2.1 ORGANIZATIONAL CONTEXT (Please define the role of the post within the team, describing its leadership
role, if any, its external/internal work relationships or contacts and the contextual environment in which it operates)

This post is accountable for shaping and promoting an effective learning culture and a professionalized staff
development function in UNHCR by developing innovative learning strategies, policies, procedures and practices.
The incumbent is also accountable for the overall technical management of the Global Learning Centre (GLC).

As Chief Learning Officer of the Global Learning Centre, the incumbent will contribute to the formulation of the
strategic plan, and provide leadership and guidance in its implementation. S/he will coordinate the development of
technical policies and best practices, as well as support the Head of the GLC in the establishment and implementation
of learning policies and practices throughout the organization. S/he will in particular be responsible for the
coordination of the planning, development and delivery of learning by the various GLC units, promoting the sharing
of technical and content information and encouraging the development of learning content that reflects a multi-
functional approach. S/he will oversee the establishment of robust project management and monitoring activities
within the GLC.

The incumbent of the post oversees the development of GLC staff adult learning skills in training design,
development, delivery, assessment and technology in support of learning. S/he must provide and/or ensure sufficient
internal and external expert consultancy services for GLC staff and training providers throughout the organization to
strengthen effective learning.

S/he will have regular contacts with Senior Management, Chiefs of Section/Units, Regional and Country
Representatives, and participate in high-level governance meetings in order to discuss learning needs and their
prioritization, the design of appropriate learning strategies to meet those needs and their resourcing. S/he will then
work closely with the Head of GLC in the design of learning strategies to effectively meet those needs.

The incumbent will ensure that all UNHCR learning activities being implemented are in line with organizational
strategic priorities, and with the GLC strategic plan. S/he will apply strong project management and monitoring skills
and focus on organizational impact and results.

S/he will actively support the Head of GLC’s efforts to lobby for the resources required for the organization to ensure
staff development and organizational learning

Regular contacts will also be held externally with HR and Learning Managers in other UN Agencies as well as with
the UN System Staff College to keep abreast of developments and explore opportunities for joint collaboration. .

S/he will maintain periodic contacts with academics, researchers and writers on workplace learning and performance
management in order to ensure that the GLC is learning and applying lessons from the corporate and non-profit
learning communities. .

2.2 FUNCTIONAL STATEMENT (Please describe the functions to be performed by the incumbent of the post,

        effective, well-planned, innovative methods and materials to keep the Organization as a whole at the lead of
        its field in staff development.
    UNHCR has a comprehensive and effective learning function that allows staff growth and learning
        opportunities at all levels and without discrimination.
    Learning activities have a beneficial impact on the delivery of protection and assistance in the field.

Responsibilities:
1. Supports the Head of GLC in providing visionary leadership and takes responsibility for providing technical
    direction and strategy for staff development activities in UNHCR. This includes ensuring close linkages between
    staff development, performance management and career planning and other HR policies.
2. Under the overall supervision of the Head of GLC, oversees the creation and revision of learning policies and
    procedures and their dissemination. Advocates for their implementation and takes action to reinforce
    compliance.
3. Is responsible for the coordination of learning needs analysis in the organisation and subsequent development of
    appropriate learning responses.
4. Chairs the e-learning development working group.
5. Oversees the design, development, delivery, and evaluation of learning activities. Takes a particularly close
    interest at the design and development stage of new initiatives. Oversees the establishment of an efficient,
    effective Learning Management System.
6. Exercises a strong technical coordination function with all the Units to ensure effective project management,
    consistency, and inter-unit collaboration. Encourages a culture of support and creativity.
7. Provides sound guidance on the prioritisation of activities and medium to short term objectives in the Service
    making use of resources in the most effective manner. Demonstrates imagination, initiative and calculated risk-
    taking in order to develop new learning activities and appropriate activities in enhancing performance
    management.
8. Oversees the provision of support and expert guidance to other training providers on needs assessment, analysis,
    learning methodologies and approaches, development, delivery and evaluation of learning activities.
9. Ensures increased, appropriate and effective use by the GLC team of appropriate instructional and informational
    technology in order to increase UNHCR staff access to learning opportunities as well as provide the best advice
    to learners.
10. Coordinates with other sections of DHRM with regard to linkages between recruitment, posting, staff
    development, career development, and performance management. Participates in the development of policies
    and procedures in these areas. Particularly oversees linkages to career management in UNHCR with a special
    view to staff assessment and assessment centres as well as linkages between PAD objectives and learning plans.
11. Takes a lead role in the interagency learning community in order to situate UNHCR as a key player in this area.
12. Under the overall supervision of the Head of GLC, contributes to clear, accessible, sufficient and ongoing
    communication on developments in learning and the GLC throughout the organization and to other interested
    interlocutors such as donors, other agencies, and learning institutions, including creation / enhancement of a
    dynamic intranet site, email and other promotional initiatives.
13. May deliver and facilitate learning activities and develop written materials, guides, job aids, manuals etc. to be
    used for training/learning/staff development purposes.
14. Supports the Head of GLC in overseeing the human, financial and material resources of the service.
15. Effectively supervises and coaches staff in the Units under his/her direct supervision.

Authorities:
     Approves work plans and budgets on the basis of established strategic plans and priorities
         In consultation with the Head of GLC, endorses the filling of staffing positions
     Authorizes the development/delivery of significant learning activities and programmes
     In the absence of the Head of GLC, approves requisitions and consultancy contracts and expenditures on
         behalf of the GLC.
     Authorizes budget reallocations
     Communicates, along with the Head of the GLC, with Senior Management on behalf of the GLC

2.4 ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE
REQUIRED (please define the educational background, the relevant job experience and the language(s) that are essential to
perform the work of the post)

Advanced University Degree in Education, Adult or Workplace learning, Instructional Design, Human Resource
Development (HRD), or a related field;
Minimum 15 years of previous relevant job experience, within which 10 years in an international context
Incumbent is expected to have sound skills in internal consultancy.
Experience in all aspects of Instructional Design including needs assessments, design, development, delivery and
evaluation of learning activities either inside or outside UNHCR.
Must be able to demonstrate an understanding of Instructional Technology including computer-based, learning
management systems and learning delivery platforms.
Strong project management and project monitoring skills.
Experience in broader HR and HRD matters with an understanding of competency frameworks, performance
management and career planning.
Excellent communication and strong interpersonal skills to deal with staff members of different cultural and
educational backgrounds.
Proven ability to deal with multiple tasks in a courteous and service oriented manner in a demanding working
environment and in face of short deadlines High ethical and professional standards.
Results orientation and ability to produce high quality output.
Must have field experience and proven managerial and leadership experience.
Fluency in English with good knowledge of another relevant UN language.


2.5 DESIRABLE QUALIFICATIONS & COMPETENCIES (Describe any experience or knowledge that would
be an asset, such as UNHCR Learning Programmes /Other training / additional languages /Field, HQs experience, etc…)

Exposure to UNHCR specific learning/training activities
Completion of at least one UNHCR Learning Programme.
Facilitation skills would be very beneficial.
Project management training or certification
Solid UNHCR experience from the Field and from Headquarters
Thorough understanding of UNHCR with regard to global policies and administrative issues.
