General Purpose: Reporting to the Fire Chief, the Deputy Fire Chief shall be 2nd in command in
directing the Macomb Township Fire Department: administer policies and procedures;
responsible for the prevention and extinguishment of fires; the protection of life and property
against the hazard of fire; and planning and development of Fire Department programs.
Additionally, the Deputy Fire Chief shall direct, coordinate, and oversee personnel regarding
fire, medical or rescue operations.

Supervision Received: Receives direct supervision from the Fire Chief.

Supervision Exercised: The Deputy Fire Chief shall direct personnel in non-emergency tasks
associated with the basic administration of facilities, apparatus, equipment, and in the delivery
of public education.

Essential Duties and Responsibilities: An employee in this position may be called upon to do any or all of the
following functions. These examples do not include all of the duties, which the employee may be expected to perform, to
perform this job successful; an individual must be able to perform each essential function satisfactorily.

    1. With a approval form the Fire Chief, establishes policies and procedure for all phases of
       Fire Department operations while administering and maintaining policies consistent
       with efficient fire prevention and fire control programs.
    2. Provides for training and development of personnel and maintenance of fire apparatus,
       equipment, and buildings.
    3. Maintains a sufficient complement of personnel on-duty and the necessary equipment
       to insure effective fire control.

   4. Directs planning and development of Fire Department programs based on standards of
       preparedness.
   5. Conducts staff meetings to discuss administration, operations, fire prevention, and fire
       control.
   6. Evaluates and approves Department training programs.
   7. Responsible for the care and management of all building, apparatus, equipment,
       supplies, and all other property equipment assigned to the Fire Department.
   8. Directs functions of the Fire Department consistent with overall goals of the Township.
   9. Responsible for handling departmental activity when proposed programs affect other
       Township Departments.
   10. Attends meetings with other departments to discuss organizational projects and
       problems.
   11. Directly supervises officers, provides general guidance and direction, holds, regularly
       scheduled meetings to discuss plans, problems, and activities; and receives oral and
       written reports, projects, assignments and other matters regarding department
       operations.
   12. Evaluates performance of subordinate officers, assesses the effectiveness of operations,
       and at his/her discretion may direct and supervise operations.
   13. Indirectly supervises Fire Department personnel.
   14. Delegates area of responsibility such as administration, apparatus and equipment,
       building maintenance, training, supplies, hose records, classifying reports, photography,
       arson investigation, and fire prevention to officers, Fire Fighters, and administrative
       staff.
   15. Receives daily records and correspondence as well as monthly activity reports from
       Command Officers.
   16. Set-up regularly scheduled meetings with officers to discuss problems, plans and
       activities, makes recommendations for hiring, promoting and firing personnel.
   17. Responsible for enforcing rules and regulations and administering discipline for
       violations.
   18. Administers Collective Bargaining Agreements covering Fire Fighters, salaried and hourly
       personnel.
   19. Represents the Fire Department at meetings and/or conventions; participates in local
       fire organizations; speaks to civic groups and other interests parties about department
       activities; releases information to the news media; and performs other duties as
       provided by law.
   20. Maintains good working relationships with neighboring Fire Departments for the
       purpose of mutual aid.




M: Position Descriptions/Fire Department/Deputy Fire Chief
Education and/or Experience: Associates Degree in Fire Science, Public Administration or
related field required, bachelor’s degree in Fire Science, Public Administration or related field
preferred. Two (2) years experience in the rank of Fire Captain or higher required. Minimum
five (5) years full-time or ten (10) years Volunteer/Paid-on-Call Fire Fighter experience required.
Experience in a combination or Paid-on-Call department along with demonstrated on-scene
command experience preferred. Employment (Active Duty) in Fire Service during the past
twenty-four (24) months required.

Computer Skills: Proficient in Microsoft Office suite including excel, word and outlook.
Experience with a records management system required.

Other Skills and Abilities:

    1. Thorough knowledge of the principles, practices and procedures for modern firefighting,
       the role of a company officer, and the ability to apply that knowledge to present
       situations.
    2. Demonstrated ability to plan, coordinate and direct the work of employees; the desire
       and ability to lead subordinates by example and by direct involvement in the situation at
       hand; the insight and forethought to understand the problems and propose rational
       solutions; and the knowledge and confidence to direct personnel and equipment under
       emergency conditions.
    3. Deliver and receive information, directions, and commands within the scope of the
       position.
    4. Ability in leading, commanding and coordinating the activities of a group of Fire
       Department personnel as well as deal effectively with peers, other officials and the
       general public.
    5. Must be able to work a schedule that complements that of the Fire Chief.

Certificates, Licenses and Registrations: Must possess a valid Michigan Driver’s License in good
standing. Must possess Fire Officer I, II (or Company Officer I, II) and III. Basic Emergency
Medical Technician required by date of application.

Tools and Equipment Used: Skills in the use of mobile radio, phone, personal computer, copy
and fax machine, maps, scaled drawings and calculator.

While performing the duties of this job, the employee is typically in hazardous, difficult, unsanitary and
disagreeable conditions. The employee may be required to work outside, in all weather conditions, and

gross muscles of the body. The employee is regularly required to use his hands to finger, handle, feel or

operate objects, tools, or controls and reach overhead. The employee is frequently required to stand,
talk and/or hear. The employee is occasionally required to walk, sit, climb, balance and work bent or
stooped for extended periods of time. The employee is regularly required to lift and/or move objects of
up to 150 pounds. Specific vision abilities required by this job include close vision, distance vision, color
vision, peripheral vision, depth perception and the ability to adjust focus.
