                “Local brain drain” in Russia
• There are many software development companies in Russia who
hire a lot of high-tech professionals from various Russian cities, not
only from Moscow, St. Petersburg and Nizhniy Novgorod
• As a result, high-tech professionals migrate to Moscow, St.
  Petersburg and Nizhniy Novgorod
• Unlike Moscow and St. Petersburg, in local universities there are not
many good teachers. On the other hand, big percentage of “local
work migrants” work for universities before they relocate to Moscow
/ St. Petersburg. So, “local brain drain” also means “academic brain
drain”, and it will result in dramatic deterioration of quality of
  education in local Russian universities
• The question: will it be possible to hire programmers from
Russian non-capital cities in 5 years?

professors from various CIS universities - those who have strong
English, good knowledge on computer science and industrial
  experience
• These guys relocate to Nizhniy Novgorod for one semester
• During this “academic internship” program they attend various
courses on software engineering. These courses are provided by
project sponsors and cover most areas of ACM/IEEE Computing
  Curricula: Software Engineering
• Program participants are also involved into short-term projects at
  Intel and get real-life experience
• After program completion these guys are to return to their
cities and bring their expertise to local universities
