       Statement on the policy of the National Geodetic Survey regarding GPS L2C


        NOAA’s National Geodetic Survey (NGS), in consideration of the recent launch of the
first modernized GPS (Block IIR-M) satellite, hereby sets the following policy toward the new
civilian signal, L2C, being broadcast from block IIR-M (and future block) GPS satellites:

   1) NGS applauds the efforts of everyone working on making GPS modernization a reality.
   2) NGS will begin investigating the positioning impacts of L2C as soon as possible,
      including antenna calibration issues.
   3) NGS encourages receiver manufacturers to provide sample data for L2C for purposes of
      evaluation of the signal characteristics and potential.
   4) NGS recognizes that the entire Global Navigation Satellite System (GNSS) environment
      is scheduled to change in the coming years (more IIR-M launches, GPS II-F with L5,
      GPS III, GLONASS modernization, Galileo, etc). Issues expected to arise from this
      changing environment include:
          a. The necessity for future RINEX (or other internationally agreed upon) formats to
              handle new data types
          b. A rapidly changing GNSS receiver and antenna industry to receive new data types
              as they begin broadcasting
   5) Until such time as an L2C study is completed at NGS, NGS will neither mandate nor
      encourage the changing of receivers and antennas in the existing CORS network to
      receive L2C.
   6) The official CORS data format remains RINEX 2.10. This policy will be revisited at
      such time as new software (TEQC or equivalent) exists to support RINEX 2.11.
   7) If any CORS partner does install an L2C capable receiver, NGS will distribute that L2C
      data only after software (TEQC or equivalent) capable of supporting RINEX 2.11 is
      made available.
