									        Chief Administrative Officer – Human Resources Development Institute, Inc.

Human Resources Development Institute, Inc. (HRDI) is a community-based behavioral health and human
services organization. HRDI is a non-profit organization that was founded in 1974 by a committed group of
South Side Chicago African American health advocates concerned with mental health and substance abuse
problems plaguing their communities. These advocates successfully structured culturally-specific programs to
address those problems. Today, HRDI is a leading provider of behavioral and community healthcare services in
Illinois, serving nearly 18,000 clients annually, and offering more than 40 programs at over 20 sites throughout
the Chicagoland area, Alabama, Nevada, and Massachusetts. HRDI provides services in mental health, alcohol
and substance abuse prevention, community health and comprehensive case management, criminal justice,
education and children and family services. Approximately 60% of HRDI’s $35 million operating budget comes
from the state of Illinois, and 40% from the city of Chicago. The organization has 360 employees.

The Chief Administrative Officer (CAO) is a newly created position that reports to the CEO, along with the
Chief Financial Officer and Chief Medical Officer. The four comprise the senior executive team for this multi-
state human services organization. The CAO will have responsibility for the following functions: Human
Resources, Purchasing & Contracts, Facilities Management, Transportation, Legal and Information Technology.

Specific duties & responsibilities will include serving and supporting the CEO, participating in short-term and
long-range strategic planning, developing initiatives to leverage new and long-term support to achieve HRDI’s
goals and plans, and developing and maintaining productive relationships with HRDI’s multiple constituencies.

The successful candidate will have a minimum 10 years professional experience, most recently as a Chief
Administrative Officer, Chief Operating Officer, Chief of Staff or similar leadership experience in the corporate
sector, in federal, state or local government, or with a health care provider or health policy/advocacy organization.
Ideally, candidates will have a combination of experience in the public and private sectors, demonstrating a
visible track record of success. S/he will have an approach to accomplishing goals that is comfortable serving in
“deputy” leadership role and as part of a senior executive team within a dynamic organization; experience in
maintaining sound fiscal policy, including development/oversight of departmental budgets; skills in building
strong relationships with constituencies, and familiarity with services and policy around behavioral/mental health,
substance abuse treatment, criminal justice or a demonstrated capacity to understand these issues quickly.
Experience in planning and program development for a non-profit organization is highly desirable. This position
