responsible for immediate temporary reinstatement of roads/pavement and permanent
      reinstatement/repair in private premises after the cable laying/jointing as per the Work Order Issued so that no
      damage/inconvenience occurs due to above and he will make good of any loss, to the satisfaction of the
      concerned parties and the supervisory official/officer.
      ii) The contractor will arrange the supply of the road signals and warning Lights at his own cost as per
      condition/traffic laws of local bodies or any other organization state or central govt. at the work site.
      iii) The contractor will comply with the local laws and rules of other departments /organizations relating to the
      work & its execution.
21.   INSURANCE
      Without limiting any of his other obligations or liabilities, the contractor shall at his own expense, take and keep
      comprehensive insurance including third party risk for the plant, machinery, materials etc. brought to the site
      and for all the work during the execution. The contractor shall also take out workmen’s compensation insurance
      as required by the law and undertake to indemnify and keep demands and losses and damages and cost
      (Including between attorney and client) charges and expenses that may arise in regard the some incidental to the
      same. The contractor shall have to furnish originals and/or attested copies as required by the GMT Bathinda or
      the policies of Insurance taken 15 days of being called upon to do so together with all premium receipts and
      other papers related there to which the GMT may require.
22.   a. The contractor shall be responsible for the transportation, storage and safe custody of all-material supplied to
      him by BSNL.
      b. The contractor shall be responsible for the damage to the existing cable during cable laying work. The cable-
      damaged charges will be charged as per pursuant departmental norms.
23.   The contractor will submit to the Competent Authority his books of accounts and all concerned papers
      maintained by him in this connection within 7 days from day of his being called upon to do so.
24.     The GMT/D Bathinda reserves the right to suspend/modify any schedule item/items, clause of agreement,
      temporarily or permanently as per administrative convenience and in the interest of BSNL.

25.    Normally, there will always be work allotted for the contractor within the territorial jurisdiction of GMT/D
       Bathinda, however in situations where the contractor has to remain without work due to non-receipt of stores or
       due to any other reason, the contractor shall not have any claim.
26.    The jurisdiction of the civil court shall be at the head quarter of the GMT/D Bathinda.
27.    Minimum work output:
       An output as mentioned in the work order will have to be given by the contractor. The up gradation of DELs in a
       day should not be less than 20 DELs. per work order per day .The contractor will deploy minimum five skilled
       parties.
28.    Penal Clause:
       i)       A penalty at the rate of 1% of the total estimated cost of work order per week subjected to maximum 5%
       of the total estimated cost of work order for the deviation from the prescribed output will be imposed by the
       Competent Authority on the report from field staff. The penalty will be recovered from bills/Security. However
       in case of any dispute in imposing the penalty, the decision of the GMT/D Bathinda, in this regard shall be final
       and binding.
       ii)      The cable is to be laid as soon as the trench is ready after inspection by supervisory staff and shall be
       filled and reinstated immediately. In the event of contractor failing to reinstate the trench after laying the cable, a
       penalty of recovery up to Rs. 100/- per day is liable to be imposed. This penalty will be in addition to that
       payable for the delay as stipulated in the tender. If the contractor shall desire an extension of time for the
       completion of the work on the grounds of his having unavoidable hindrance in its execution or any other ground,
       he shall apply to the DET concerned immediately, on account of which he desires such extension and the DE
       concerned, if in his opinion (which shall be final) finds such grounds reasonable, may authorize such extension.
       iii)     The Contractor will give 100% OK pairs in all the cables to be undertaken for joints. In addition the
       contractor will also test Earthling of cable sheath & its continuity, wherever required. Penalty will be imposed
       for failure of the pairs at the rate of Rs. 1/- per pair per Meter of length of the cable right from 5 pair joint to 5
       pair DPs.
29. Mode of execution of the contract and coordination by BSNL officers
       The work orders will be issued by the Divisional Engineer Planning % GMT/D Bathinda. Field unit will provide
       the necessary detailed information regarding work to be executed pillar wise.
       i)       The execution of all works will be supervised by a BSNL official (Normally JTO) duly nominated for
                every work site. The work is required to be checked 100 % by JTO/SDE and 10 % by DET concerned.
       ii)      The contractor will get his work Acceptance Tested from the staff nominated by the GMT/D Bathinda.
                A certificate regarding A/T and A/T report may be attached with the bill.
       iii)     While submitting the bill, the contractor will fulfill all the conditions as mentioned in clause 17.
       iv)      Necessary entries will be made in measurement book maintained by JTO/SDE concerned.
       v)        The concerned field officer will maintain the record for opening of new 5 pr. DPs from existing DPs
                showing the 5 pr. Cable laid i.e. O/H, along the wall or underground.

        iv)     Instructions regarding laying of 5 pr. Cable issued by BSNL HQ/Circle from time to time shall have to
                be followed strictly. The trench, rod cut should be made as per instructions of JTO/SDE and if any extra
                road cutting, damage charges imposed by any of the Department ,The same may be recovered from the
                contractor.
30.     G.M.T/D. Bathinda also reserves the right to divert any contractor any where through out the SSA where found
        necessary at existing approved rates. No extra payment will be made.
31.     The contractor or any of his labourer will not claim for regular employment in BSNL because of their working
        with the contractor for BSNL works. BSNL will not entertain such claim for any regular/Temporary service.
32.     Tendency to influence by any means for the acceptance of the tender will render the tender liable to exclusion
        from consideration.
33.     The contractor would comply with all the provisions of various Labour Laws enacted from time to time. The
        contractor will also comply with the terms & conditions towards fulfillment/compliance of the provisions of
        EPF & MISC. Provisions ACT,1952 & Employee’s provident Fund Scheme 1952 in respect of
        labourers/employees engaged by them for performing the works of BSNL.

       A)       The contractor shall at his own responsibility arrange to obtain necessary license required under”
       contract labour (registration & abolition) Act,1970” and abide by the provisions of the said acts relating to the
       labour.
       B)       The contractor will also be responsible to comply with all laws including those relating to the labour Act
       in force at the time. A logbook will be kept at the work site, all observations and instructions will be recorded
       therein.
       C)       In every case, in which by virtue of the provisions of section 12,sub-section(1) of the workman’s
       compensation Act 1923, Government is obliged to pay compensation(s) the amount of compensation so paid,
       and without prejudice to the right of Government under section 12, sub-section(s) of the said Act, Government
       shall be at liberty to recover such amount or any part thereof by deducting it from the security deposit or from
       any sum due by Government to contractor(s),whether under this contract or otherwise.
       (D)      n case of any accidental loss or death to any worker the contractor will be fully responsible for the
       compensation or any other The BSNL does not own any liability for that damage.
       E)       General Conditions For Work and Labour:The normal working hours shall be 8 AM to 6 PM(0800hrs to
       1800 hrs) on all working days. But it may be necessary for the contractor to work longer hours for carrying out
       work at night in case the subscriber premises remains closed during day hours. No additional payment will be
       made on this account. The contractor shall pay his laborers not less than prevailing wages prescribed under
       minimum wages Act in vogue.
34.    ARBITERATION
       If there is any dispute in the interpretation of any clause/Clauses in the terms of the contract or in case of any
       other dispute, the matter will be referred to the sole arbitrator i.e. Chief General Manager Telecom Punjab Circle
       Chandigarh or any other person nominated by him whose decision will be final and binding.
35.    Job description
       The tenderer will familiarize himself fully with the job before quoting the rates.
35.1   Excavating Trench, Cable Pulling & Laying and back filling of trench:
       a)       At a convenient point in the main distribution cable, joint will be made for 5 pair U/G cable which can
                be taken to the various areas/buildings for terminating into the DP.
       b)       The length of the 5 pair cable will normally not exceed 50m from joint to DP box and may vary as per
                situation. While taking the 5 Pair cable from the joint to DP box the depth of cable should be maintained
                at 60 cms, in earth area/non concrete area while in the case of concrete in the courtyard of premises it
                should be taken at a depth of 10cm below the concrete surface or as agreed with the owner.
       c)       5 Pair cable should be laid from distribution cable to DP box without any joint.
       d)       Digging trenches of 0.6 Meter or 0.1 meter depth, as applicable
       e)       Covering the cable with soft earth suitably.
       f)       Back filling the trench with recovered earth after removing bigger
                Stones and Pebbles.
       g)       Re-instatement/repair of original surface, as applicable.
       h)       The depth may be varying as indicated below in places where
                Underground Pipes and electric mains cables or other natural obstructions may come in the way or
                where specifically required by the department due to any other reasons for which the payment would be
                made on prorata basis of the relevant Standard depth. Variation, not more than 10%, in the standard
                depth of trenches is permissible only with the prior approval of the respective DE. So wherever there is
                variation in the standard depth a specific certificate to the effect should be got endorsed on the relevant
                bill by the executing authority.
       i)       The trenches should be dug uniformly throughout the length and should be got inspected immediately
                from the departmental supervising officer for its depth, proper laying of cable & checking damage if
                any, to the cable etc. Any change required by the JTO/SDO concerned immediate after inspection will
                have to be done by the Contractor & a certificate to this effect should be attached with the Bill.
       j)       The Contractor shall provide his own arrangement for transportation, loading/unloading, coiling and
                uncoiling of cable drums/allied material required for the cable laying work at his own cost.
       k)       The depth of the trench should be minimum 60 cms. Below the ground surface along the road.

       l)         The cable and other materials, to be supplied by the Department are to be lifted without any
                 transportation charges from the departmental store of SDE concerned during the normal working hours
                 and brought to the work site. The contractor should check and test the cable on cable drums free of cost
                 before receiving from the JTO/SDE in charge. After completion of work the unused store material
                 issued will be returned to the dump within a week of completion of the work otherwise the cost of
                 material under his possession will be deducted from the Bill/Bills.
       m)        Surplus earth and roads spills must be removed within 48 hours of the completion of the work to the
                 satisfaction of the local authorities/subscriber concerned.
       n)         Copper scrap & material and pieces of cable are to be deposited with the concerned JTO/SDE who
                 will make a suitable entry in the register.
       o)        U/G Cables 10Prs and above: The cable is to be laid at the depth as per the instructions of the concerned
                 field officer.
35.2             Placing and fixing of pipes:
                 i)        At places where cables are to be laid through pipes particularly at road crossing, the pipes will
                           be supplied by BSNL.
35.3          Laying and pulling of cable:
       a)        Where more than one cable is laid in the same trench, this should be laid side by side of the existing or
                 newly laid cables.
       b)        The contractor should leave the cable ends at the spot where the new cables length start (at a place) free
                 from all obstacles to enable the jointing work to be done at a later date. Laying of the cable at such spots
                 shall include extra length for jointing but no extra charges for laying the extra length shall be claimed.
                 The length of such overlaps will not exceed one meter.
       c)       Liabilities of the contractor while laying cables.
       i)        The contractor will be held responsible for any damage to water, sewerage or gas pipes, electricity and
                 telephone cables or any other installation during the digging of trenches fixing pipes and laying or
                 recovering of cables. He will have to make good any loss done to these underground plants. Any
                 damage done to the existing or new cables either during transit handling or laying shall be repaired by
                 the Department and the necessary amount with over head charges will be recovered from the
                 contractor's running bills/Security or lump sum on the discretion of the GMT/D Bathinda
       ii)       if there is any human loss or any cattle loss due to falling in open trench, the contractor shall be liable to
                 pay for any compensation and to abide by any court decision.
       iii)      The contractor will be personally responsible for the safe custody of issued cable and other unused
                 store, till these are in his custody or in custody of his own staff as well as for any possible antecedents to
                 the third party during the execution of the contract.
       iv)       No additional payment will be made for working beyond any fixed working hours or on Sunday or
                 Holidays.
       v)        Normally cable laying will be done by the contractor during 9.30 to 17.00 hrs. However, in case of busy
                 routes it may have to be carried out during extended hours/night time also. He may dig the trenches any
                 time during 24 hours depending upon his convenience in unavoidable circumstances, but he will be
                 responsible for the damage done to assets of any organization including telephone cables. For working
                 beyond office hours, he shall suitably inform the officer in charge in advance.
       vi)       The permission will be obtained by the concerned contractor from the concerned local authorities and
                 the payment will be made only on completion of the work and production of written permission from
                 the concerned local authorities. Any delay on the ground of not getting permission will not be
                 acceptable. However, in the private premises the refilling with cement concrete 1:2:4 will be done by
                 the contractor himself.
35.4        Jointing of cables:
                A large number of 5 pair joints are required to be made in order that the subscriber loops are extended to
                the pillar. The joint should be placed at a depth of 60cm. The job includes;
       i)       Digging of pits for making Cable Joints.
       ii)      Making the cable joint using UY connectors/twisting of pairs.
       iii)     Closing of joint using TSF-1 kits to be supplied by BSNL.

        iv)      Soldering of cable conductors if required.
        v)       Any other items of work as per new or revised specs of DOT/BSNL.
35.5         Recovery of empty cable drums:
        The empty cable drums should be kept at the work site till the completion of entire work of cable laying in a
        particular area and should be deposited off only after tallying the cable records.
35.6    Erection of DPs:
        i.       For DP erection on wall, the PIJF cable can be taken from the ground to the DP box with no sharp bends
                 through a PVC Pipe/ GI pipe of 25-mm/32 mm dia at a height of 2.5m from the ground. A sufficient
                 length of cable should be left beside the DP box for stripping, fanning and termination. For public
                 places GI pipe should invariably be used for opening DP.
        ii.      GI pipe shall be fixed to the wall by means of suitable GI clamps. Three clamps are required to fix the
                 GI pipe on the wall i.e. first clamp 20 cms below the DP, second 20 cm above the ground and the third
                 clamp at the center of the first & second clamps.
        iii.     By keeping some margin in the DP box the pairs are fanned from top to bottom and then punched with
                 proper termination tool.
        iv.      The DP should be mounted on the external wall of the building or at convenient place where internal
                 DPs can be fixed properly and telecom staff can approach easily. The wall should be thick and strong
                 and also be approachable for every inspection and maintenance. As for as possible DP should be
                 installed under shade to prevent water.
        v.       After errection the painting and sign writing of the DP will be done.
35.7    Fitting of 5 pair cable along the wall:
        For individual subscriber premises cable may be taken to the DP by fixing the cable to the wall with the help of
        steel clamps. Additional clamp will be used at bends to hold the cable perfectly in position on the wall. GI pipe
        will be supplied by the department and the fixing material for DP will be supplied by contractor.
35.8    Erecting subs loop from wall mounted DP box:
        This involves laying of Drop wire/PVC twin for each subscriber from wall mounted DP box to subs. LJU with
        the help of PVC hooks. The drop wire/PVC twin should be taken to DP box through the holes provided in DP
        box to the LJU termination. Termination of the drop wires/PVC twin at both ends (DP box and LJU) shall be
        carried only after the entire drop wire/PVC twin have been laid and fitted with PVC hooks on the wall.
35.9    Dismantling of unserviceable/spare drop wire: - This involves dismantling of drop wires spared after opening of
        5 pair DP and leading of drop wire in sub office.
35.10   Fixing of 100 pair CT Box on wall:- The mini pillars will be erected on the wall. The steel box for covering the
        CT box will be provided by the contractor with locking arrangement.
35.11   Digging out spare posts:
        This includes digging out of posts, stays, unfitting of brackets, DP pipes, DP box etc including carriage from
        work site to concerned store dumps. Record of all the dismantled store along with their DP nos. should be
        maintained and attached with the contractor bills.
35.12   Erection of Posts:
        Poles should be erected as per the standard practice by making use of available material which might have
        undergone a change in its design. However the site engineer (JTO/SDO) will guide the contractor. Erection of
        new posts should be done to provide loops or against maintenance only in cases those where erection of post is
        necessary and can not be avoided.
35.13   Erecting subscriber loops from Pole mounted DP box:
        a)       This job involves laying of drop wire/PVC twin for each subscribers from DP box through PVC pipe
        mounted on the posts and through various accessories and intermediate poles, fixing on the subs. premises to the
        points of fixing of rosette as per requirement of various subscribers through window erected in each subs.
        premises.
        b)       Fixing of Drop Wire Accessories for Pole mounted DP boxes:
        The drop wire will be passed through retainer hook supported on pole bracket with the help of steel tapes. All
        the accessories will be supplied by BSNL
        The following drop wire accessories are used at subs premises:

     i.      Drive bolt is used to secure the drop wire at the entry point outside the building and fixed at a
     convenient and nearest point to the pole. Plastic plug (12mm) is used for its grip.
     ii.     Wall rings are fixed along the wall at regular intervals outside the building to draw the drop wire. Plastic
             plug (10mm) can be used for gripping the wall ring.
     iii.    Wall angle ring is fixed at the edges/corners of the wall outside the building to negotiate bends. Plastic
             plug (12mm) is used for its grip.
             The following drop wire accessories are used at the DP post:
     i.      Stainless steel tape is a ¾ inch wide steel tape and is used for fastening of GI pipe as well as DP on the
             circular surface of the pole. For one DP 4m tape is required.
     ii.     Pole bracket are used to fasten the drop wire to another pole or wall as per requirement.
     iii.    Retainer hook is inserted in the hole of the drop wire retainer and the other end of the hook is attached
             with the pole bracket.
     iv.     Pole ring is fastened on the two sides of the pole along with the steel tape band. This pole ring is used
             for passing the drop wire.
     v.      Buckle is a lock made with steel and is used for sealing both ends of steel tape.
     vi.     Drop wire retainer is a hard black plastic product used for taking one drop wire passing through the
             grooves made for this purpose. The retainer hook then inserted in the hole and is attached with the
             bracket. Plastic plug is used to hold the clamping wall angle rings and drive bolt.
     c)       Sub Office Fitting:
     The fitting of wire in Sub. Premises shall be done with the help of Drop wire/PVC twin, nail hooks 25cm
     separate and additionally supported by two nails works at each bend. Only drop wire/PVC twin will be supplied
     by BSNL. Nails, hooks etc. shall be provided by the contractor at his cost.
INSTALLATION PROCEDURE OF 5 PAIR PIJF CABLE AND 5 PAIR INTERNAL D.P.
1       Wall Rings/Wall Angle Rings-:
A suitable size of wall rings and wall angle rings can be used to take the drop wire/PVC twin from D.P. box. The rings
should be properly fixed on the wall in veranda and open area and drop wire/PVC twin should be taken through it. Refer
Figure 3 for wall rings and Figure 4 for wall angle rings. Plastic casing caping (PVC channel) up to LJU unit inside the
house shall be used (PVC conduit should not be used). Dimension(s) of plastic casing caping (PVC channel) shall be left
at the discretion of the field officer depending on the distribution of drop wire/PVC twin inside the building.
Workmanship should be neat and tidy.
INSTALLATION PROCEDURE OF D.P. BOX

2.1     The D.P. boxes with 0.5 mm IDC modules shall be used for termination of 0.5 mm drop wire/PVC twin (either
0.50 mm or 0.60 mm nominal diameter) and 0.5 mm 5 pairs PIJF underground cable. For termination of drop wire/PVC
twin (0.5 mm or 0.6 mm nominal diameter)/ PIJF cable suitable tool shall be used depending on the gauge of drop
wire/PVC twin/PIJF cable pairs.
2.2 5 Pairs leading cable to be directly be fixed to wall at suitable height with the help of metallic clamp at specified
distance as mentioned in Para 4.3. The preferable height of DP box shall be 2.5 metres for building walls. For fixing of
DPs on boundary walls, the height of DPs can be decided as per the field situation. Due care shall be taken to avoid
misuse. DP box shall be fixed by means of two screws marked at ‘B’, as shown in details in Figure 1 and Figure 2. A
sufficient length of cable should be left inside the D.P.box for stripping, fanning and termination.
2.3     5 Pair cable shall be fixed to the wall by means of suitable G.I. clamps. Three clamps are required to fix the 5
Pair cable on the wall i.e. first clamp at 20 cms below the D.P., second at 20 cm above the ground and the third clamp at
the centre of the first and second clamps. Refer Figure 5.
2.4 By keeping some margin in the D.P. box, the pairs are fanned from top to bottom and then punched with proper
termination tool. Two types of IDC modules are being supplied in the field. In one type of IDC module, the cable wires
are terminated in the inner contacts and drop wires/PVC twin are terminated in the upper contacts. In the second type of
IDC module, the cable wires will be terminated on one-side contacts of the module and the drop wires/PVC will be
terminated              on            the          other            side          contacts.         The             cable
pair and the drop wires/PVC shall be laid through the guides provided in the D.P. box. Extra length of the conductors is
provided in the D.P. box. After termination, the wires are pushed below the module.

3.      INSTALATION PROCEDURE FOR LAYING OF UNDERGROUND CABLE
3.1     At a convenient point in the main distribution cable, joints can be made for 5 pair PIJF underground cable that
can be taken to the various areas/buildings for terminating in the 5 Pair DP box.
Introduction of mini pillar in conjunction with the 5 Pair cable and 5 Pair DP may be done in view of existing
underground cable network as per field conditions for having flexibility of re-arrangement of cable pairs as shown in
Figure 8 and Figure 9.
a) The 5 pair cable should normally be laid at a depth of 60 cms along the road.
b) Only in the case of major public road crossings & busy built up areas where depth of 60 cms. is not possible to be
achieved and cable is prone to frequent damage, suitable protection to fault prone section( e.g. through HDPE PIPE/GI
PIPE/HEMILTON TUBE) may be considered by executing field officer.
c) However in such cases where the depth of cable laid is less than 60 cms. Relaxation must be obtained from SSA
Head(headed by GM)/GM Area who will approve such under depth cases based on full justification and suitable
protection to be employed.


d) In extreme condition specially in areas where it is not at all possible to lay the 5 pair cable underground as per the
standard practice or in congested urban area where permission for digging is not granted by local authority, such cases
may be referred to respective Circle Heads and on full justification he may relax the standard practice and may permit
laying of 5 pair cable in suitable protection of PVC pipes or other suitable method along the retaining walls/walls as
deemed fit. However, this will be only as an exception to the standard practice and should form a very small portion of
total work executed.


e) External pole mounted DP catering to clusters of subscribers in different directions as in Figure 7 (a) can be eliminated
as per the proposed deployment of 5 Pair DP indicated in Figure 7 (b) where ever feasible.


5.2     The TSF – 0 size of jointing kit can be used to make a strong permanent (pucca) joint. In case TSF – 0 kit is not
available or situation warrants it, TSF – 1 kit can also be used.


6.      SUBS FITTING/ INSTALLATION
6.1 The line jack units should be installed at subscriber’s premises.
6.2      Drop wires/PVC twin are laid from DP box to each LJU depending on connection to be provided within the
building or adjacent building. If the connection is to be made inside the house, it should be through PVC twin with plastic
casing caping (PVC channel) upto LJU unit inside the house. In case the connection is to be provided to the adjacent
building, it should be through Drop wire with proper clamping on the wall/common boundary wall by shortest route as
shown in Figure 10. It shall be ensured that there is no joint in the drop wire. In multi-storied building, having many
flats, for wire between D.P. and LJU,
sometimes house owner provides concealed wiring to the individual flats/ or block wiring to be adopted.
6.3     The drop wires/PVC twin should be taken through the holes provided in DP box to the LJU as shown in Figure
5. Termination of the drop wires/PVC twin at both ends (DP box and LJU) shall be carried out only after the entire drop
wires/PVC twin have been laid. The drop wire/PVC twin now shall be terminated on the DP box IDC module using
proper termination tool.

6.4     The drop wire/PVC twin will finally be terminated at the LJU as provided.

35.14 DP FITTING for pole mounted DP boxes (existing/new):
      This job involves fitting of existing/new pole mounted DPs. The painting and sign writing of the DP
      will be done after fitting. The contractor will arrange all material required for fitting and sign
      writing the DP.
35.15 Dismantling of GI (bare/insulated) or ACSR wires:
      This includes dismantling of all type of wires, unbinding of insulators, taking down and coiling of
      wires and carriage of the store to the concerned store dump.
36.   Competent Authority may change the specification of materials & works as per the feed back &
      availability of material or instructions of higher authorities.
37.   The contract can be terminated any time without assigning any reason.
38.   GMT Bathinda shall have powers to make any alternations modifications, additions to or any the
      contractor may be directed to do in the manner specified above as part of the work, shall be carried
      out by him on the same condition in all respects in which he agreed to do the main work. The time
      for completion of the work shall be extended in the proportion that the altered, additional or
      substituted work bears to the original contract of work and the certificate of GMT Bathinda in this
      respect shall be conclusive. The rates for such additional altered or substituted work under this
      clause shall be worked out in accordance with the following provisions in their prospective order.
(i)         If the rates for the additional, alterered, substituted work are specified in the contract for the
      work, the contractor is bound to carry out the additional, altered or substituted work at the same
      rates or similar class or work as are specified in the contract for the work.
(ii)        If the rates for the additional, altered or substituted work are not specifically provided in the
      contract for the work, the rates will be derived from the rates for a similar class of the work as are
      specified in any other contract.
(iii)       If the additional, altered or substituted work includes the work for which no rates is specified in
      the contract for the work then such work shall be carried out at the rates mutually decided by the
      contractor and the GMT, Bathinda.
(iv)        If the rates for the additional, altered or substituted work can not be determined in the manner
      specified in subs clauses (i) to (iii) above then the contractor will inform the GMT Bathinda within
      seven days of the receipt of order to carry out the work on the rate which he intends to charge for
      such class of work supported by analysis of the rate or rates claimed and GMT Bathinda shall
      determine the rates on the basis of prevailing market rates and pay to the contractor accordingly.
      However GMT Bathinda by notice in writing will be at liberty to change his order to carryout such
      class of work and arrange to carry out it in such a manner, as he may consider appropriate. But
      under no circumsunstances the contractor shall suspend the work on plea of non-settlement of rates
      of items falling under this clause.
39.   Any notice requiring to be served under any of the provisions shall be deemed to be sufficiently
      served if handed over to the contractor personally or addressed to the contractor at his usual or last
      known place of business.
40    Documentation:
      The contractor will submit, along the bill, the proper documentation of all the works done as
      detailed below:
      1. Area wise route diagram indicating
      (i) Starting location of cable laid, old DP no. and its location and/or location of the joint from
      where the cable laying has been started.
      (ii) Size & length of the cable laid.
      (iii) No. & location of new DP opened upto which cable has been laid (underground or along the
      wall).
      (iv) Less depth, if any, should be marked in red (Less depth permitted only with prior permission of
      DE concerned) on the route diagram.

      (v)      Area wise summary of length of the cable laid (underground/along the wall) including
      Katcha, packka, no. of old DPs dismantled, no. of new DPs erected, no. of joints provided, length of
      drop wire dismantled, length of drop wire erected.
      (vi) Separate route diagram should be prepared for cable laid underground and along the wall.
      2.     Store statement indicating
      (i) Opening and closing balance of all the store available with the contractor
      (ii) All items balance with the contractor should be deposited back to the concerned store before
      submitting the bill and should be mentioned in the store statement supplied with the bill.
41.   Participation of near relatives of the BSNL Employees in the Tender/Execution of works in
      BSNL units.
      The near relatives of any BSNL Employee either directly recruited or on deputation are prohibited
      from participation in tenders and execution of works in the different units of BSNL.
      i.       The near relatives for this purpose are defined as.
      a)       Members of a Hindu undivided family.
      b)       They are husband and wife.
      c)       The one is related to the other in the manners as father, mother,
               son(s) & son’s wife (daughter in law),Daughter(s) & daughter’s husband (son in law),
               brother(s) & brother’s wife, sister(s) & sister’s husband (brother in law).
      ii.      The Company or firm or any other person is not permitted to tender for works in BSNL
      Unit in which his near relative(s) is/are posted. The Unit is defined as SSA/Circle/Chief
      Engineer/Chief Archt/Corporate Office for non-executive employees and all SSA in a Circle
      including Circle Office/Chief Eng./Chief Archt/Corporate office for executive employees (including
      those called as Gazetted Officers at present). The tenderer should give a certificate that none of
      his/her such near relative is working in the units as defined above where he is going to apply for
      tender/work. In case of proprietorship firm certificate will be given by the proprietor, for
      partnership firm certificate will be given by all the partners and in case of limited company by all
      the Directors of company. Any breach of these conditions by the company or firm or any other
      person, the tender/work will be cancelled and earnest money/Security deposit will be forfeited at
      any stage whenever it is so noticed. The department will not pay any damages to the company or
      firm or the concerned person. The company or firm or the person will also be debarred for further
      participation in the concerned unit.
