  Objectives of the Strategy

      1. Engagement: encourage society to recognise the multi-modality of the road/rail interface and work closely with the road and rail sectors and the governmental
         agencies to help reduce risk levels at level crossings, building on the work of ELCF, SELCAT and DG TREN report of 2003.

      2. Education: address Road User Behaviour through introduction of safety increasing measures (education, campaigns, etc.) on European level

      3. Enforcement: promote the development of links with the law enforcement agencies to cultivate a systematic approach to code of the route violations.



  Headlines would include:

                  Survey - Benchmarking community attitudes/behaviour at level crossings in the Member States

                  Communication – European/National mass media and community education programs

                  Education & Enforcement Pilot - Establish ground rules to aid development & implementation of education & enforcement

                  European Workshop - Information exchange

                  Inventory - Tap into existing behavioural programs in the Member States

                  Webpage - One stop shop – The Level Crossing Network www.levelcrossing.net
