Dear Webelos Leader: The Webelos Experience is a gathering of all Northern Star Council Webelos. It is probably the largest event a Cub Scout will ever have the opportunity to attend. This event requires a ratio of one adult to one Webelos Scout Included in this Leader’s Guide is the information you need to plan for your participation and arrive at camp fully prepared for this event. This is the only information you will receive prior to your arrival at camp, so please take the time to familiarize yourself with the things you need to do to be prepared. Also, review with your Webelos what is expected from them and what they can expect from their participation. Please feel free to reproduce any page in this booklet as you need them.. We are giving you a lot of directions and quite a few “don’ts”. They are necessary for an event this large for everyone’s enjoyment and safety. We really do appreciate your cooperation. Pictured on the cover is an example of the patch that all registered participants receive. A Participation Pin may be earned by Webelos Scouts as they take part in the planned activities. Trading posts open during the event are selling camp T-shirts, soda pop, candy bars and other snack items. A boy’s experience in Scouting is full of fun and adventuresome memories. We look forward to your joining us in making Webelos Experience one of those memories.

PLANNING TIPS
Because this is a Webelos event, be sure that every Webelos Scout is accompanied by an adult. This is an outdoor event, your plans should take into consideration the weather we can have during October; it can be warm and sunny, or it can be cool and rainy, or both. • Make sure you have appropriate clothing and bedding • Make sure you have adequate tents and tarps Because you are doing your own cooking with limited time for preparation, meals should be simple and easy to prepare. For an event of this size, we will not have picnic tables. Also, because we cannot allow charcoal or fires, all of your cooking must be done on propane or liquid fuel stoves. Be sure to store your fuel in an area controlled by adults. Remember - No Fires! Parking will be in central parking lots along the road outside of the camping areas. All vehicles must be parked in these lots. “Parking Passes” are available for downloading on the Northern Star Council website which can be reproduced as necessary and must be displayed on your dashboard. Please take care to use the pass designated for your district. Watch for signs and traffic controllers as you approach camp. Car-pooling is a must! Parking space is limited. We anticipate a total attendance of over 5,000 Webelos and adults. Traffic inside camp could become a real problem in terms of congestion and safety. To minimize that, only one vehicle per unit will be allowed in camp at any one time. That vehicle must display an “Unit Equipment Delivery Vehicle” permit at the gate into camp when entering to unload gear on Saturday or load gear on Sunday. The “UNDV” permit is mailed to your unit leader – after registering for the Webelos Experience on the Council website. Once that vehicle has unloaded or loaded, it must immediately return to the central parking lot. If your unit has additional gear to unload or load, the UNDV permit can be given to another vehicle for that purpose. Parking lots are located outside the main gate and some distance (approx. 2,000 feet) from the camping areas. We ask that you carry in and out as much personal gear as possible using the footpaths between the parking lot and the campsites. Packing “light” with minimum amount of gear is to your advantage. You will be camping together with other units from your district. Your district will have an information/hospitality site within your area. Upon arrival, units check-in at their district headquarters. Camping assignments and VIP passes are distributed at this time. Please have your Unit Roster and Health Forms ready at this time. Every participant must provide a completed and signed Health Form. These will NOT be returned and are shredded after the event.
ROADS WILL BE CLOSED TO ALL VEHICLE TRAFFIC DURING EVENT HOURS WHEN BOYS ARE ON THE ROADS. NO VEHICLES WILL BE ALLOWED IN CAMP FROM 10:00 A.M. SATURDAY UNTIL 9:30 A.M. SUNDAY – NO EXCEPTIONS.
GENERAL CAMP RULES
(Please read and review with your adults and Webelos) THIS CAMP BELONGS TO NORTHERN STAR COUNCIL, BSA AND AS SCOUTS AND SCOUTERS, IT BELONGS TO YOU. PLEASE TREAT IT AS IF IT WERE YOURS AND HELP PRESERVE IT FOR FUTURE GENERATIONS.
ARRIVAL AND DEPARTURE PROCEDURES Check-In: Check-in with your district staff upon your arrival and present them with your Unit Roster
and Health Forms.
Checkout: Check out is by noon on Sunday. You are not to leave camp until your site has been
inspected by your district staff to make sure it is clean and ready for the next user. Participation patches are distributed when your site has passed inspection. REGULATIONS 1. Liquid fuels and propane are to be used only by adults and stored in areas controlled by adults. No flames in tents. 2. No charcoal grills or fires are allowed. 3. Standing timber and brush is not to be cut. 4. Do not disturb the campsite; no digging, trenching or raking. 5. No pets are allowed in camp. 6. Alcoholic beverages and unlawful drugs are not allowed in camp. 7. Snowmobiles and ATV’s are not allowed in camp. 8. No archery, BB guns or firearms are allowed in camp. 9. Use camp sanitary facilities properly. Do not dispose of garbage, wash water, tin or aluminum cans, etc. in the facilities. 10. To hold down costs, we do not have dumpsters in camp. You need to take your trash with you when you leave camp and dispose of it at home. Trash cans are available in the event areas for incidental trash. However, all other garbage must be hauled out of camp and disposed of at your homes. 11. All units must have adult supervision at all times. No youth are to wander about camp without adult supervision. You are responsible for your Webelos Scout and their actions. Especially, please monitor their behavior at the Saturday evening Stage Show. 12. The BB Gun and Archery Ranges, Bouldering Wall, Climbing Tower and Obstacle Course are off limits for this event. 13. Roads will be closed to vehicle traffic during the event.

Each Webelos receives a VIP Pass upon check-in. The pass has his event schedule. When an activity has been completed, the presenter punches the appropriate event indicating its completion. When all of the above requirements have been met, the card can be brought to your District Headquarters where the Scout receives his Participation Pin.
OPPORTUNITIES FOR ADVANCEMENT
We have asked the presenters at the Activity Badge Midway and Webelos Transition to cover a portion of the requirements for the Activity Badge or skill they are demonstrating. When a Webelos Scout has attended the presentation, he will have his VIP Pass punched by the presenter. In addition to providing a record of participation toward earning the Participation Pin, the VIP Pass will also provide a record of what requirements may have been completed by the Scouts. THE WEBELOS LEADER MUST DETERMINE WHETHER OR NOT THE REQUIREMENT COVERED FOR THE ACTIVITY BADGE HAS BEEN EARNED.

“What to Bring” and Other Important Info:
1. Each unit is responsible for bringing their own tents, ground pad, food, eating and cooking utensils, and trash bags. We recommend that Packs/Dens plan, cook, & eat their meals as a unit. 2. You will be in a natural outdoor setting and should wear rugged shoes or boots and a hat with a visor. 3. For planning purposes, we have assumed each Scout/Adult pair will need no more than a 10'x10' area for tenting. Please plan accordingly. 4. Weather in October can change in a very short time so plan for both warm and cold weather. Scouts travel and attend camp-wide events in uniform. FIRST AID
Although we all try to avoid any possibility of injury, we are dealing with boys, who, more often than not, tend to be just that. In case of an injury, please be aware of the First Aid Stations located at Landes Training Center, and Akela Lodge. These stations are staffed 24 hours a day by trained volunteers who are very capable at administering First Aid. Also, during the events on Saturday, First Aid Stations are located in the Event Areas. PLEASE familiarize yourself with their locations on the map of Camp Stearns and if any member of your unit is injured or feels sick, go to one of these stations for assistance. Webelos Experience 2009 “Tips to save your sanity.” PLUS “What to expect as you arrive.” #1 – Arrive as early as you can. Anticipate traffic delays. #2 – Know what DISTRICT you belong to. Stearns Scout Camp is BIG. You will be camping near other PACKS from your District. You will park (as close as we can get you) near your District. There are nearly 20 Districts in the Northern Lights Council – some of them have a Pack Number that duplicates yours. Knowing your Pack Number is not enough – find out which District you belong to. WEBELOS Experience is a popular event. We’re expecting 5,000 people and maybe 2,000 vehicles (please car pool)! Camp Stearns has ample parking space but not all of it is convenient. How do we keep cars and people from bumping into each other? We must keep the people and vehicles away from each other. ALL vehicles will park in areas away from camping areas. Campers carry their personal gear to their District area. The average ‘hike’ is about 2,000 feet. Do I HAVE to carry ALL gear 2,000 feet? No. Each Pack receives in the mail one “Unit Equipment Delivery Vehicle” permit. The vehicle with the “UEDV” permit is allowed inside camp & can drive Very Close to where you are camping. #3 Before leaving town, load all heavy and bulky gear in the vehicle that has the “UEDV” permit The vehicle with the Unit Equipment Delivery Vehicle permit should also carry: an adult passenger the completed Pack Roster all the health forms All vehicles need a “Parking Pass”. You will receive an email two weeks prior to the event with the correct lot designation and downloading instructions. Display the “Parking Pass” on your dashboard windshield. The “Parking Pass” tells you if you should park in Lot “A”, “B”, or “C”. I’m driving the vehicle WITH the “UEDV” permit Display the UEDV permit on your dashboard and enter camp through the MAIN GATE. Drive directly to the Main Gate – stay away from Parking Lots A, B, or C. At the Main Gate you receive a ‘welcome packet’ with a map, etc. Follow the map and posted signs to your DISTRICT H.Q. There will be people from your DISTRICT showing you where to setup. UNLOAD your vehicle. Without delay, the DRIVER drives out of camp and into the main parking lots (A, B, C) while the Adult Passenger stays behind to handle the paperwork and greet others from the PACK who are walking into camp from the parking lot. (Driver – if you delay your exit you might find yourself ‘trapped’ in camp for several hours, unable to participate fully in the activities. You’re going to miss some fun!) I Don’t have an “UEDV” permit If you are a vehicle WITHOUT an UEVD permit Do Not try to enter at the MAIN GATE. As you approach Camp Stearns look for signs directing you to Lot “A”, “B”, or “C” (your “Parking Pass” tells you which one you want). You’ll have a shorter walk to your camping area if you park in the right place. Unload your vehicle – carry your personal gear along the marked paths into camp. You’ll pass a “WELCOME” tent. Stop there for a map, schedule, assistance, & a friendly smile. Follow signs to your DISTRICT H.Q. & camping area. There will be people from your DISTRICT showing you where to setup camp. Better yet -- Look for the ADULT Passenger who rode in with the “UEDV” permit vehicle (don’t look for the vehicle – it has already left.) When your PACK checks in with your DISTRICT H.Q. (near your camping area) – each WEBELOS gets a “VIP PASS”. It has the schedule of WHERE to go and WHEN to be there. The VIP PASS is also the record of which activities the WEBELOS participated in.
