Purpose of job:
To ensure that the finances and accounts of the British Council in Nepal are managed to corporate
standards. To support the Resources Manager and other Grant and Partnership Funded (GPF) staff in
financial planning, accounting and reporting, such that all coprorate standards and audit requirements are
met.
Context and environment: (e.g. dept description, region description, organogram)
The British Council in Nepal has a modest grant from the UK government with additional income derived
from our partnership activity and a few paid services. The Finance Officer’s role is to ensure that
corporate procedures are followed in the planning the use of, deployment and accounting for these funds.
This involves the planning of agreed inputs / outputs with activity managers within established criteria for
budget and timescale, using the appropriate policy and process, and monitoring and recording all
financial transactions to BC audit standards.
Accountabilities, responsibilities and main duties:
(including people management and finance)
This post is accountable to the Resources Manager for maintaining the finance systems of the office so
that all staff can deliver their responsibilities effectively. The post holder is responsible for ensuring that
this happens in compliance will all BC financial standards and to the full satisfaction of the staff.
Main duties
1. Preparation and consolidation of financial plans for local GPF activities on the SAP financial
system.
2. Leading on information gathering (from project managers), and budgeting for local staff costs and
UK appointed staff costs.
3. Managing of payment processes to internal and external customers, ensuring that correct
procedures are being followed. Raising necessary Framework Purchase orders.
4. Raising purchase orders on SAP for office purchases, requesting approval from the appropriate
Manager, giving special attention to assigning the correct budget WBS and cost element.
5. Correcting any errors on the system when detected. Notifying staff if any payments are delayed
and reporting accordingly to the Budget Manager.
6. Scanning all invoices submitted on a daily basis and uploading these into the specific drive –
notifying the finance hub.
7. Liaising with the FABS HUB in Noida for payment runs; checking the payments, withholding tax,
vendor creation, credit card management etc.
8. Calculating the withholding tax and net amount payable; preparing a monthly report of withholding
tax by 15th of the following month, to submit to Resources Manager for review / payment
processing.

9. Utilities bill payments for the office e.g. Electricity, telephone, office fuel and related payments at
regular intervals when received.
10. Process vendor / customer creation requests and amendments; check and send e-copy to the
hub. Communicate with suppliers about our payment system and conditions.
11. Prepare cheques for cheque vendors and other off-system payments.
12. Liaising with the outsourcing company for preparation of the monthly payroll, tax issues and other
accounting consultations. Preparing the monthly payroll and agreeing this with the Resources
Manager.
13. Cash management: Preparing the monthly Cash Flow return. Making sure funds are available,
and withdrawal / transfer of funds from the bank. Preparation of payment instruments (Cheque
and online banking), and bank reconciliations. Posting all the Cash journals, Finance journals for
British Council Nepal
14. Checking the Fixed Assets register on a monthly basis and updating as required (FIN 30 / 32).
15. Preparing documentation for the Financial Control and Compliance Framework, including analysis
of standing balances and identification / escalation of risks in any financial area. Work closely
with Resources Manager and SA RDSM on risk identification and management.
16. Preparation of all monthly and end of year financial returns required by HQ (ex: Payroll return, TG
provision return, etc).
17. Provide training to staff as necessary to improve their knowledge of GPS & SAP systems.
18. Maintain yellow envelope system for all travellers and carryout the audit checks as per HUB
request.
19. Provide support to the Resources Officer, as required, under instruction from the Resources
Manager.
Key relationships: (include internal and external)
1. Local suppliers, local banks, outsource companies. Regular contact required.
2. Resources Manager for daily finance and business activities and with SA decision support
manager for finance support issues.
3. Finance HUB for payment process and other necessary issues as required.
4. HQ Finance and Risk teams whenever needed.
