                             POSITION DESCRIPTION

Job Title:        Benefits Manager

Reports To:       Director of Finance
FLSA Status:      Exempt


SUMMARY

The Benefits Manager position is responsible for directing and planning the day-to-day
operations of group benefit programs (group health, dental, vision, worker’s
compensation, life insurance, long term care insurance, flexible spending plan, 403(b)
plan, retirement plan, and unemployment). Provide excellent customer service and
quality benefit plans.

Investigate new benefit programs, improve existing programs, supervise and monitor
benefit administration. Design employee benefit plans. Provide analytical and technical
support in the delivery of the benefit programs. Provide direction and training to other
Finance personnel as assigned.

ESSENTIAL FUNCTIONS

      Plans and directs implementation and administration of benefits programs
       designed to insure employees against loss of income due to illness, injury, layoff,
       or retirement.
      Analyzes existing benefits policies of the school division, and prevailing practices
       among similar organizations, to establish competitive benefits programs.
      Evaluates services, coverage, and options available through insurance and
       investment companies, to determine programs best meeting needs of organization.
      Plans modification of existing benefits programs, utilizing knowledge of laws
       concerning employee insurance coverage, to ensure compliance with legal
       requirements.
      Recommends benefits plan changes to management. Notifies employees of
       changes in benefits programs.
      Serve as primary contact for plan vendors and third party administrators.
       Determine the best plan options by working with the Third Party administrators.
       Coordinate transfer of data to external contacts for services, premiums and plan
       administration. Work effectively to make sure the plans run smoothly. Investigate
       discrepancies and provide information in non-routine situations.
      Provide benefits and retirement counseling to employees. Provide customer
       service support to internal and external customers.
     Develop communication tools to enhance understanding of the company’s
      benefits package. Maintain websites for benefits, employee wellness, payroll, etc.
     Design and distribute materials for benefit orientations, open enrollment and
      summary plan descriptions. Directs preparation and distribution of written and
      verbal information to inform employees of benefits programs, for example
      insurance and pension plans, bonus pay, and special employer sponsored
      activities.
     Create and conduct presentations to administration, board members, co-workers
      and employees.
     Coordinate and manage daily benefit processing for enrollments, COBRA,
      HIPAA, terminations, changes, beneficiaries, disability, accident and death
      claims, rollovers, tax shelter distributions, loans, hardships, compliance testing.
     Oversee maintenance of employee benefit files, updating of employee payroll
      records, processing of monthly billings, payment of administrative fees for group
      plans and insurance claims processing.
     Implement and maintain Group Benefits databases. Prepare regular benefit
      reports extracting data from the database. Provide the technical support, test
      system functionality and work with end users to provide system support and
      troubleshoot system problems.
     Complete numerous audits and surveys for state and federal government agencies
      (Annual Survey of Government Employees, Workers’ Compensation Audit
      Report, Occupational Employment Reports, VEA Benefits Survey, Bureau of
      Labor Statistics Report, IRS/SSA/CMS Data Match Survey, etc.)
     Serve on SAW Consortium for benefits, Personnel Policies Committee.

KNOWLEDGE, SKILLS AND ABILITIES

     Knowledge of company policies and procedures is preferred.
     Excellent communication and organization skills are required.
     Project and team management/leadership skills and experience. Proven ability to
      work effectively in a team environment with associates. Capability of effective
      planning and priority setting. Ability to manage several complex projects
      simultaneously while working under pressure to meet deadlines.
     Strong analytical skills and a thorough knowledge of plan designs. Ability to
      understand, evaluate and make judgment on the proposals (RFP’s).
     Computer proficiency and technical aptitude with the ability to utilize MS Word,
      Excel, Power Point, and AS400 are required. Ability to learn various software
      packages pertinent to the operations of the school division.
     Knowledge of benefit contract language
       Knowledge of all pertinent federal and state regulations, filing and compliance
        requirements both adopted and pending affecting employee benefit programs,
        including ERISA, COBRA, FMLA, ADA, SECTION 125, Workers
        Compensation, Medicare, COBRA, Unemployment, Social Security and DOL
        requirements.

EDUCATION AND EXPERIENCE

Bachelor’s degree in job related area. Three to five years related benefits or employee
benefit administration experience required.

PHYSICAL DEMANDS/REQUIREMENTS

The usual and customary methods of performing the job's functions require the following
physical demands: some lifting, carrying, pushing, and/or pulling; some stooping,
kneeling, crouching, and/or crawling; and significant fine finger dexterity. Generally the
job requires 80% sitting, 10% walking, and 10% standing. This job is performed in a
generally clean and healthy environment. Reasonable accommodations may be made to
