Following the recent data security incident, the Secretary asked for a moratorium on
all non-essential contacts to veterans, because of the concerns regarding identity
Recognizing that contacts to veterans involved in research projects is essential for
the completion of approved research as well as the safety of veterans participating in
clinical trials, the attached memo outlines the expectations for these contacts.
Please note that these expectations apply to all research contacts involving veterans,
regardless of the funding source, size of the project, or type of appointment (staff,
WOC, IPA) of the researcher. Also, please note the requirement to provide a point of
contact within the informed consent document in the event the veteran has
questions about a research contact.
