environmental compliance issues with the Irvine Municipal Utilities and the Estill
County Water District treatment plants. Both WWTPs are currently operating at
or above their capacity, and the ECWD plant exceeds its discharge limits. This
project will involve consolidating the two wastewater utilities, constructing one

Estill County Water District (ECWD) seeks funding to build a new pump station to
replace the existing West Irvine Pump Station located across the street. The
existing pump station has experienced severe corrosion problems created by the
associated collection system that utilized residential septic tanks for preliminary
treatment prior to reaching the ECWD Wastewater Treatment Plant. Since the
existing pump station receives all wastewater going to the ECWD WWTP, this
facility will continue to be viable regardless of the regionalization approach and
location of a new Regional WWTP. Part of the cost includes capacity expansion
for the new facility to meet the projected growth for regionalization, while
