The church’s expenses have exceeded their total income the past two months by $18,000 and $12,000. The lease payment increases
about $170/month each year of the lease.

Pastor McCartin writes, “If we don't renew this lease at this time under these terms our lease will come close to doubling because of
some upcoming changes within our lease company. Then we truly will not be able to afford this. The company is trying to help us now
before the new owners come in and change our terms. This is a great deal for us….Our church has been growing somewhat and I do
believe the giving will increase. Yes we have had some people leave and they have taken their tithes, but we are also seeing many new
people at our church and with teaching and vision we believe people will get on board and give.”

Supervisor Overman’s comment: “I am in close touch with the Eugene #2 church and think we ought to give them permission to
renew this lease. Even though their finances are a little tight right now, it has been and is a very solid church. They have not been
delinquent in their loan payments. And I think they should take advantage of the low renewal terms they have been offered for this
limited period of time.”

The other existing building is also unfinished inside, with only wood studs, joists, and metal exterior siding, consisting of two main
open area sections on concrete foundation floors. One section at the northern border of the property will be completely torn down,
while the other section of approximately 1,080 square feet will be stripped down to the studs and rebuilt as part of our overall design.
Our plan for the property is to work with the existing concrete foundations and building frames, reconstructing these and joining the
two buildings together with new construction.”

   Requesting reinstatement of suspended license

David Holland’s ministry credentials were suspended June 4, 2004 due to inability to function competently as senior pastor because of
acute stress caused by a highly strained family situation. David and Diane were divorced in October 2004.

The Regional Ethics Committee submitted a proposal to Glenn Burris and the Intl. Board which Glenn reviewed and outlined three
action points.

1. David will reconcile with John Hatcher. Robby set up a meeting, facilitated by Marty Jenkins, in which David and John met. The
breech was closed, with much healing of relationship, and the restoration process was noted by John.

2. David's counselor will recommend that David is fit to pastor again. David Holland contacted Pete Kuiper, and Pete
subsequently expressed to Robby Booth that David was clearly "on track, and though he had work to do, was truly working on the
needed things in his life."

3. David will realize he has a problem with listening and being shaped by his mentors/accountability team, as well as
others. Robby had two phone conversations with David about his need for accountability, as well as his need to "hear" what others are
saying that he needs to work on. David is now active in an accountability group, and has realized that there is a breech between what
others concerned are wanting to say to him, and his hearing them. He is sharing this with the team he is accountable to.

Robby Booth, on behalf of the Region Ethics Committee, suggests: David be allowed to be licensed again, with a probationary
time that allows him to be formally accountable to: be a part of an ongoing accountability group of his peers where ever he lives, that
he work on his issues of "hearing" as well as continue to seek counseling regarding his anger and control issues. This would be a one
year probation. At the end of that time he would meet with 3 members of the ethics committee to get the sign off of his probation.

Pastors Glen Pummel, Loren Houltberg and Mike O’Brian have committed to being an accountability group for 18 months with David
Holland (see attached letter). At the end of the 12 month probation period, Rick Trimble, Regional Administrator, will schedule a
Regional Ethics Committee meeting to evaluate the success of the probation period.
