Opening

The Department of Personnel (DOP) Director’s Meeting was called to order at approximately
8:30 a.m. on August 12, 2010 and held at the DOP-1 Conference Room A, 521 Capitol Way
South, Olympia, Washington 98504-7500.

The results of this meeting are summarized below. Any Merit System Rules adoptions
and/or modifications are attached as handouts. Adopted items that were modified from the
original Director’s Notice Agenda (23-Day Notice) and which were available at the meeting,
are attached as handouts. All other items were adopted as printed on the Director’s Meeting
Agenda unless otherwise noted below.

Meeting Minutes


Introduction

Mike Sellars, DOP Deputy Director: The Director’s meeting was called to order by Mike
Sellars, the Deputy Director of the Department of Personnel, at 8:30 a.m. on Thursday,
August 12, 2010. Mike chaired the meeting on behalf of Eva Santos, the Director of the
Department of Personnel, and took action on all items presented with the exception of the
rule amendments. After hearing the presentations on the rules as well as any comments, a
summarized letter would be generated by the first part of the following week outlining Eva’s
decisions.


Previous Minutes – Section A

Lisa Skriletz, Classification and Pay Manager: The first item of business was the
recommended adoption of the May 13, 2010 Director’s Meeting Minutes as printed.

Mike Sellars, DOP Deputy Director: Hearing no comments, the May 13, 2010 Director’s
Meeting Minutes were adopted as presented with an effective date of August 13, 2010.


Exempt Compensation – Section B

Lisa Skriletz, Classification and Pay Manager: Moving to the exempt compensation items
section, item 1 was withdrawn and item 6 was postponed. Staff recommended adoption of
items 2 through 5 as reflected on the agenda with an effective date of August 13, 2010.

Classification and Pay – Section C

None.


Compensation – Section D:

Lisa Skriletz, Classification and Pay Manager: Next read was the compensation items. Staff
recommended adoption of the proposed modification to the Standby Pay language as was
reflected in handout item 7, with an effective date of September 1, 2010.

Mike Sellars, DOP Deputy Director: Hearing no comments, item 7 was adopted as
presented and reflected in the handout, with an effective date of September 1, 2010.

Lisa Skriletz, Classification and Pay Manager: Compensation item 8 followed which was a
health care special pay request from the University of Washington. Staff recommended
adoption with an effective date of August 16, 2010.

presented with an effective date of August 16, 2010.


Rule Amendments – Section E

Lisa Skriletz, Classification and Pay Manager: Last was the proposed rule amendments
section. Lisa introduced Connie Goff, DOP Rules Manager, to present the rules items one
through three.

Connie Goff, DOP Rules Manager:

Item One: The proposed changes clarified between when a general government employee
was appointed to a position at the maximum step of a pay range, that they would not have a
periodic increment date (PID) set; and if the employer received a subsequent appointment,
the PID would be set at that time. The new proposed language stated the PID would be set
as was described in WAC 357-28-055. Staff proposed permanent adoption effective
September 15, 2010.

Item Two: This item clarified the definition of parent found in WAC 357-01-227 which
included adoptive parent and how this was not defined similarly in WAC 357-01-228. The
proposed language change for the latter WAC, showed adoptive parent included as well in
the definition of parent-in law. Staff proposed permanent adoption effective September 15,
2010.

Item Three: With the passage of ESSB 6724 by the Governor on March 23, 2010, it was
noted the Bill expanded the total number of days a state employee could receive shared
leave, from 261 days to 522 days. The proposed language change to WAC 357-31-600
reflected the new limit. Staff proposed permanent adoption effective September 15, 2010.

Mike Sellars, DOP Deputy Director: With no comments, rule amendment proposal
summaries were forwarded to Eva Santos, Director, at the conclusion of the meeting.
Eva adopted rule amendments one through three. Please see Action Memo for
detailed information.

Adjournment

Lisa Skriletz, Classification and Pay Manager: The business was concluded and the meeting
was adjourned at 8:35 a.m. The next regularly scheduled Director’s Meeting was announced
for November 10, 2010, at DOP-1, Conference Room A, located at 521 Capitol Way South,
beginning at 8:30 a.m.
