PROJECT DESCRIPTION: Requesting permission to obtain a line of credit in order to cover lease payments.

On July 22, 2002, the Executive Staff granted permission for this new church to lease a facility for 5 years. The former pastor and staff
resigned in January 2005 leaving a declining congregation with no appointed pastor; Tom Krueger is in process of being appointed
and is serving as the interim pastor. Attendance is currently 16-20 and the congregation considered closing, but has agreed to work
toward turning things around if they can get help meeting their lease payments until the lease expires July 1, 2007 (18 months).

The church will pay what they can each month and only use the credit line for the difference, hoping in faith that growth will begin
and soon they will be able to make lease payments without drawing against this credit line. The pastor draws no salary.

The lease payments are $3,000 per month until June 30, 2006 and will increase to $3,100 through the remainder of the lease, totaling
$55,200.

for sure to sell the camp or not.

 If the Camp Board decides not to sell the camp, before any draws can be made, the Camp Board will need to show how the camp will

We will transfer $25,000 from the district emergency funds to the buyer at closing for perpetual care of the cemetery that is
attached with the property. The cemetery account was depleted by the previous Foursquare minister and needs to be
reestablished.

The request to sell the property lower than 90% of the appraised value is because of legal problems and liabilities associated
with the cemetery.

Comments from El Clark:

1. This property was gifted to Foursquare by another denomination, so we should be mindful that we paid no purchase money
to acquire the property.

2. The property was offered back to that denomination and was declined.

3. The appraisal is suspect. I have seen the property. It is not commercially located and, in fact, the entire community of
Tremont is in decline. The property has little value to most users other than a church. The property was marketed and the
pending offer is the only viable offer received.

4. Incidental to the property is the presence and perpetual care obligation of a town cemetery. This obligation 'runs with the
land' meaning, we can't own the property without dealing with care of the cemetery. Without a viable congregation to occupy
the building, the perpetual care obligation is a real burden to Foursquare and a continuing source of potential liability.

5. We have already incurred considerable cost in settling a law suit based on our failure to care for the cemetery.
6. We have another property in the area...the property that was gifted to us by the Roeckel family...that is more valuable and
which can be sold to recoup some of the losses we have experienced in Tremont. The board almost authorized giving this
property back to the donors, but based on new information acquired, that proposal was not implemented.........as far as I know.
